1. The last order under section 51 of the Local Government Act 1972 in relation to the electoral.arrangements for districts in the County of was made on 11 December 1979- As required by section 63 and Schedule 9 of the'Act we have now reviewed the electoral arrangements for that county using the procedures we had set out''in our" Report No. 6. • - :-

2. We informed the Bedfordshire County Council in a consultation letter dated 21 January I960 that we proposed to conduct the review and sent copies of the letter to all local authorities and parish meetings in the county, to the MPs representing the constituencies concerned, to the headquarters of the main political parties and to the editors both of local newspapers circulating in the county and of the local government press. Notices in the local press announced the start of the review and invited comments from members of the public and from interested bodies.

3. - On 16 June I960 the County Council submitted to us a draft scheme in which they suggested 73 electoral divisions for the county each returning one .member in accordance with section 6(2)(a) of the Act.

4. We considered this scheme together with the views expressed on it. \Ve noted in particular.that the proposed division in the district of Mid Bedfordshire would be greatly under-represented, and we thought that it might be possible to achieve improved representation; we also wondered whether the electoral balance of some of the proposed divisions in the district of could be improved. 7/e invited the County Council to produce an improved scheme for the two districts. In reply the County Council declined to provide any revised scheme for Mid Bedfordshire, preferring to adhere to their draft scheme for that district. They did, however, submit an alternative scheme for South Bedfordshire, based on the same . number of divisions, although they preferred to adhere to their draft scheme for that district also.

5. Having considered the County Council's reply we issued draft proposals on 11 January 1983, which we sent to all those who had received our consultation letter, or commented on the County Council's draft scheme. Notices were inserted in the local press announcing that the draft proposals had been issued and could be inspected at the County Council's" offices.

6. T're incorporated the County Councilfs draft scheme in our draft proposals subject to the following modifications which we adopted either to produce a more even standard of representation to take account of comments on the draft scheme or to

1 accord with our normal practice with regard to names of divisions: (a) Borough The deletions of the word "Luton" from all except the proposed , South and Central divisions in that town and the renaming of the proposed Skimpot division as Poets;

(b) Mid Bedfordshire District The replacement of the proposed Plitwick, , and Harlington divisions with an alternative arrangement of 4 divisions we ourselves devised and the replacement of the oblique stroke in the proposed Shefford/Clifton, /Langford, S-hillington/ and / Marston division with "and";

(c) North Bedfordshire Borough The deletion of the word 'Bedford* from all the proposed divisions in that town and the replacement of the oblique stroke in the proposed Great Barford/'iVilshampstead division with 'and1;

(d) Touth Bedfordshire District The adoption of the alternative scheme for the district prepared by the County Council at our request and the deletion of the word 'Dunstable1 from the proposed Priory Catling and Northfields divisions in that town.

7. '.7e received comments in response to our draft proposals from the County Council, four district councils, 35 parish or town councils, one parish meeting, eight . political organisations, two county councillors, one member of parliament and two other organisations. A liat of those' who wrote to us is giver, in Appendix 1 to this report.

8. The County Council proposed that the town names of Luton, Bedford and should be retained for all the divisions in those towns and the town name of Leighton should be added in the cases of the divisions in or substantially within that town. They also considered that the oblique stroke between the names of the largest parishes, where they constituted a composite name for a division, should be retained in each cn^o because the use of the word "and" would appear to be more exclusive of the smaller parishes not included in the divisional name.

9. ^he other comments we received can be summarised as foj.lows:- (a) Luton Bedfordshire County Council supported the proposal to rename the Sfcimpot division VB foets. They also suggested that an estate which h?_d been erected in the B;;.rr.field division be transferred to the Icknield division. They pointed out that the boundary between these two divisions would have run along a road which was to have been constructed. • However the road has not been constructed and the boundary will run along the frontages of existing properties. The County Council considered that for voting purposes the electors of the estate would find it more accessible to be in the Icknield division. The County Council's suggestion was supported by , Bedfordshire County Labour Party were concerned that the proposed reduction in the total number of divisions unfairly discriminated against electors in the urban area compared to the present situation. They considered that the level of social problems within the urban area and the related complexity of service infra-structure required a higher level of representation from the Luton area than was proposed in the draft proposals. They were concerned about the electoral projections for the divisions and also about the boundaries for particular divisions. High Town Labour Party and High Town Residents Association objected to the proposed boundary between the High Town and Hart Hill divisions and made an alternative suggestion;

(b) Mid Bedfordshire Bedfordshire County Council objected to the draft proposals insofar as they included our alternative arrangement for four divisions. They considered that although the draft proposals might produce a marginally better balance in the numbers of the projected electorates, they did not sufficiently recognise the community structure as it was on the ground. They were of the opinion that at the present stage in its development there were strong social reasons why Flitwick should not. be divided. They also pointed out that in the case of Ampthill, the second largest unit in the area, its natural affinity with Millbrook and should be fully recognised. The County Council strongly preferred the arrangement of the four divisions in this area which they put forward in the draft scheme; if the Commission insisted on splitting the division of Flitwick then they submitted an- alternative arrangement which would recognise more effectively the social and physical connections between the several parishes. County Councillor A R Sollars, Haynes Women's Institute, Haynes Conservative Association, Harlington and District Branch, Mid Bedfordshire Constituency Labour, Party, Parish Council, and Steppingley Parish Council also objected to the make up of our four alternative divisions in the draft proposals. Mid Bedfordshire District Council, Mid Bedfordshire Conservative Association, Langford Branch, Mid Bedfordshire Conservative Association, Flitwick Branch, Parish Council, Parish Council, Parish Council, Haynes Parish Council, Parish Council, Ampthill Town Council, Maulden Parish Council, 3 Harlington Parish Council Town Council^ Langford Parish Council, Parish Council, Cranfield Parish Council, Town Council, Gravenhurst Parish Council, Ridgraont Parish Council and Parish Council did not support the draft proposals and requested that the existing electoral arrangements be retained. The district council stated that if the Commission did not find this acceptable then a local inquiry should be held. A private individual forwarded a petition signed by 615 villagers of Maulden objecting to the proposal to link Kaulden with Flitwick East. Flitwick Town Council objected to the draft proposals for Flitwick and to the proposal in an alternative scheme prepared by Mid Bedfordshire District Council, but not adopted by them. Parish Council and Parish Council objected to the district council's alternative scheme and supported the draft proposals. Parish Council also opposed the district council's alternative scheme and considered that the existing electoral division had worked well. Sandy Town Council and Millbrook Parish Meeting supported the district council's alternative scheme. Arlesey Town Council, parish Council and Marston Moreyne parish Council objected to the draft proposals as they affected their parish. Southill Parish Council supported the draft proposals;

(c) Worth Bedfordshire ^ The County Council pointed out that the Kewnham division contained a very small part of the Putnoe ward and suggested that this area should be included with the remainder of the Putnoe ward in the Putnoe division. North Bedfordshire Borough Council supported this suggestion. The County Council also suggested that the name of the proposed Sharnbrook division be changed to 'Harrold* on the grounds of common usage, Icnowledge and custom. County Councillor Mrs P Gershon suggested an alternative arrangement affecting the proposed Sharnbrook, Clapham and Forth East Bedfordshire divisions in order to link areas together that were as compatible with each other as possible. Kerapston Town Council suggested that the Town should have three councillors rather than the proposed two. Riseley Parish Council objected to the draft proposals as they affected their parish;

(d) South Bedfordshire The County Council submitted a further alternative scheme affecting seven divisions. They considered that it was more important to recognise local social and district and parish electoral connections than to achieve a greater degree of equality in sizes of electorates. South Bedfordshire District Council considered that the draft proposals were generally more acceptable than the County Council's original draft scheme but made a number of suggestions affecting seven divisions. Town Council suggested a minor adjustment between the Houghton Regis North West and Koughton Regis South East divisions. The suggestion was the same as that included in the County Council's alternative scheme except for one minor amendment. The District Council supported the Town Council's suggestion. South Bedfordshire Labour Party supported the draft proposals except that they suggested an alteration to the boundary between the Iloughton Hegis North '.Vest and Houghton Regis South East divisions. This suggestion was the same as that submitted by the County Council and District Council. Heath and Reach Parish Council objected to the County Council's alternative scheme which would place the.parish with part of the Linslade urban area. David Madel MP supported Heath and Reach Parish Council's objection. South Bedfordshire Conservative Association, Plantation Branch also objected to the County Council's alternative scheme to link the parish of Heath and Reach with an urban area. Leighton-Linslade Town Council considered that the boundaries of divisions within Leighton- Linslade should be identical to district wards. Toddington Parish Council, Billington Parish Council, Barton-Le-Clay Parish Council and Sundon Parish Council objected to the draft proposals as they affected their parishes. County Councillor L Gear objected to the-draft proposals and considered that the proposed changes were merely to equate numbers as much as possible and were wrong in view of the distance apart of the-.various villages and their different natures.

10. We have come to the following conclusions taking into consideration all the comments that were submitted to u§:- (a) Luton We have decided to accept the County Council's suggested alteration of the boundary between the Barnfield and Icknield divisions. T"e do not consider that a case has been made for any other changes to our draft proposals for the Borough;

(b) Kid Bedfordshire Y»Te noted the considerable opposition to our draft proposals for the alternative arrangement foe four divisions affecting the Flitwick area. '.Ye had devised this arrangement because we were concerned about the under-representation of the Flitwick division in the County Council's draft scheme. In view of the opposition to our draft proposals we examined whether there were any other solutions which would provide a better standard of representation for Flitwick without dividing the Town in its • representation on the County Council. We considered whether there might be a case for splitting Flitwick into two divisions if it could be shown that the present trends in population were likely to continue for some years. !?e were informed however that this was not expected to be the case. V/e have decided - therefore to revert to the draft scheme for the Flitwick, Maulden, Ampthill and Hariington divisions. We are aware that the acceptance of the entitlement for Plitwick is exceptional but we are guided by the weight of local opinion. We otherwise confirm our draft proposals for the district;

(c) North Bedfordshire We accept the County Council's suggestion that the sjoall part of Putnoe ward in the Newnham division be included in the Putnoe division. V/e have decided to change the name of the Sharnbrook division to Harrold as suggested by the County Council. The alternative scheme for three divisions put forward by County Councillor Mrs P Gershon would produce a similar standard of representation 'but does not.appear to offer any advantage over the draft proposals which have the support of the County and,Borough Councils; we have decided not to adopt it. We have considered Kempston Town Council's suggestion that the town be allocated a further councillor but have concluded on the basis of the forecast electorate figure that the case has not been established and .we have therefore decided not to adopt it;

(d) South Bedfordshire The alternative scheme for seven divisions devised by the County Council produced overall a similar standard of representation to the corresponding divisions in our draft proposals but we do not consider that the County Council's arguments were sufficiently compelling to warrant adoption of this scheme. V7e have examined the suggestions affecting a number of divisions made by South Bedfordshire District Council but have concluded that there did not appear to be any particular advantage in adopting them. We have decided to accept the suggestion made by Houghton Regis Town Council to alter the boundary between the Houghton Regis North V/est and "loughton Regis South East divisions. Subject.to this change we have adhered to our draft proposals for this district.

11. We accordingly confirm our draft proposals as our final proposals for all districts in the county subject to the amendment to the boundary between the Barnfield and Icknield divisions in Luton Borough (paragraph I0(a)); the reversion to the Flitwick, Maulden, Ampthill and Harlington divisions of the draft scheme in Mid Bedfordshire District (paragraph 10(b)); the transfer of the small part of the

Putnoe ward from the Newnham division to the Putnoe division and .the name change in North Bedfordshire Borough (paragraph 10(c)); and the amendment to the boundary between the iloughton Regis North West and Iloughton Regis South East divisions in South Bedfordshire District referred to in paragraph 10(d).

12. Details of these final proposals are set out in Schedules 1 and 2 to this report and on the attached map. Schedule 1 gives the names of the electoral divisions. A detailed description of the boundaries of the proposed electoral divisions as -shown on the map is' set out in'Schedule 2.

PUBLICATION 13. In accordance with section 60(5)(b) of the Local Government Act 1972 a copy of this report and the map are being sent to Bedfordshire County Council and will be available for inspection at the Council's main offices. Copies of this report (without map) are being sent to those who received the consultation letter and to those who made comments. LS
