Be it enacted by Parliament as lollows :' Act, 1951' .t. short title :-This act may be called the Jallianwala Bagh National Memorial 2. Definitions - ln this Act, unless the contextotherwise requires:' memory of those killed or wounded on (a) ,,Memorial,, means the Jallianwala Bagh National Memorial to perpetuate the Bagh, ; the 1Sth day of April, 1919, on the site known as the Jallianwala (b) ,,Trust" means the Trust for the erection and management of the Memorial; (c) "Trustees" means.theTrustees of the Jallianwala Bagh National Memorial' 3. Obiects of theTrust :'The objects o{ the Trust shall be :- parks near the site of the Jallianwala Bagh in the city of (a) to erect and maintain suitable buildings, structures and at or the 13th day of April 1919' on the said Amritsar, to perpetuate the memory of those who were killed or wounded on site; and (b) to acquire lands, buildings and other properties for the purposes of the Trust; (c) to raise and receive funds for the purposes of the Memorial. Bagh National Memorial 4. Trustees of the Jallianwala Bagh National Memorial:- (1) TheTrustees of the Jallianwala shallbe the following, namelY:- (a) ShriJawaharlalNehru, (b) Dr. Saifuddin Kitchlew, (c) Maulana Abut Kalam Azad, (d) the President of the lndian National Congress, (e) the Governor of the State of , (f) the Chief Minister of the State of Puniab, and (g) three persons norninated by the Central Government' the "Trustees of the Jallianwala Bagh (2) The Trustees shall be a body corporate with perpetual succession by the name of power acquire and .National Memorial.and a common seal, and in that name shall sue and be sued, and shall have to qgngistept with purposes of this Act' hold property, to enter into contracts and to do all acts necessary for, and the (c) (1) of section s. (2) ln particular, and without prejudice to the generality ol the toregoing power, such rules may provide for:- (a) the manner in which funds belonging lo the Memorial shall be kept, deposited or invested; (b) the mode of authentication of orders lor payment ol money by the Trustees; (c) the form in which accounts shall be kept by the Trustees and the audit and publication of such accounts; (d) the laying out, erection, improvement, maintenance and management ol the Memorial and the care and custody ol the properties thereof;

(e) the condi.tions under which the public shall have access to the Memorial or particular parts thereol and the regulation ol the conducl of persons entering the precincts ol th€ Memorial; (f) the preservation o{, and the prevention ol iniury to or interference with, any property vested in the Trustees and the prevention of pqrsons from trespassing into any particular part of the Memorial'

(3) A rule nrade under this section rnay provide that a breach oI arry rule made under clauses (e) and (f) of sub-section (2) shall be punishable with fine, which may extend to one hundred rupees' any of the 10. power of Trustees to make regulations:- The Trustees may make regulations consistent with this Act for all or lollowing purposes, namely :- (a) ,the manner in which rneetings ol the Trustees shall be convened, the quorum lor the transaclion ol any business thereat and the procedure at such meetings;

(b) the manner in which a majority decision oI the Trustees shall be obtained by circulation to the Truslees of the matter requiring decision; (c) ths lerm ol office o{ members oI the committee oI management, their powers and duties, and the circumstances in which and the conditions subiect to which such powets and dulies may be exercised; (d) the appointment o, such officers and servants, as may be necessary lor lhe purposes of the Trust, and their terms and conditions of service.
