Page 3 of 3 BOARD WORKSHOP ITEM #3 OCTOBER 12, 2020 SAN MATEO COUNTY TRANSIT DISTRICT STAFF REPORT TO: SamTrans Board of Directors THROUGH: Jim Hartnett General Manager/CEO FROM: April Chan Chief Officer, Planning, Grants and the Transportation Authority SUBJECT: REIMAGINE SAMTRANS PROJECT UPDATE The Board will gather virtually on October 12, 2020 for a workshop so staff can update you and get your valuable input as we resume the Reimagine SamTrans project. During this agenda item, we will seek to fulfill the following objectives: Update you on the state of SamTrans before and during the Covid-19 pandemic, including the challenges and opportunities looking ahead Receive policy guidance from you on how we want to define effectiveness, how we should use our values and priorities to balance demands for our resources Establish a set of shared assumptions for managing ongoing uncertainty Importantly, at the end of this workshop, we’re going to ask you to help us develop good policy on balancing priorities as we move forward over the next 90 days with designing our bus network alternatives. The presentation slides for next week’s workshop can be found as Attachment A, beginning on Page 6 of this PDF. We will follow-up with you separately regarding technology we will ask you to use to participate in a ranking exercise during the workshop. Our Approach to Managing Uncertainty & Responding to Change Moving forward, the Reimagine SamTrans project must establish a set of working assumptions for a new target implementation date of August 2022. Likewise, we must continue to monitor and build in flexibility for a set of “known unknowns.” What conditions can we reasonably assume will be in place at implementation? Vaccine (or other health solution) in place & riders feel physically safe on transit The max loads on SamTrans buses have returned to pre-Covid levels Schools (K-12 and colleges) have returned to full-time in-person learning Core local bus network still essential to those who use it Revenue and available bus operators at least in line with FY19-20 levels Fleet is fully connected via cellular Page 1 of 2 What conditions do we need to continue to track closely? Remote working trends Development trends Ridership by trip purpose and time of day Regional trip-making patterns and regional connectivity (e.g., relationship with future Caltrain) Major infrastructure projects (e.g., express lanes) & technology advances Funding levels (e.g., sales tax) and bus operator levels as they relate to the opportunity to grow our system Public Input and Market Research Findings To ensure we have time for robust discussion with you during the workshop, findings from the project’s extensive public outreach and market research process have been included as an attachment to this cover letter for your background reading and will not be discussed in complete detail during the workshop. Please see Attachment B of this PDF (page 55). In Fall 2019, the Reimagine SamTrans project undertook a three-pronged public outreach and feedback campaign: Public outreach, in the form of dozens of in-person events, tabling, bus stop engagement, and a community survey which garnered more than 2,700 responses. Market research, which included three focus groups and a statistically-significant survey which reached more than 1,800 San Mateo County residents. Bus operator outreach, in the form of on-site tabling events and a bus operator survey which generated more than 50 survey responses and 120 comments. Key Themes and Takeaways: In focus groups and on surveys, riders made positive mention of the speed of the new FCX route, safety and cleanliness of vehicles, and an overall appreciation for SamTrans.

    SAMTRANS CORRESPONDENCE as of 12-11-2020 December 8, 2020 The Honorable Gavin Newsom Governor, State of California State Capitol, Suite 1173 Sacramento, CA 95814 Dear Governor Newsom: Bay Area transit systems continue to struggle in the face of dramatically reduced ridership and revenues due to the COVID-19 pandemic. This challenge was already the most significant crisis in the history of public transportation, and now it has persisted far longer than any of us would have predicted. Since the beginning, our workers have been on the front lines, doing their jobs as essential workers, responsible for providing other front line workers with a way to safely travel to and from essential jobs. Now that the availability of a vaccine is on the horizon, we are proud to echo the attached call from the Amalgamated Transit Union (ATU). Specifically, we urge you to work to ensure that transit, paratransit, and school transportation workers are prioritized along with other essential workers to receive the vaccine following the critical need to vaccinate the State’s healthcare workers. Even with reduced ridership, an average of 8 million monthly riders continue to depend on Bay Area transit services. These riders are the healthcare workers, grocery clerks, caregivers, emergency services personnel and others doing the critical work that has kept California functioning during the pandemic. They cannot continue to do so without access to reliable public transportation, and are therefore dependent on the health of the transit workers that serve them every day. Our agencies have worked hard to ensure the public health of riders and transit workers during this crisis.

The RTA Board authorized spending up to $57.4 million for the 26 vehicles and parts, plus 15 more NexGen Trolleys that will be bought once federal funding is in place, Executive Director Mark Donaghy told reporters. It is the largest bus contract in RTA history. The NexGen Electric Trolleybus bus costs 63 percent more than a standard diesel transit bus, but has a 20-year, 800,000 mile life compared to the diesel’s 12-year, 500,000 mile life, Donaghy said. Electric trolleys are cheaper to operate, better for the environment and quieter than a diesel bus, he explained. “Using electric instead of diesel buses is a step towards a clean air environment for Dayton,” said Peggy Ann Berry, an occupational safety and health professional and Climate Reality Project leader in Dayton. “Diesel buses release dirty fossil fuel emissions into the environment. These emissions exacerbate asthma attacks as well as add to the cardiac burden of older adults.” RTA is now finalizing the cost of the NexGen after making several modifications to the prototype. The US Federal Transit Administration (FTA) is picking up 80 percent of the cost, and the rest comes from the local sales tax and rider fares.

Additionally, YCTD is also the Congestion Management Agency for Yolo County. There are twelve (12) in-house full time employees, in addition to 100 contract employees. Description: Assist in transportation planning, marketing, and operations. These activities will include: performing route and schedule planning; designing, implementing, tabulating and analyzing surveys; maintaining transit facilities and bus operations databases; performing reviews of routes and transit facilities for appearance, safety, and access; responding to passenger comments; riding buses and providing written observations; providing staff assistance in the preparation of agendas and staff reports for meetings; taking detailed notes/minutes at meetings; taking photo IDs and answering phones; performing other transportation planning, marketing, and operations projects; assisting in the implementation of YCTD’s automatic vehicle location system; utilizing YCTD’s sign-making equipment, making and installing route and schedule information on bus stop signs; assisting in the design, maintenance, and updates of YCTD’s web site; delivering and picking up meeting packets, schedules, and other items on behalf of YCTD; assisting in development reviews; assisting in the development of bus routes and schedules; assisting in the design of various marketing materials; and performing other related tasks assigned by Executive Director or designee.
