The Implications of Listening to Disabled People in Burkina Faso Lara Bezzina THESIS SUBMITTED FOR THE DEGREE OF DOCTOR OF PHILOSOPHY 2017 Department of Geography Durham University 1 Perhaps the very success or failure of every form of ‘development’ should be measured by the extent to which it is inclusive of disability. (Power, 2001: 93) 2 ABSTRACT Development discourse and practice have generally ignored, even silenced, people with disabilities. In response, this thesis draws on the case of Burkina Faso to bring geographies of development and disability into dialogue with postcolonial theory, which seeks to recuperate the voices of the marginalised and oppressed. It adopts a mixed ethnographic methods approach, including participatory techniques and interviews, in order to understand the lived experiences of disabled people in Burkina Faso. The thesis first examines the general context of Burkina Faso and the different aspects of Burkinabe life and society in which disabled people’s lives unfold. These aspects are interlinked with the perceptions of disability in Burkina Faso, both in how society perceives disability and in how disabled people view themselves. These perceptions, which are explored subsequently, affect the lived experiences of disabled people, which are often not taken into account by development practitioners who intervene in disabled people’s lives using western models and ideologies. Furthermore, development interventions influence the creation and functioning of grassroots disabled people’s organisations, and here the thesis looks at the challenges these organisations face with regard to their heavy dependence on external partners as well as the lack of ‘organisational spirit’. Finally, the thesis examines disabled people’s perceptions of development and the emphasis on economic independence as an essential element in a disabled person’s life to challenge the predominant perception of disabled people as a burden. It highlights the significance of opening up spaces in which disabled people’s voices can be heard, using techniques such as participatory video, and the significance of having these voices heard by development practitioners. Today, this network counts 610 sites in 117 countries across the world, stretching from terrestrial to coastal and marine ecosystems, from high mountain peaks to deep ocean abysses. In Sub-Saharan Africa, there are 64 biosphere reserves in 28 countries. This publication provides an overview of the unique role of biosphere reserves for sus- tainable development and nature conservation in the continent. African countries implemented this concept very early as soon as 1976 when the first sites were rec- ognized.

In Burkina Faso, reports of heavy attacks on civilians by the security forces last week add another layer to the deepening instability in the country. On September 24th, no fewer than 29 individuals were summarily executed by the defense and security forces in two incidents in Petegoli and Inata villages of Soum province (Sahel region). The forces claimed they were militants. On the same day, in Kompienga province (Est region), government forces killed a young person while raiding an Imam’s house in Kabonga village. In a closely linked incident on September 24th, unknown gunmen abducted and later executed the deputy Imam of Kompienga from a village close to Kabonga. A few days after the violence, opposition leaders and civil society activists held a large rally in the capital, Ouagadougou, denouncing President Kabore’s inability to provide security to the Burkinabes and demanding the sacking of Clement Pengwende Sawadogo and Jean-Claude Bouda, respectively Ministers of Security and Defense. In the Democratic Republic of Congo (DRC), the Allied Democratic Forces (ADF), the Resistance to the Rule of Law in Burundi (RED-TABARA) and the Front for Democracy in Burundi (FRODEBU) remain major security threats, despite being considered ‘foreign’ groups. The ADF have been particularly active in 2018 in Nord-Kivu, ambushing FARDC and MONUSCO forces on a regular basis primarily in the Oicha and Beni territories, as well as attacking civilians in villages in these areas.

Pour leur bon fonctionnement en tant qu’entités de développement, les unités administratives créées dans le cadre de cette décentralisation ont besoin des données statistiques multisectorielles. Malheureusement de telles informations sont souvent inexistantes, ou très peu fournies. Le Recensement Général de la Population et de l’Habitation de 2006 (RGPH-2006), donne l’occasion de pallier en partie cette insuffisance. En effet, le RGPH permet de fournir des informations sur la population, du niveau national jusqu’à la plus petite unité administrative qu’est le village. Julie Touber Land informality, or the absence of clear property rights, has been identified as a strong cause for lower economic development performance. In Africa, despite the presence of a formal institutional setting of property rights and established laws, the practice of land rights has favored a persistent informal institutional regime. This dissertation addresses the reasons for the persistence of land informality in the presence of formal laws in the case of Ouagadougou in Burkina Faso. Using process tracing, I dissect the processes of land conflict resolutions within the formal and informal institutions in order to pinpoint reasons for such prolong informality. I identify a very coherent and organized institutional set within the customary institutions, and the ambiguous relationship these institutions have with formal institutions. The inability of the formal institutions to resolve the informality issue is not the result of incompetence; it is the result of survival mechanisms from both the informal and formal institutions. Informality is the effect of the layered institutional setting and persists because of the resilience of survival mechanisms.
