Serbia • Kraljevo Earthquake Situation Report No. 10 Date: February 17th, 2011

I. Highlights

 Representatives of the Institute for Public Health in Kraljevo met with the UNRC and presented a proposal (accompanied by technical documentation) for the construction of a new building. They are seeking donor assistance. The total estimated cost is 1,3 million EUR.

 Representatives of the Global Compact Network met with the Mayor of Kraljevo and presented future activities.

 The Ambassador of Switzerland visited Kraljevo and signed an agreement with Mayor Simovic for the provision of assistance worth 250,000 CHF for the reparation of the City Administration building and for the preparation of the technical documentation (worth 65,000 CHF).

 The Damage Assessment Commission has completed nearly 14,000 records (consisting of related questionnaire, photos, damage estimates and experts’ conclusions); 712 buildings will be demolished.

 A donor coordination meeting focusing on recovery activities will be held on February 23rd 2011 at the EU Delegation in . The meeting will be co-hosted by the EU Delegation and the UN Resident Coordinator.

II. Situation Overview

 On November 3rd 2010, at 1.58 A.M. an earthquake, measuring 5.4 on the Richter scale / 7.5 on the Mercalli scale hit . A state of emergency, proclaimed in the municipality, is still in place. An Emergency Management HQ is headed by Mayor Simovic.

 Some 16,000 buildings were reported as damaged; reparations and reconstruction of all private houses is to be completed by October 2011. The exact number of houses that need to be either demolished or repaired will be known after the completion of assessment and after review of all complaints (approximately 11% of total caseload). The cost of repairing private houses is estimated at 2,5 billion RSD (EUR 23 million); residential and public buildings and industrial facilities are still to be assessed. Demolishing of condemned houses is slow since only a few teams of the are operating in the field.

 The Serbian Government will support the earthquake rehabilitation of Kraljevo with 10 million Euros. Households with severe damages receive construction materials and financial support between 20,000 and 40,000 RSD (approximately 180 EUR to 360 EUR) per household for I,II and III degree of damage, and 100,000 and 120,000 RSD (approximately 920 EUR to 1,100 EUR) for IV and V degree of damage

 772 people from Kraljevo and rural area are in collective centers; 60 housing containers from various donors have been provided as temporary accommodation.

III. Humanitarian Needs and Response

NEEDS

 The municipality is still in need of technical teams equipped and licensed to conduct damage assessments. Municipal authorities need urgent assistance with this matter.

 Construction materials – bricks, gravel, roof tiles and cement are still in high demand as outlined by the authorities in Kraljevo.

 A translated Action Plan for Urgent Reparations of Consequences of Earthquake in Kraljevo, issued by Municipality of Kraljevo, is available to interested parties on the UNCT website.

 The Institute for Public Health, serving the whole Raska District (Kraljevo, Raska, Tutin, . Vrnjacka ) needs to be fully re-built.

RESPONSE AND COMMITMENTS

 A consortium of 13 companies started with the production of 500 prefabricated houses as of December 1st 2010. Currently, construction is taking place at 268 location, out of 325 that have been approved.

 Donation totaling more than 5,7 million EUR have been deposited by the Government, companies and private donors in a separate bank account.

 The value of donations in construction material, food and other items still needs to be sorted and processed, thus a separate data base has been set up in order to gather this information.

 Local health institutions and the Red Cross Kraljevo continue to organize psychosocial counseling.

 UNDP is assisting local authorities in developing a database of assessments in order to gather all information relating to the quake with the view of facilitating recovery planning efforts; nearly 12,000 records have been completed so far.

 The Serbian Red Cross through Red Cross branch in Kraljevo continues distribution of food and non-food items.

 IFRC Emergency Appeal is seeking 303,711 EUR in cash, in-kind or services to support the Red Cross of Serbia to assist 8,000 beneficiaries for seven months. Thus far, the appeal has raised 19% of the target.

KEY CHALLENGES

 According to rough estimates, the damage in Kraljevo could reach Euro 150 Million.  Teams for technical assessments of damages continue to be a key resource gap, slowing down assessment process, which will consequently delay reconstruction process.  Temporary housing for families that do not want to leave their properties is still needed.  Building materials continue to remain in short supply.  Schools, hospital, Institute for Public Health and health stations in rural areas – reconstruction remains a priority.

IV. Coordination National level coordination

 The Minister of Public Administration and Local Self Government (MPALSG), Mr. Milan Markovic, appointed as government focal point for coordination of the national response to this disaster

 The Serbian Red Cross works closely with the Municipal Disaster Response HQ and with other national and international partners

Local level coordination

 Mayor Simovic is coordinating local-level response. All activities in the field are being coordinated at the municipal level by the Emergency Management HQ, in line with the new Law on Emergency Situations.

 The Damage Assessment Commission was established; assessments made by this Commission will be relevant for future action.

 The Municipal Disaster Response Headquarters continues albeit irregularly and produces updated statistical reports on activities of all operational teams.

 The Department for Reparations of Consequences of the Earthquake was established in order to deal with the reconstruction effort. It is expected that this department will become fully operational in February/March 2011.

International partners’ coordination

 Following a request by the Ministry of Foreign Affairs, the UN is facilitating coordination of the international response. The UN will continue to issue regular situation reports; the next will be released on March 3rd 2011 or as needed.

 UNCT established a web facility on their official site in order to enhance information exchange and coordination (http://www.un.org.rs/?org=6&lang=en&page=70&type=2&id=229.). UNCT will maintain and regularly update the site with relevant reports and collected information on Kraljevo earthquake with easy access to all interested parties.
