Made Outside of London Programme Titles Register 2013 Made Outside of London programme titles register 2013 Publication date: 22th October 2014 1 Background 1.1 Section 286 of the Communications Act 2003 requires that Channels 3 and 5 each produce a suitable proportion, range and value of programmes outside of the M25. Channel 4 faces a similar obligation under Section 288. 1.2 This document sets out the titles of programmes that the BBC, ITV, Channel 4 and Channel 5 certified were ‘Made outside of London’ (MOL) productions broadcast during 2013. The name of the production company responsible for the programme is also included where relevant. Wherever this column is empty the programme was produced in-house by the broadcaster. 1.3 Further information from Ofcom on how it monitors regional production can be found here. 1.4 The three criteria under which a programme can qualify as MOL are: 1.4.1 The production company must have a substantive business and production base in the UK outside the M25. A base will be taken to be substantive if it is the usual place of employment of executives managing the regional business, of senior personnel involved in the production in question, and of senior personnel involved in seeking programme commissions – ‘Location’ in the data set out in this register below; 1.4.2 At least 70% of the production budget (excluding the cost of on-screen talent, archive material, sports rights, competition prize-money and copyright costs) must be spent in the UK outside the M25 – ‘Spend’ in the data set out in this register below; and 1.4.3 At least 50% of the production talent (i.e. not on-screen talent) by cost must have their usual place of employment in the UK outside the M25. Freelancers without a usual place of employment outside the M25 will nonetheless count for this purpose if they live outside the M25 – ‘Crew’ in the data set out in this register. 1.5 To qualify a series must meet at least two of these three criteria. 1.6 There are seven main territories to which a MOL programme can be allocated: 1.6.1 Scotland; or 1.6.2 Wales; or 1.6.3 Northern Ireland; or 1.6.4 South of England (comprising the South-West and South-East England); 1.6.5 Midlands/East of England (West Midlands, East Midlands and East of England); 1.6.6 North of England (Yorkshire and Humber, North-West and North-East England). 1.6.7 In 2011 a seventh territory, Other, was introduced for regional productions from London producers which did not meet both 70% of spend and 50% of talent in any one particular Macro Region. See http://stakeholders.ofcom.org.uk/broadcasting/guidance/programme- guidance/reg_prod/ on the Ofcom website for further details. 1.7 In 2013, all the PSBs met both their value- and volume-based MOL quotas, as illustrated in Figure 1. They also exclude all programmes commissioned by the BBC and ITV that are only available to viewers in one of the UK’s nations or English regions (i.e. regional). 1.9 The production company responsible for producing the programme is also listed where relevant. Please note, this list does not relate to the independent production quota, it is published to provide further information on the provenance of the programme only. Those programmes where no company is listed were produced in- house by the broadcaster.     ALAN DE PELLETTE – Director | Producer | Writer Alan de Pellette is a director from Glasgow with wide ranging credits in TV and film. He began his career in radio and created the long running BBC Scottish comedy, OFF THE BALL, before moving into TV and a range of comedies for BBC Two, Three and BBC Scotland, including the award winning CHEWIN' THE FAT and the critically acclaimed OVERNITE EXPRESS & SHREDDED WEEK. Alan is currently producing a live action children’s television series of Julia Donaldson’s PRINCESS MIRROR BELLE for BBC Children’s Productions in Glasgow.     Ofcom – Future of Public Service Media: Open University Response Summary 1. Education is a crucial part of the Public Service Broadcasting (PSB) requirements. Several of the statutory requirements set out in Section 264 of the Communications Act 2003 relate to educational objectives. There are opportunities to strengthen these requirements as part of the new Public Service Media (PSM) offer. 2. The Open University (OU) plays a key role in supporting the delivery of PSB requirements around education through its partnership with the BBC. The partnership co-produces high-quality factual content across several channels and platforms, which is developed in collaboration with academic experts and closely linked to related educational materials hosted by the OU. A key objective of the partnership is to encourage people to embark on learning journeys from the informal, factual content produced with the BBC, through online and printed educational resources which enhance and enrich their broadcast/digital experience, to taking up formal learning opportunites inspired by watching, listening to and engaging with the content produced as part of the partnership. 3. In 2019/20: • A total of 257 hours of content produced via the OU/BBC partnership was broadcast by the BBC. • This resulted in a combined total of 308 million viewing/listening “events” and digital engagement interactions. • The three most popular television programmes broadcast – A Perfect Planet, Springwatch and Hospital (Series 5) all saw viewing figures in excess of 22 million. • There were 765,000 unique visitors to the online educational content related to the OU/BBC partnership hosted on the OU’s free online learning platform, OpenLearn.

In this edition we welcome a number of new partners who have recently joined the charity to assist our work, particularly the support we provide to former and current players in all levels of the game. All Sport Insurance and Purple Travel have come on board as members of the newly-formed Rugby League Cares Business Club which aims to provide a wide range of services that help players, particularly in areas where the nature of their occupation can put them at a disadvantage. 2016 proved to be a challenging year for the charity as we continued to play an important role in assisting players successfully transitioning from the sport by awarding education and welfare grants. We enjoyed a very successful partnership with Rugby AM and the Jane Tomlinson Appeal on the Ride to Rio challenge; and we secured grants from Curious Minds and Cape UK to support club foundations to deliver some life-affi rming experiences for young people in their communities via a Cultural Welcome Partnership programme. Bristol Film Office provided unit bases for filming at locations across the city, facilitating location liaison and organising holding areas at City Hall for around 100 cast extras during a large-scale shoot at Bristol Cathedral. It identifies the drivers that shape output, including regulatory and economic forces, linking professional practices to the form and content of the programs that emerge. The research uses interviews with senior staff within the major broadcasters (BBC, Channel 4, and Sky Arts), the independent production sector, and arts organizations to critically interrogate changes in production practices. In particular, the research focuses on the decline in specialist independent producers and the ongoing emphasis on partnerships to reveal a genre ecology at a moment of crisis that necessitates complex modes of competition, codependence, and negotiation. The precariousness of the genre has implications for all public-service genres that are “at risk” of disappearing from our screens. Therefore, in what is a period of profound change, this article extends and deepens our understanding of professional practices within the contemporary television industry.
