Jouni Ponnikas, Regional Development Director Ninetta Chaniotou, project manager

https://www.interregeurope.eu/ecoris3/ 1 11.5.2021 ecoRIS3 RSG meeting with the mining sector

• Linking the ecoRIS3 Kainuu action plan to the forthcoming Regional Development Programme and discussing project pipeline with regional stakeholders (extractive industries sector).

• The concepts proposed for project pipeline, were agreed earlier, during the 9.2.2021 meeting.

• During the meeting on 11.5.2021, the ecoRIS3 suggestions were confirmed aligned with the forthcoming Regional Development Programme (RDP), and there has been an explicit match between strategic objectives (RDP) and ecoRIS3 project pipeline.

• The next meeting will be in autumn 2021. https://www.interregeurope.eu/ecoris3/ 2 ecoRIS3 project

• Policies & Measures to Support Local & Regional Innovation Ecosystems (ecoRIS3, IE index PGI02229) • Specific objective: 1.2 Improving innovation delivery policies • Lead partner: Fomento de San Sebastian • Duration: 1.1.2017 - 31.12.2021 (60 months) • Initially Kainuu partner was Kainuun Etu; it was transferred to the Regional Council of Kainuu in January 2021. • The Regional Council of Kainuu has been involved in the ecoRIS3 project from the start, as Structural Funds Intermediate Body and implementer of the Kainuu action plan. https://www.interregeurope.eu/ecoris3/ 3 Kainuu action plan

Action 1 Contribution to the RIS3 revision. The policy impact will be recognisable in these parts of the RIS3 document: (1) Technical assistance actions for the introduction of new domains (activities undertaken by the Intermediate Body); (2) Reinforcing the competitiveness & innovativeness of the mining cluster of Kainuu (projects); (3) Measures for interregional collaboration; Interregional clustering (one of the measures) (projects & platform initiatives) https://www.interregeurope.eu/ecoris3/ 4 Kainuu RIS3 2021-2027

https://www.interregeurope.eu/ecoris3/ 5 Suggested actions Based on the recommendations proposed by the feasibility study and accepted during the mining sector meeting in February 2020, two actions are progressing towards implementation, both strengthening the regional innovation system associated with the mining sector: 1.- Education & educational platform

https://www.interregeurope.eu/ecoris3/ 6 1. Education & educational platform

STRENGTHENING EDUCATION FOR DIGITAL TRANSFORMATION IN THE EXTRACTIVE INDUSTRIES SECTOR - To focus on (i) strategic development priorities of the mining sector, since they are developing new and extended types of actions, address current mismatches of skills, but especially anticipated needs for skills; (ii) to create a joint platform with other countries that are part of specific value chain, and contribute facilitating the digital transformation and business transactions within the value chain. - To include twin transition and digital transformation - To serve the automation needs of the extractive industries and explore automation innovations resulting from the needs for new solutions. - To create suitable curricula and have them approved by the OM (Ministry of Education). - To deliver training on line (educational platform) as a way to also educate professionals from other countries that might seek jobs in Kainuu. - To focus Kainuu educational platform on what is most in demand in the region and collaborate with other educational institutions to provide complementary parts. https://www.interregeurope.eu/ecoris3/ 7 1. Education & educational platform

Where we are today - Completing contacts with the mining sector - Screening interregional funding options (transnational Interreg projects for example, or other funding from DG Social Affairs), we will see.

Increasing automation 10 will signi"cantly shift the skill pro"les of tomorrow’s jobs. That has implications for employers and employees alike. Companies will need people with the right skills to develop, manage, and maintain their automated equipment and digital processes and to do the jobs that machines cannot.
