He was friends Iwith my teacher Al Miller, and we would go to see Buddy Rich perform backstage. Jim would tell me what Buddy was doing and an- alyze it to the slightest movement. My visit with the “Chapin Magic” started. Jim was always so sharing with his hard-earned knowledge. He simply taught the best drummers in the 20th century and was work- ing on the 21st century. His books, CDs and DVD is a university of information; owning them all is a must! I have learned from him, taught with him, performed with him and even played for him while he sang. He loved life and music equally. I am a better person for having experienced the “Chapin Mag- ic!” He was called the Father of Drumming Independence. How ironic of him to pass away on July 4th, America’s Independence. Jim will live long in his contributions ... The Reserve contains exceptional wildlife habitat for imperiled species, including polar bears, ringed and bearded seals, and spectacled and Steller's eiders. The Teshekpuk Lake Special Area in particular is home to thousands of molting geese and hundreds of thousands of shorebirds, as well as polar bears, caribou and other wildlife. There are already over 11 million acres open to oil and gas development in the Reserve, and there is considerable development already occurring as planned. There is no need to revise the management plan for the Reserve at this time.     Petroleum Underground Storage Tank Remediation, Upgrade and Closure Fund 2018 Annual Report The Petroleum Underground Storage Tank Remediation, Upgrade and Closure (UST) Fund, administered by the New Jersey Economic Development Authority (EDA) and the New Jersey Department of Environmental Protection (DEP), provides loans and grants to eligible owners and operators of regulated and non-regulated petroleum underground storage tanks to help finance project costs for the upgrade and closure of State regulated underground storage tanks and remediation of discharges from regulated and non-regulated underground storage tanks. Since its inception in 1997, the UST Fund has been one of the most popular and successful remediation incentive programs in New Jersey. As of December 31, 2018, the net balance of the available funds in the UST Fund for non- leaking and leaking tanks was approximately $5.3million, which reflects appropriations from FYs 2017, 2018, and 2019 still held in NJDEP accounts; $2.9 million, $7.9 million and $8.4 million, respectively. Effective May 3, 2011, the EDA and DEP temporarily suspended accepting new applications for non-leaking tanks due to insufficient funds – with the expectation that DEP and EDA approved projects would be processed upon availability of funds. For the leaking tank program, the DEP will continue to accept new applications, record their date received, and process them as sufficient funds become available. Applications that are already in-house will be reviewed and processed by the DEP and EDA in the order that they were received and in accordance with statutory priority set forth in the Underground Storage Tank Finance Act (UST Finance Act), P.L.
