Globally, it represents the first application of the consensual approach to poverty in emergency situations. The research and drafting of this report was led by Sheila Depio, Gemma Ahaibwe and Ibrahim Kasirye at the Economic Policy Research Centre (EPRC), in close collaboration with Shailen Nandy and Marco Pomati at the University of Cardiff, and Nathalie Meyer and Diego Angemi at UNICEF Uganda. Photo credits @UNICEF THE REPUBLICREPUBLIC OF OF UGANDA UGANDA CHILD POVERTY AND DEPRIVATION IN REFUGEE-HOSTING AREAS EVIDENCE FROM Uganda 2018 FOREWORD While Uganda’s rigorous involvement with refugees dates back to the 1960s, the recent influx (starting in mid-2016) has been the greatest the country has ever experienced. In fact, for the first time in the country’s history, the number of refugees has crossed the 1 million mark and in some districts such as Adjumani and Moyo there are now more refugees than host population. This study provides evidence on the situation and vulnerability of refugees in Uganda, including urban refugees in Kampala, and that of host communities in the main refugee-hosting regions. It identifies the determinants of social service sufficiency, and provides practical recommendations on how to manage social service delivery equitably for both refugee and host communities. Most importantly, the findings and policy recommendations provide an unprecedented opportunity to alleviate child poverty and deprivation by strengthening the connections between national development and humanitarian response. Only by fostering better cohesion and integration between refugees and hosts will we make progress vis-à-vis the post-2015 SDG agenda and achieve inclusive growth. The collapse of Roman government in the western Roman empire in the late fifth century inspired a crisis of identity and political messaging in the eastern Roman empire of the same period. I argue that the Romans of the eastern empire, in particular those who lived in Constantinople and worked in or around the imperial administration, responded to the challenge posed by the loss of Rome by rewriting the history of the Roman empire. The new historical narratives that arose during this period were initially concerned with Roman identity and fixated on urban space (in particular the cities of Rome and Constantinople) and Roman mythistory. By the sixth century, however, the debate over Roman history had begun to infuse all levels of Roman political discourse and became a major component of the emperor Justinian’s imperial messaging and propaganda, especially in his Novels. The imperial history proposed by the Novels was aggressivley challenged by other writers of the period, creating a clear historical and political conflict over the role and import of Roman history as a model or justification for Roman politics in the sixth century.

    Migration, migrants and child poverty Although international migration has always been a feature of national life, this aspect of population change has increased over the last twenty years, mostly as a result of asylum seekers arriving in the 1990s and, more recently, migration from the new member states of the European Union (EU). While many migrant families have a reasonable income and a few are very prosperous, migrant children are disproportionally represented among children living in poverty. Many of the causes of child poverty for migrants are similar to those facing the UK-born population, but there are some factors that are specific to migrant households, such as language barriers and the severing of support networks. Thousands of Bhutanese refugees were forcibly displaced to Nepal and established refugee camps where they lived for decades. While in the camps, refugees encountered traumatic life events, including torture, imprisonment, and sexual violence. Starting in 2008 and continuing for years. Bhutanese/Nepali refugees were resettled in the Akron area and encounter a new set of acculturation stressors related to finding employment, learning English, and reestablishing a new set of social networks. Older adults may cling to the Nepali caste system to cope with the unique stressors during the integration process. For over 100 years, people of Nepali descent subscribed to Muluki Ain, which codified discrimination against lower castes and mandated every individual be assigned a caste. Further, members of the ethnic and religious minority were often placed in the lower castes.

According to recently published data, the number of international migrants reached 244 million1 in 2015, while the number of refugees was 21.3 million2. People forcibly displaced by war and persecution reached a record high of over 65 million3. A UNHCR report4 noted that on average in 2015, 24 people were forced to flee their homes every minute – four times more than 10 years ago. Large-scale movements of people involve highly diverse groups, which move for different reasons. Poverty, inequality, conflict, violence and persecution, natural disasters and climate change are the main causes for people leaving or fleeing home, amongst others. Until these root causes are addressed, real and permanent change will not happen. People on the move are entitled to universal human rights under any circumstance, just like everyone else. International law provides special protections5 to migrants, asylum seekers and refugees to ensure they can exercise such rights in countries of origin, transit or destination alike. In practice however, their rights are often violated and they are subjected to discriminatory and arbitrary treatment. Children are no exception to this, although the Convention on the Rights of the Child (A/RES/44/25, esp. § 22.1) places on States the duty to ensure that all children enjoy their rights, regardless of their migration status or that of their parents.
