Equally the State has passed the Office of the State Auditor General Law and created the Lagos State Financial System Management Bureau to anchor the full roll-out of the Oracle Financial System (IFMIS). It will be recalled that in the years 1999 to 2007, the State introduced the repositioning of the organs of government, creation of new offices within the government (separation of the economic planning & budgeting function from Public Disclosure Authorized the finance function), and partnered with multilateral institutions on reforms and modernization in specific sectors (agriculture, health, education, transportation, fiscal management, potable water and urban renewal).

This work is licensed under the Creative Commons Attribution International License (CC BY). http://creativecommons.org/licenses/by/4.0/ Abstract Rail systems are gradually becoming the most desirable form of transit infrastructure around the world, partly because they are becoming more environmentally friendly compared with airplanes and automobiles. This paper examines the place of emerging countries in this move of imple- menting modern rail system that will eventually enhance the realization of a low-carbon society. Network model, transportation model and linear programming algorithms are used to model the present urban rail transport system in Nigeria, as an emerging country, in order to optimize it. Operational research methods, including simplex method and MODI, with the aids of computer software (excel solver and LIP solver) were adopted to solve the resulting models. The results showed that optimization of rail transport system will not only reduce carbon emission but also bring about economic development which is required for the eradication of prevalent poverty in these emerging countries. Nigeria being the biggest economy in Africa has a huge amount of demands for high quality infrastructure projects and public services; this has necessitated socioeconomic reforms that have paved the way for Public Private Partnerships and partnership working. Nonetheless, the complexity of PPP arrangements in Nigeria, as it concerns bureaucratic practices in public institutions; limited competences of partner organisations in partnership arrangements; and opportunistic proponents in the collaboration processes of these partnerships amongst other challenges has constituted a dilemma for the public and private sectors to balance the interests of partner organisations. In this thesis, the collaboration processes that influence, shape and impact on partnership working in Nigerian local regeneration partnerships are studied and the implications that results from these partnership working are explained. A qualitative inductive approach is adopted in this research, using a case study strategy to address the overall research aim.

    FEDERAL REPUBLIC OF NIGERIA NATIONAL INTEGRATED INFRASTRUCTURE MASTER PLAN ` Classified as Confidential NATIONAL INTEGRATED INFRASTRUCTURE MASTER PLAN iii Foreword I am delighted to present the Revised National Integrated Infrastructure Master Plan (2020-2043) produced by the Federal Ministry of Finance, Budget and National Planning. The Revised National Integrated Infrastructure Master Plan (NIIMP) gives update on some of the infrastructure development activities, spending, and progress achieved on the capital projects executed across the seven key infrastructure asset classes namely: Transportation; Energy; Social Infrastructure; Information and Communications Technology; Housing; Agriculture, Water & Mining; Security and Vital Registration. The NIIMP provides the roadmap for building a world-class infrastructure that will guarantee sustainable economic growth and development. It would enable the nation to take advantage of the vast opportunities in the domestic and global economies to enhance the nation’s competitiveness and improve the quality of life of the citizenry. In recent years, the Federal Government adopted different strategies in addressing the huge infrastructure gap in all the sectors of the Nigerian economy. While showcasing some of the biggest and best the railway industry has to offer on the global stage, issue 5:2016 focuses on debates around implementing world-class land based transport solutions for developing economies. It is all very well to spend large proportions of our GDP on building railway lines, buying rolling stock and investing in state-of-the-art technology to implement the infrastructure required to fast-track development on our continent, but if we fail to build local supply chains, including human capacity, into development strategies at project inception, we run the risk of handing the greatest tool for our economic liberation over to external agencies – undermining the very development we are trying to achieve. With this in mind, we take a critical look at Transnet’s Market Demand Strategy (MDS), with particular focus on the potential gains that a capital spend of R300 billion could offer local suppliers, job creation programmes and economic growth for South Africa – or the lost opportunity that may pass our economy by, if not implemented with a well integrated local supply chain at the heart of the project planning.

    LAGOS STATE GOVERNMENT LAGOS METROPOLITAN AREA TRANSPORT AUTHORITY (LAMATA) REQUEST FOR EXPRESSIONS OF INTEREST FOR DESIGN, BUILD, OPERATE, MAINTAIN AND TRANSFER (DBOMT) Date: 10 December, 2019 Background The Lagos Rail Mass Transit (LRMT) network is a major component of the Lagos Strategic Transport Master Plan (STMP) which was developed to guide the development of public transport infrastructure and services in Lagos State. The STMP is a transport plan put together under series of intensive researches, studies and analyses supported by World-Bank for future transportation demands and needs of Lagos State as Nigeria's commercial and economic hub and one of the world's fastest growing mega cities. As part of implementation of the STMP, the LASG is developing an integrated urban transportation networks that includes six (6) rail lines and one (1) monorail known as the Lagos Rail Mass Transit (LRMT) network, in support of the long-term strategic goals of the state. The LRMT network is conceived as a viable alternative to road transportation and covers six major corridors of high commuter traffic demand within and beyond the metropolitan Lagos extending to border areas of Ogun state. The Blue and Red lines are being implemented through LAMATA – the authorized agency of the State and funded by LASG.
