State Election Commission, Haryana, S.C.O. No.16-17, Sector-20 D, Chandigarh STATE ELECTION COMMISSION, HARYANA, S.C.O. NO.16-17, SECTOR-20 D, CHANDIGARH. NOTICIATON Dated the 28th March, 2005. No.SEC/2E-III/2005/20613:- In exercise of powers vested under clause (i) of Article 243K of the Constitution of India and under Rule 24 of the Haryana Panchayati Raj Election Rules, 1994 and all other powers enabling me in this behalf and in pursuance of provisions contained in sub-section (1) of Section 161 and Sub-section (2) of Section 211 of the Haryana Panchayati Raj Act, 1994, I, Chander Singh, State Election Commissioner, Haryana hereby prescribe the time schedule for conduct of elections to Panchayats i.e. for Panches, Sarpanches and Members of Panchayat Samitis (as per Annexure attached):- TIME SCHEDULE a) Date on which notice shall be 30.03.2005 (Wednesday) published by the District Election Officers (Panchayat) in Form 2 or 3 as the case may be, for inviting nominations under Rule 24 of the Haryana Panchayati Raj Election Rules, 1994. b) Period for making nomination 31.03.2005 (Thursday) under Rule 24(a). to 01.04.2005 (Friday) (10.00 A.M. to 4.00 P.M.) c) Date by which information shall 02.04.2005 (Saturday) be furnished by the candidate Before 10.00 A.M. that he/she is not suffering from any discqualification in the format prescribed, to the Returning Officer (Panchayat) c) Date of Scrutiny under Rule 24 02.04.2005 (Saturday) (b). (From 10.00 A.M. to 4.00 P.M.) d) Date of Withdrawal under Rule 04.04.2005 (Monday) 24(c). (From 10.00 A.M. to 3.00 P.M.) e) Date of Poll (if required) under 09.04.2005 (Saturday) Rule 24 (d) (f) Counting of votes (i) For elections to Panches & Sarpanches :- Immediately after the closing of Poll. (ii) For elections to Members of Panchayat Samitis, the counting shall be held on 10.04.2005 at 8.00 A.M. 2 2. The District Election Officers (Panchayat) shall by Notice in Form 2 or 3, as the case may be, specify the above programme i.e. last date, time and place of making nominations, and also notify the date, time and place for scrutiny of Nomination Papers and the date on which and the time during which the poll will be completed and the date, time and place of counting of votes in accordance with the provisions contained in sub-rule (a), (b) and (e) of Rule 24 of the Haryana Panchayati Raj Election Rules, 1994 and send a copy of the notice to the Commission by fax. 3. The State Election Commission further directs that nominations papers for election to Members of Gram Panchayats and Sarpanch of Gram Panchayat shall be filed and received at Gram Panchayat Head Quarter, to the election to Members of Panchayat Samitis shall be filed and received at Block Head Quarter by the Returning Officer (Panchayat)/Returning Officer (Panchayat Samiti)/ Assistant Returning Officer (Panchayat)/Assistant Returning Officer (Panchayat Samiti). The work of scrutiny of nomination papers should not be delegated to the Assistant Returning Officer (Panchayat). 4. The State Election Commission also directs that the Returning Officer (Panchayat)/Returning Officer (Panchayat Samiti) shall supply copies of the prescribed forms regarding criminalization of politics to the contesting candidates which will be given to Returning Officer by the concerned Deputy Commissioners. A contesting candidate for the office of Panches and Sarpanches would be required to make declaration on prescribed proforma on simple paper annexed with the nomination paper before the Returning Officer (concerned) at the time of filing nomination paper. For the office of Member Panchayat Samiti a candidate would be required to file an affidavit on non-judicial stamp paper/document paper (pakka paper) duly sworn before the Ist Class Magistrate or Notary Public or a Commissioner (Oath) appointed by the Hon’ble High Court or before the Sub Divisional Officer (Civil)/Tehsildar/Naib Tehsildar (conferred with the powers of Executive Magistrate) having jurisdiction of the area. 5. The State Election Commission further directs that at the time of receiving nomination papers, the Returning Officer (Panchayat)/Returning Officer (Panchayat Samiti) shall issue a copy of the prescribed proforma of the affidavit to be furnished by the candidate that he/she is not suffering from any disqualification, making it clear to the candidate that he /she is required to submit this affidavit in the prescribed format. The Returning Officer (Panchayat)/Returning Officer (Panchayat Samiti) shall also obtain a dated receipt in the prescribed form of issuing the copy of the proforma for the affidavit and retain with the nomination papers. They are directed to issue notice in Form 2 or 3, as the case may be, specifying the above programme i.e. last date, time and place of making nominations, and also the date, time and place for scrutiny of nomination papers for counting of votes in accordance with provisions contained in Sub-Rule (a), (b) and (e) of Rule 24 of the Haryana Panchayati Raj Election Rules, 1994 on 30.03.2005 and send a copy of the notice to the Commission by fax. They are also requested to appoint Returning Officer/Assistant Returning Officer and also publish the list of polling stations urgently under intimation to the Commission.     Preparation of Sub Regional Plan for Haryana Sub-Region of NCR-2021: Interim Report -II Chapter 8 : WATER 8.1 Background Water is an important resource for meeting the water requirements for irrigation, domestic and industrial uses. In the Sub-Region the ground water is extensively used for irrigation and domestic purpose. Due to tremendous increase in the requirement of ground water for agriculture, industries and by newly developed urban areas, the water levels have shown a continuous declining trend in a number of districts. On the contrary, the excessive use of canal water for agricultural purpose coupled with unfavorable geological conditions, lack of natural surface drainage. 8.2 Planning Parameters Area: 13,480 sq. km. - Faridabad, Gurgaon, Rohtak, Sonepat, Rewari, Jhajjar, Panipat & Mewat districts. Planning Horizon: 2021 Integrated regional scheme to augment drinking water supply in the Region Construction of upstream reservoirs to store excess water in monsoon for use in lean period Augmentation of groundwater resources through rain water harvesting Protection and reservation of 2-5% area of for water bodies Rationalization of water charges so as to cover at least the minimum O&M cost Discouraging intensive development of areas of ground water shortage identified by Central Ground Water Board Emphasizing on maintaining quality of water as per the norms set out by the Bureau of Indian Standards Inter basin transfer of water to be encouraged to divert water from water surplus basins to water deficit basins.
