FOREIGN SCHOLARSHIPS/FELLOWSHIPS
Introduction
Almost all universities and R&D organizations in Pakistan are facing problems of acute shortage of high level S&T manpower. While it is difficult to attract expatriate's to work in our laboratories for longer periods, it is equally difficult for our scientists to obtain funding for advanced training or for attending short/medium term training courses or for participation in workshops/conferences.
Several countries such as Japan, UK, USA, Australia, and the countries of European Union under their bilateral aid and training programmes provide opportunities for our scientists/engineers to study in their universities for short/long term. Very often this information is not properly managed and diffused due to the involvement of several ministries and agencies. Each year almost 60% of the grants/scholarships offered by the donor countries remain unutilized.
Pakistan Council for Science & Technology has collected and compiled this information from various ministries as well as directly from donor agencies, which is being presented in this Guide which would be revised annually.
The Guide provides detailed information about the type of scholarships/grants, duration of study and the subjects/fields of training courses for which the grant is offered. Eligibility criteria and also the name and address to whom applications are to be addressed is also available.
Section-I deals with degree programmes from Bachelor to Doctorate level. Post- doctoral awards are also included in this section and are considered to be of particular interest to scientists who have obtained PhD from Pakistani institutions. Some donor agencies offer post-doctorate and doctorate training under the same type of scholarship. This is listed separately under this section. There are sufficient scholarships/fellowships for which Pakistani scientists can compete to update their knowledge.
Section-II provides information about training programmes leading to award of diplomas. Part-l of this section deals with ordinary diploma courses ranging from thirteen weeks to nine months, whereas Part-2 provides information on post-graduate diploma programmes also ranging from thirteen weeks to nine months training.
Section-III provides information on training courses leading to award of certificates. Candidates are offered long and short-term training courses in various disciplines of Science and Technology. The duration of these courses ranges from a few weeks to a year. Most of the training courses are offered by Japan International Cooperation Agency (JICA). The opportunities offered by JICA are frequently availed by Pakistani youth. This section also provides information about the training courses offered by Japan based Asian Productivity Organization. These trainings, however, are meant only for the officers of Ministry of Industries and Production.
Section-IV provides information about various types of financial assistance offered by donor agencies for award of prizes funds for project proposals and for participation in seminars and workshops.
