PREFACE Government commercial enterprises, the accounts of which are subject to audit by the Comptroller and Auditor General of India, fall under the following categories: (i) Government companies, (ii) Statutory corporations and (iii) Departmentally managed commercial undertakings. 2. This Report deals with the results of audit of Government companies and Statutory corporations and has been prepared for submission to the Government of Karnataka under Section 19 A of the Comptroller and Auditor General's (CAG) (Duties, Powers and Conditions of Service) Act, 1971, as amended from time to time. The results of audit relating to departmentally managed commercial undertakings are included in the Report of the Comptroller and Auditor General of India (Civil) - Government of Karnataka. 3. Audit of accounts of Government companies is conducted by the Comptroller and Auditor General of India (CAG) under the provisions of Section 619 of the Companies Act, 1956. 4. In respect of Karnataka State Road Transport Corporation, Bangalore Metropolitan Transport Corporation, North Western Karnataka Road Transport Corporation and North Eastern Karnataka Road Transport Corporation, which are Statutory corporations, the Comptroller and Auditor General of India is the sole auditor. As per State Financial Corporations (Amendment) Act, 2000, the CAG has the right to conduct the audit of accounts of Karnataka State Financial Corporation in addition to the audit conducted by the Chartered Accountants, appointed by the Corporation out of the panels of auditors approved by the Reserve Bank of India. In respect of Karnataka State Warehousing Corporation, the CAG has the right to conduct the audit of their accounts in addition to the audit conducted by the Chartered Accountants, appointed by the State Government in consultation with the CAG. -

K. Puram, New Delhi-110066 FOREWORD Salinity is a significant challenge and poses risks to sustainable development of Coastal regions of India. If left unmanaged, salinity has serious implications for water quality, biodiversity, agricultural productivity, supply of water for critical human needs and industry and the longevity of infrastructure. The Coastal Salinity has become a persistent problem due to ingress of the sea water inland. This is the most significant environmental and economical challenge and needs immediate attention. The coastal areas are more susceptible as these are pockets of development in the country. Most of the trade happens in the coastal areas which lead to extensive migration in the coastal areas. This led to the depletion of the coastal fresh water resources. Digging more and more deeper wells has led to the ingress of sea water into the fresh water aquifers turning them saline. The rainfall patterns, water resources, geology/hydro-geology vary from region to region along the coastal belt. -

Issues pertaining to Peninsular Rivers wing i. Interstate matters: (a) Mullaperiyar Dam Issue 1. On 29‐10‐1886, a lease indenture for 999 years was made between Maharaja of Travancore and Secretary of State for India for Periyar irrigation works. By another agreement in 1970, Tamil Nadu was permitted to generate power also. The Mullaperiyar Dam was constructed during 1887‐1895. Its full reservoir level is 152 ft and it provides water through a tunnel to Vaigai basin in Tamil Nadu for irrigation benefits in 68558 ha area. 2. In 1979, reports appeared in Kerala Press about damage to Periyar Dam. On 25th November, 1979 Chairman, CWC held meeting with the officers of Irrigation and Electricity, Deptt. of Kerala and PWD of Tamil Nadu and some emergency medium term measures and long‐term measures for strengthening of Periyar Dam were decided. A second meeting under the Chairmanship of Chairman, CWC was held on 29th April 1980 and it was opined that after the completion of emergency and medium term measures, the water level in the reservoir can be raised up to 145 ft. 3. The matter became sub‐judice with several petitions. On the directions of the Supreme Court in its order dated 28.4.2000, Minister (WR) convened the Inter‐State meeting on 19.5.2000 and as decided in the meeting, an Expert Committee under Member (D&R), CWC with representatives from both States was constituted in June 2000 to study the safety of the dam. The Committee in its report of March, 2001 opined that with the strengthening measures implemented, the water level can be raised from 136 ft. -

========================================= DISTRICT AND SESSIONS COURT KOLHAPUR. ========================================= Kolhapur district is the southern district of Maharashtra. Its headquarter is Kolhapur City which is an ancient city. The city is situated on the banks of river Panchganga and is known as 'Dakshin Kashi'. Kolhapur is famous in the country for production of Jaggery, Kolhapur Chappals, silver jewelry, and Indian Wrestling. The physical setting of the Kolhapur district is divided into three main parts namely Eastern ranges, Central ranges and Southern ranges. Eastern and Central ranges have black soil formed from 'lava' and at some places it has large tracks of fertile land. The western ranges are mostly hilly and have red soil. The majority area in the west is under thick forest coverage. Panchaganga, Warana, Dudhaganga, Vedganga, Bhogavati, Hiranyakeshi and Ghataprabha are main rivers which flows towards east through western Ghats. The river Panchaganga is formed by the tributaries namely the Kasari, the Kumbi, the Tulsi and the Bhogavati. Krishna river flows in the east on easten border of the district, similarly Tillari river flows on western border to west. Kolhapur is seat of Goddess Mahalaxmi and is one of the Shaktipeeths mentioned in Indian mythology. Kolhapur was ruled by Silaharas, Yadavas, Rashtrakutas and Chalukyas in the Medieval times. The growth of district in modern times is fascinating. Chhatrapati Shahu Maharaja is an architect and founder of modern Kolhapur. Chhatrapati Shahu Maharaja is is also known to have done a lot for the upliftment of the poor and the down trodden. He tried his level best to make education and jobs available to all those living in his domain. -
Water Resources Department Performance Budget
GOVERNMENT OF KARNATAKA WATER RESOURCES DEPARTMENT (MAJOR, MEDIUM IRRIGATION AND CADA) PERFORMANCE BUDGET 2017-18 JUNE 2017 1 PREFACE The Administrative Reforms Commission set up by the Government of India, inter alia, recommended that Department/Organizations of both the Centre and the States, which are in charge of development programmes, should introduce performance budgeting. In accordance with this suggestion, the Water Resources Department has been publishing performance budget from the year 1977-78. The performance budget seeks to present the purpose and the objective for which funds are requested, the cost of the various programmes and activities and quantitative data, measuring the work performed or services rendered under each programme and activity. In other words, performance budget represents a work plan conceived in terms of functions, programmes, activities and projects with the financial and physical aspects closely interwoven in one document. It may be mentioned here that, in the performance budget compiled now, an attempt has been made to relate the traditional budget to the programmes and activities. Suggestions for improvements are welcome and these would be gratefully received and considered while publishing the performance budget in the coming years. Having regard to the merits of the technique, the Government of Karnataka has decided to adopt the system. As is inherent in the technique of performance budgeting, programme has been presented giving brief particulars of the programme, irrigation potential activity, classification and source of finance. -
