  • Revision of the EU's Arctic Strategy

Revision of the EU's Arctic Strategy

Sent by e-mail Breivikbotn, November 9th 2020 Input – Revision of the EU’s Arctic strategy Additional input from a total of 40 municipalities in North Norway, to the public consultation regarding the revision of the EU’s Arctic strategy. The municipalities are represented by 5 inter- municipal counsils; Vest-Finnmark Rådet (7 municipalities in Troms and Finnmark County), Vesterålen regionråd (6 municipalities in Nordland County), Salten Regionråd (10 municipalities in Nordland County), Indre Helgeland Regionråd (5 municipalities in Nordland County) and Helgelandsrådet (12 municipalities in Nordland County); 1. In your view, what have been the EU’s main achievements and failures under each of the three priorities in the 2016 Joint Communication? Vest-Finnmark Rådet, Vesterålen regionråd, Salten Regionråd, Indre Helgeland Regionråd and Helgelandsrådet embraces the EU’s engagement in promoting sustainable development in the Arctic. This priority marks a positive shift in how the Arctic is perceived as a strategically important territory, with green growth potential for the region and Europe. The EU’s top priority should be to assist the region in overcoming the Arctic paradox. That is, changing a demographic trend that is inversely correlated with economic growth. A stable demographic development is a necessary precondition for development and security in the Arctic regions. The most important means of meeting regional challenges in the Nordic/European part of the Arctic is by making use of the large natural resources in the region to stimulate economic growth and create new attractive jobs including utilizing the research institutions in the Arctic. The EU’s Arctic engagement shows great achievement, as exemplified by the processes leading to the report on Arctic investment needs in 2017, and the EU Arctic Forum in 2019.

The use of tools, like multicriteria analysis (MCA), can support related decision-making processes towards sustainable solutions. In this paper, an innovative approach to assess water withdrawals sustainability by integrating the MesoHABSIM (Mesohabitat Simulation Model) into an MCA framework is presented and discussed. The methodology was implemented by replacing, within the MCA assessment, Water Framework Directive biological indicators with the MesoHABSIM based river Habitat Integrity Index, related to watercourse discharge and morphology, which allows quantifying the impacts of withdrawals on river ecosystems and fish communities. The resulting MCA procedure considers four criteria (energy, environment and fishing, landscape, economy) and requires only the use of measurable indicators based on watercourse discharge and its continuous monitoring.

    A Winter's Day at Courmayeur 1

228 A WINTER'S DAY AT COURMAYEUR A WINTER'S DAY AT COURMAYEUR 1 BY CI-IARLES GOS T La Fouly the winter's day is darkening into night. Avalanches have fallen, it is hard to say where; up by the La Neuvaz Glacier, I should say. Somewhere the thunder of their voices can be heard. It 'is like listening to the rise and fall of the battering surge far off along the coast. In these mysterious rumblings, this clash of battle as nature's forces meet, we see another likeness that betrays the common parentage of sea and mountain. To-morrow we cross the Coi du Petit Ferret on skis. I cannot finish off some notes I need for a work I am just completing without once more seeing Courmayeur with its guides, its own particular setting and its old cemetery. My brother Emile comes with me, and we are to be joined by that fine old fellow Maurice · Crettex of Champex, well known to English climbers, and often referred to as ' le vieux guide du Signal.' He has business of his own to see to, including some transaction concerning cow-bells which appears to be an extremely complicated affair ; he is delighted at the prospect of a meeting with those trusted friends of his, Henri and Adolphe Rey, Laurent Croux and the rest of them. * * * * * Icy gusts were sweeping over the Col. In front of us lay the long white trough of the Italian Val Ferret with its mosaic of dark blue forests. The great walls of the Triolet, heavy with snow, rose above us.
