Reply to the matter under Rule-324 raised by Shri Hoshyar Singh, Hon’ble MLA Dehra regarding Heritage sites. -------------------------------------------------------------------------------------------------- NOTICE “I would like to bring to the notice of Government that the Heritage sites identified till today. Any disbursement of funds from ADB. So, I request to the Government to take necessary step to identified the said Heritage sites like temples, Monuments, forts, ponds, lakes etc.” Hon’ble Speaker : The Government of Himachal Pradesh in its endeavor to protect and preserve the rich Heritage of Himachal Pradesh has taken a leap forward in declaring/identifying its Villages, Forts, Palaces, ASI Monuments and National Park as Heritage, which are of immense importance from Heritage and tourism point of view. Till today, the Government in Tourism Department, has identified/notified the following Sites/Villages as Heritage sites:- 1. Paragpur in Tehsil Dehra of District Kangra as Heritage Village vide Notification No. Tsm-F(2)-2/1993 dated 9-12-1997. 2. Garli in Tehsil Dehra of District Kangra as Heritage Village vide Notification No. Tsm-F(1)-3/2001-I dated 7-3-2002. 3. Naggar including the Roerich Estate situated in District Kullu as Heritage Village vide Notification No. Tsm-F(1)-3/2001-I dated 18-7-2003. 4. Kalpa including its hamlets Sario and Raduley situated in District Kinnaur as Heritage Village vide Notification No. Tsm-F(1)-3/2001-I dated 22-10- 2003. 1 The Government, in the Language and Arts Culture Department, has Identified 56 Forts in 12 Districts, 36 Palaces in 11 Districts (except Bilaspur District) and 40 Archaeological Survey of India (ASI) Monuments (except Solan, Una, Kinnaur and Bilaspur Districts). The Government, in the Forest Department, has initially notified one World Heritage Site, i.e., Great Himalayan National Park Shamshi in Kullu District in the year 1984. No funds have been provided by ADB to these Heritage sites, however, ADB funds have been utilized to beautify and improve some other sites that have importance from heritage point of view. Himachal Pradesh is home to rich Heritage and Culture which treasures many Buildings, Havelis, Forts, Palaces, Lodges, Mansions, etc., having historic lineage to a time period, which have allegiance to the era of princely states and British Raj times. With an aim of opening these Heritage Buildings to the tourists; the State Government has introduced Himachal Pradesh Heritage Tourism Policy, 2017, which was notified vide Notification No. Tsm-F(1)-1/2016 dated 7-10-2017. My Government vide D.O. letter No. LCD-B(15)-3/2016 dated 20- 6-2018, has sent a write up to the Government of India, Ministry of Tourism for consideration the heritage sites/monuments under the Adopt Heritage “Apni Dharohar Apni Pehchan” Scheme for including the 07 (seven) existing sites, (i) Kangra Fort, Kangra (ii) Rock Cut Temple, Masur, Kangra (iii) Bharmour temple complex, Chamba (iv) Kaza Monastery, Spiti (v) Tabo Monastery, Spiti (vi) Key Monastery, Spiti (viii) Chitkool Village, Kinnaur and 20 (twenty) additionally proposed sites, (i) the Chamunda Temple, Devi Kothi (ii) Magru Mahadev Temple, Chhatri (iii) Parashar Rishi Temple, Uttarsal Mandi (iv) Radha Krishan Temple, Dada Siba (v) Janaki Nath Temple Jaisinghpur (vi) Shiv Temple, 2 Amman (vii) Shri Mahadev Bhuvneshwar Temple, Rajnagar (viii) Kamlah Fort, Dharampur, Mandi (ix) Mirkula Devi Temple, Udaipur, Distt. Lahaul & Spiti (x) Phoo Ghumpha, Tabo, L & S (xi) Parshu Ram Temple Complex, Nirmand (xii) Chehni Kothi, Banjar (xiii) Manu Maharaj temple, Shainsher (xiv) Gondhla Fort at Gondhla (L & S) (xv) Kangyur Monastery, Kanam, Kinnaur (xvi) Rock Art in Spiti (xvii) Kalka-Shimla Railway - A World Heritage Site (xviii) Hairpur Village, Kangra (xix) Ranjor Palace & Sirmour Palace, Nahan (xx) Sapani Fort, Kinnaur. My Government is committed to take Himachal Pradesh to utmost heights by way of development of tourism. The development of Heritage Tourism in the State is one of the key endeavors of our Government in this direction, thus further steps shall be taken to identify and declare more Heritage sites in Himachal Pradesh. In view of the facts narrated above, Hon’ble MLA is requested to withdraw the Notice raised under Rule-324. *** 3 .
