The Ladder of his Life is about Air Chief Marshal Idris Latif and his varied experiences as a fighter pilot, as Chief of the Indian Air Force, Governor of Maharashtra and Ambassador to France He is a scion of a family from which several members le eminent positions to devote their lives to follow Mahatma Gandhi. Always a topper during his education and as a flyer, as recorded in his log book, he was just 18 years old when he joined the Air Force on 1st September 1941. Aer his training, he was sent to the UK during World War 11 for a year where he updated his skills on the latest fighters. In 1978, he became Chief of his beloved Indian Air Force. The book gives insights into these years, particularly his assessment of challenges faced, their priorities, and his approach and actions in their resolution. The book includes accounts of interesting interactions with leading personalities such as Prime Ministers Smt Indira Gandhi, Shri Morarji Desai, Shri Rajiv Gandhi; some Ministers and respected national personalities such as Mr B.K. Nehru, and some of our own Air Chiefs. There are highlights when later as Governor of Maharashtra, he was in a totally dierent environment and the problems that confronted him were also very dierent. However, the success that he achieved, particularly as Chancellor of the University of (then) Bombay, were no less meaningful. As Chairman of the Committee for the Celebration of the 25th Anniversary of the State, his proposal to focus on the top priority requirement of every district was appreciated both by the state government and citizens.     I. MEASURES TO PROMOTE AND PROTECT THE RIGHTS OF MINORITIES IN INDIA 1. India is a multi-religious, multi-cultural, multi-lingual and multi-racial country, interwoven into an innate unity by the common thread of national integration and communal harmony. 2. The social pluralism of India is fortified by the unique Constitutional concept of secularism, and constitutionally mandated protection and promotion of rights of all minority communities. The Indian Constitution enshrines secularism in its Preamble. It guarantees fundamental rights to all its minorities. Independent institutions, including Judiciary, Human Rights Commission, and Minorities Commission, protect and promote these rights. CONSTITUTIONAL PROVISIONS 3. The Preamble to the Constitution declares the State to be ‘Secular’ and all citizens of India are to be secured ‘liberty of thought, expression, belief, faith and worship and ‘equality of status and of opportunity.’ 4. Indian Constitution is unique as it provides for constitutionally mandated positive discrimination/ affirmative action for minorities. Part III of the Constitution, which deals with the Fundamental Rights provides for: Article 14: people’s right to ‘equality before the law’ and ‘equal protection of the laws’. Article 15(1) & 15(2): prohibition of discrimination against citizens on grounds of religion, race, caste, sex or place of birth. Article 16(1) & 16(2): citizens’ right to ‘equality of opportunity’ in matters relating to employment or appointment to any office under the State – and prohibition in this regard of discrimination on grounds of religion, race, caste, sex or place of birth. Article 25(1): people’s freedom of conscience and right to freely profess, practice and propagate religion – subject to public order, morality and other Fundamental Rights.
