EXECUTIVE SUMMARY M/s Bharat Petroleum Corporation Ltd (BPCL), proposes to set up a new POL (Rail- fed) Depot at Village Gangaikondan, Dist – Tirunelveli, (Tamil Nadu). The proposed Depot shall fully comply with CCOE, OISD (Oil Industry Safety Directorate) standards mainly 117, 118 & 244) and other Statutory requirements. No Inter linked and interdependent projects involved. Proponents have proposed to construct within the area of 26.68 ha (65.93 acres). The company appointed M/s. Enviro Resources (NABET approved environmental consultant), Mumbai to carry out study of the impacts of the project on local environment and for obtaining Environmental Clearance. INTRODUCTION 2.1 Project Proponent Bharat Petroleum Corporation Limited (BPCL) is an Indian state-controlled oil and gas company headquartered in Mumbai, Maharashtra. BPCL has been ranked 314th in the Fortune Global 500 rankings of the world's biggest corporations for the year 2018. BPCL currently has Refineries at Mumbai and Kochi with a capacity of 12 Million Metric Tonnes per Annum (MMTPA) and 15.5 MMTPA respectively for refining crude oil. BPCL's subsidiary at Numaligarh has a capacity of 3 MMTPA. BPCL is India’s 3rd largest company by turnover over INR 2771 bn in FY18 India’s 2nd largest Oil Marketing Company (OMC) with domestic sales volume of over 43.20 MMT in FY18 and Domestic market share of 23.8% during FY18 Majority Govt. of India shareholding of 54.93% and explicit Govt. support through under-recovery compensation mechanism, It ranks 314th on Fortune 2018 global list; ranks 5th among the only seven Indian companies on the list. It is well positioned to meet market demand across India through Strategically located Refineries and Marketing Infrastructure. It is India’s only OMC with a successful foray into upstream business. 2.2 Nature of Project The main activities of the Depot will be RECEIPT, STORAGE and DISPATCH. The Depot will receive, store and distribute Petroleum Products like Motor Spirit (MS), Ethanol, High Speed Diesel (HSD), Bio-Diesel and Superior Kerosene Oil (SKO). No by-products / additional products are generated / manufactured during the operations. Hence, the present proposal is classified under Schedule 6(b) & Category ‘B’ according to EIA Notification 2006 & subsequent amendments. SITE INFORMATION Bharat Petroleum Corporation Limited (BPCL) has proposed to set up a new POL Depot at Village Gangaikondan, Tirunelveli District, Tamilnadu. The project location is well connected with Gangaikondan railway station by a distance of 1.2 km (aerial). The total plot admeasuring 26.68 ha (65.93 acres) and owned by BPCL. 3.1 Site Alternates To setup the rail-fed Depot in Gangaikondan, Tirunelveli District, Tamilnadu, BPCL finalised the location due to proximity of railway station as the receipt will be via a railway sliding. On comparative study, it was observed that, land near Gangaikondan Railway Station has better Railway Siding Feasibility. Therefore, Gangaikondan land was shortlisted
