Through setting the budget for the above, we have agreed to increase the precept by 27% year on year – although this is a high percentage, it works out as an increase of only £1.00 per month for a Band D property.

The IPC is aware of concerns around speeding in the parish and in addition to the Community Speedwatch team reporting drivers exceeding speed limits, we have requested replacement speed limit signage and have purchased our fi rst SID (speed indicator device) which will be moved around identifi ed areas of concern within the parish. The annual Village Quiz was held on 30th Nov. It was an entertaining evening for the many who attended, battling their wits against each other on subjects including History, Geography, Science, Film & TV, Food & Drink and Music; in fact we had a packed house and the teams all showed a vast breadth of knowledge, so well done to everyone who came along and many congratulations to the winning team “Les Quizerables” who were tied in first place on 98 points with the “Jingle Bells” forcing a tie break, my commiserations to them. It was also a great fundraising event raising £500 for hall funds.

Future fundraising events:

“Open Gardens” on Sunday 7th June; this year we are joining with the Allington Artists who will be holding their annual Art Exhibition in the hall that weekend. For more info see the Open Gardens article.

A special “cream tea” celebration is planned for 8th May to commemorate VE Day and will be held in the hall from 2pm. Keep an eye out for posters.

Planning Applications in the Parish

As with any other Parish Council, Idmiston Parish Council (IPC) acts as a consultee in the planning process and has no decision-making authority. The IPC makes a recommendation that is taken into account by the planning authority.

Dependent on timing, the IPC reviews planning applications at either the monthly IPC meeting or delegated IPC planning committee and responds directly to the Wiltshire Council planning department.

As our parish has a “made” Neighbourhood Plan, this document plus the Wiltshire Core Strategy lead our response.

There is a timeline set by Wiltshire Council for responses back to them. To enable our review, at times the IPC requests an extension to review.

Timelines for planning decisions are in the control of the Wiltshire Council planning department.

Idmiston Parish Newsletter Page 3 Boscombe Down Aviation Collection

I wonder how many of our readers know that there is an absolute gem of an interactive museum, right on our doorstep? The Boscombe Down Aviation Collection (BDAC) is based at Airfield, just 4 miles up the road.

Many of you will know that the airfield at Boscombe Down is a centre for test flying and test pilot training and has been so since 1940. Most of the aircraft in the BDAC have a connection with that airfield. Indeed, the museum started off life at Boscombe Down, in one of their Hardened Aircraft Shelters, but this made it inaccessible to the public. For that reason, it moved to a pair of hangars at Old Sarum in 2012. The hangars themselves are historic, listed buildings, having been built by German prisoners-of-war, as Old Sarum became an airfield, in 1917. BDAC’s core exhibits are military aircraft cockpits and, uniquely, visitors can sit in most of them, to experience the feel of the cockpit. There are transport, helicopter, trainer, bomber and fighter cockpits, where you can marvel at their complexities and, often, their lack of space. There are also a number of complete aircraft, to gain an appreciation of their size. In addition, there are countless smaller exhibits such as aircraft weapons, aircrew flying clothing, and a vast array of superb model aircraft. More recently, the Collection has showcased a selection of aircrew log books, and the stories behind them. Most have a local connection. As you can imagine, the BDAC is particularly popular with children, who revel in sitting in real cockpits with, in many cases, ejection seats (deactivated!). Indeed, there are flying helmets and flying suits for them to try on. A wealth of photo opportunities! It also draws those with an interest in aircraft, or those just looking for a novel day out. BDAC is a charity and is manned entirely by volunteers. Those with a technical leaning carry out the restoration and conservation. Others act as guides, keen to talk to visitors and give background information on the exhibits. It has won a number of tourist awards, both locally and nationally. Although Old Sarum airfield itself closed recently, BDAC remains open. The Collection is open every day except Mondays. There was a very successful Jumble Sale held in the Memorial Hall last month; it was organised by the hall committee and the PTA at St Nicholas’ School and was a great fundraising exercise for both parties. Off ering several diff erent days & times for the donation of jumble proved very benefi cial and it would be fair to say there was A LOT of stuff to sort. Thank you to the valiant eff orts of the school mums for manning the drop off times and working so hard to bring order to the chaos of sorting the jumble on Saturday morning. Thank you to all the people who donated items for us to sell and to all the school parents who donated cakes. Thank you to all those who came and bought on the day proving correct the adage that “one person’s jumble is another person’s treasure”. Thank you to all the extra helpers, especially the school dads, who came and cleared the jumble & tidied the hall at the end of the day, injecting some well needed energy (and muscle!) All the leftover clothing, soft furnishings etc, was collected by the Bag2 School company who pay for items by weight All the hard work paid off and we are delighted to have raised over £730 which will be split between the school and the hall.

Allington Artists have been meeting for more than 20 years and use the small hall at Porton on Friday mornings. We are a small group and are currently full, but if anyone is interested in joining us, we can make a note of your contact details for any future vacancy.

We are a group of amateur enthusiasts who meet every Monday in the Memorial Hall from 2pm to 4pm when we paint or draw, enjoy a cup of tea, and benefi t from the occasional demonstration by well known artists. We also choose a painting from one of our members to be included in each edition of the Parish Magazine, this We are all working hard for our forthcoming annual exhibition painting is by Yvonne. on 6th and 7th June 2020 at the hall. This is set to be a lovely weekend and will run to coincide with the Open Gardens day At the moment we are not taking any further members on Sunday 7th June. The hall continues to be a thriving and well used facility in the parish. It is the home to many clubs catering for various creative interests such as art, painting , flower arranging, dancing & lacemaking; exercise classes such as Badminton, Pilates and Short Mat Bowls , children’s activities like Beavers and Scouts and the Baby & Toddler group as well as the WI, Over 60’s , “Club Friday”, Salisbury & district Model Engineering Club and IPC. Sadly after many years of running and organising events in the hall, Janet Slater decided that the time had come to end the Porton Ladies Club which met monthly in the small hall, with dwindling numbers and an absence of a new organiser, Janet decided it was a good time to stop. We thank her for all that she has done for the ladies in the parish and for her many years service to the Memorial Hall and wish her a happy “retirement”. I am delighted to report that the Baby & Toddler Group is flourishing in it’s new fortnightly slot on a Monday morning , it is lovely to see so many young people in the hall and I am so pleased that Clare and Vicky are keeping this great community group going. They offer a warm welcome, have plenty of lovely new ideas & toys to inspire the next generation and with coffee & cake available why not come along and support them if you are a parent, carer or grandparent. (For more info see their notice in the Newsletter) I am also extremely pleased that due to demand, Tracie is now offering aPilates class in the hall on a Tuesday morning as well as her two classes on a Tuesday evening ; Tracie Hills is a fully certified Pilates instructor who is running classes catering for mixed ability . “Club Friday” joined us in January and meets in the hall every Friday providing somewhere for the elderly in the area to come and socialise, offering conversation, activities, crafts and a hot meal at lunchtime. Guests are collected around 9.30 am and taken home by volunteer drivers at 3pm; Club Friday is the working name of the registered charity, The Bourne Valley Day Centre for the Elderly. We have installed Wi-Fi in the hall which we hope will benefit our current users and attract new groups too; we have experienced a few teething problems but we hope to have a good signal in the small hall before too long.

The hall continues to be the venue for many private parties including children’s birthday parties complete with bouncy castle, christenings, fundraising events, 18th birthday parties and ad hoc meetings. The charges have increased to £50 per session am or pm, £70 for evenings for private parties with a £50 deposit(refundable subject to T’s & C’s) required to secure the booking . We also have several new regular private users who find the hall the ideal place to practice their dancing and martial arts. We are active on social media, there is an IPMH facebook page and news is posted on the Porton, Idmiston & Gomeldon forum page also on facebook; there is a business page on Google and news and events are regularly advertised on “next door” so do please follow & like us. The committee of volunteers are working hard to maintain this vital community asset on behalf of all the residents in all three villages of this parish, we welcome helpers and ideas, so please do get in touch.

ChAnGE In PrOCEdUrES TO AUThOrISE dELIVErIES TO EAST GOMELdOn VIA ThE ThOrnydOWn rOAd nEW PrOCEdUrES Residents should now carry out the following action if they require access for a delivery vehicle via the Thornydown Road: 1. Confirm with the service provider/delivery contractor that the delivery has to be by high-sided HGV (necessitating access from the A30 via Thornydown Road) and requesting alternative means if possible (i.e. a smaller delivery vehicle, allowing access from the A338 via the railway tunnel). 2. If delivery can only be made by a high-sided HGV, then the resident is to supply the following documentation in person, to the MGS Vehicle Check Point (VCP) at DCBRNC at least 48 hours in advance of the delivery. a. Photographic identification (drivers licence; passport; other official identification from workplace). b. Proof of residence in East Gomeldon (drivers licence; utility bill (addressed to the person requesting access). c. Invoice/Delivery note from supplier (including date and time of expected delivery and any other particulars such as delivery contractor; name of driver; vehicle type etc. if known). d. Contact details in case further verification of delivery is required by the MGS staff. 3. Failure to provide all the above information may result in access being denied to delivery vehicles. 4. Telephone requests for access will no longer be accepted.

With the housing development at Chalk house in Porton, well under way, the IPMh committee decided to hold a public meeting on Saturday January 18th to canvass thoughts and ideas from members of the parish as to the future of the hall and the best use of the £130k due from this development.

There was a short presentation covering a brief history of the hall, the current state of the hall structure & finances and the challenges ahead. On display boards around the hall were some historical pictures, photos of the activities and parties held here, and some proposals and potential expansion ideas as submitted by current hall users & people not able to attend the meeting.

Disappointingly, the meeting was attended by only 24 members of the Parish, but they offered some interesting comments and opinions as to the future of the hall and the best way of improving and preserving this community space. Of the questionnaires completed by those present, it was clear that as well as parking and the general unappealing exterior of the building, the main improvements requested were for better storage throughout and improved facilities for both the small hall and in the kitchen.

Bearing in mind that this is a community asset and the sum of CIL money allocated to the hall is considerable, the committee feel it is essential that the thoughts and ideas of as many people as possible are considered before any decisions can be taken. This money has to be used for specific projects and cannot merely be banked for ongoing maintenance. The hall is structurally sound and in good repair though we shall probably need to repair/replace the flat roof in the next few years.

Here below is a programme for our meetings in 2020. We meet on the third Wednesday of most months throughout the year at 7:30pm in the Idmiston and Porton Memorial hall in Porton.

As you can see we’ve invited an interesting bunch of speakers to our meetings and their varied topics are of interest to not just model engineers, so this is an invitation to everybody and anybody in the local area to come along to any our meetings that take their fancy.

Not only are we inviting you to our meetings when we have speakers, but if you have any friends anywhere who might be interested in coming along to any of our other meetings, please do encourage them to just come along. They don’t have be model makers, and they don’t have to contact us before just turning up (but they can contact us if they like, and we can offer them a lift to our meetings if getting to our meeting place is difficult for them).

Here is a bit of small print: Visitors (ie non members) attending meetings are kindly requested to make a donation of £3 as a contribution to our overall expenses (we, not you, are required to wear overalls at these meetings)

April 15: Peter Scrivens: “ringing Birds” Maybe you thought you knew all about the way ornithologists ring birds, but believe you me, there is more to it than you ever knew, not least because of the difficulties involved in ringing birds ‘en mass’, and the design of ringing systems. It seems that Peter himself was ensnared into the ringing business, so he has some sympathy for our avien friends. May 20 Geoffery Rider: “The Paddle Steamer Waverley and her present crisis” This magnificent Duchess of the waves is the last seagoing passenger- carrying paddle steamer in the world. She was built in 1946, and from then until 1973 she sailed (sorry, steamed) from Craigendoran on the Firth of Clyde to Arrochar on Loch Long. Since then she has sailed around Britain offering regular trips on the Clyde, the Thames, along the South Coast of , and the Bristol Channel, with calls at Liverpool & Llandudno. Alas the old lady is currently in expensive intensive care, struggling for survival, Geoffery is the man to tell us about the progress of her present situation. June 17 Andrew Johnson: “Building a Model of an Early Anzani Aero Engine” What a Man Alessandro Anzani was....! Bleriot amazed the World in 1909 by being the first aviator to fly across the channel... but October 21 Keith Shephard : “The Engineering Triumphs he was not confident of the engine that he had had built, but of John Alfred Prestwich (JAP) and his amazing business Anzani was on hand and had no doubt that his engine would empire” Keith visited us in October 2018 and presented a do the job, and it did (just). Newcomen was a devout Baptist, who became a leader in his local Baptist church, and many of his engineering collaborators were fellow Baptists. Both men relied on collaboration with other wealthy and influential men to make their inventions profitable and famous. These were Thomas Savery and John Meres in Newcomen’s case and Matthew Bolton in Watt’s case.

Our Society’s year began in January with the ever popular Social Evening which, this year, took the form of a curry night, with a quiz and ‘pop-up’ poetry readings providing plenty of entertainment. The 2020 evening speaker meetings recommence in March.

Idmiston Parish Open Gardens 2020

Following the success of our inaugural event in 2018 we are planning another “Open Gardens” afternoon within the parish to raise funds for the Memorial Hall on SUndAy 7th JUnE 2020.

This year we are delighted to be combining with the Allington Artists who will be holding their annual Art Exhibition in the Memorial Hall over the whole weekend 6/7th June. We are also hoping that some of the groups who regularly use the hall will use this occasion to advertise their clubs by putting up displays in the small hall.

We would love to be able to have gardens in all three villages so this is a call to ask you to think of joining in. I’m sure there are some delightful gardens, vegetable patches and rockeries in Porton, Horefield, Gomeldon and Idmiston.

The plan is to have a number of gardens in each location for viewing on the day with afternoon tea & refreshments and possibly a plant sale in the Memorial Hall. It would be great to have a broad cross section of styles, from herbaceous borders to patio pots, bountiful kitchen gardens to wild flower planting; any size or any style.

If you would be interested in opening your garden to the public, dispensing some of your green fingered tips and advice, just lending a helping hand in the running of the day, or for more information, then PLEASE contact:

Programme 2020 On our Wednesday evening meetings once a month we find working with flowers so therapeutic, creative and it’s fun. We are not experts, we just enjoying meeting up, trying to interpret a theme determined by our programme and it is lovely to see how differently our arrangements turn out.

Our line dancing class at Porton takes place on Monday evenings in the large hall. We are very proud to have a really friendly group. We have a lot of fun and it’s a great way to make new friends. Please phone us if you feel you would like to join us. Mike and Mel are two fully qualified teachers and we are able to bring beginners on separately within the group. From time to time, we run 6 week absolute beginners’ courses, so please let us know if you would like to start one of these.

Our next dance, starring Chris James, will have just taken place by the time this newsletter goes to print. In May, we have booked Ryan Payling to sing at our next social dance. If you wish to come and hear live country music, let us know and we can put you on our contact list for future gigs. (Better still, come and learn to dance with us and you could join in with the dancing!).

We were also very pleased recently to donate a cheque for £1250 to Salisbury Hospice as a result of funds raised at demonstrations, socials, raffles. Each year we choose a local charity to support. In 2020 any funds we raise will be given to “Riding for the Disabled” at Wilton.

If you’d like to try line dancing and Monday evenings don’t suit, we have classes at West Grimstead on Tuesday evenings and Laverstock on Thursday afternoons. Several of our members attend two or three classes per week once they’ve got the bug.

Scout Christmas Postal Service First of all a BIG ThAnK yOU to everyone who contributed in any way to the success of the Scout Christmas Postal Service in 2019. A special Thank you to Porton Garden Centre, KornerKuts, Jess Futcher, heather Pannell, the local Schools and Earls Court Manor for selling stamps and hosting post boxes. This year we sold over 400 stamps more than last year so a huge thank you to everyone who bought stamps. Thank you to everyone who took bundles of cards to deliver all over the Bourne Valley. This year we didn’t have quite so many cards to deliver but it is a huge job and we couldn’t do it without our dedicated deliverers. ThAnK yOU TO EVEryOnE COnCErnEd.

Christmas 2019 Beaver Colony The whole group got together for a party at the Glebe Hall in After Christmas the 4 eldest beavers in the colony successfully the second week of December. Christmas jumpers and hats transferred to the cub pack and the remaining beavers have been abounded and there was plenty of festive refreshments, hot joined by 6 new recruits from the waiting list. Before the new dogs, mince pies and mulled wine. At the party we played Bingo beavers joined, the rest of the colony finished off the Disability and there was a huge raffle with lots of festive prizes. The last activity was making Pancakes and of course there was maple syrup to pour over them. The Society recently marked its 71st AGM with a fascinating display from the archives on past and present shops of the Bourne Valley. This was followed by the showing of “Salisbury in Old Film” by Neil Leacy. The live film of the procession through Salisbury streets for the Peace Celebrations in 1919 followed by the pageant in Victoria Park was amazing. We then enjoyed film of Society weddings in the Cathedral, the streets of Salisbury in the 1930s, 1940s, 1950s and 1960s with long forgotten shops and the destruction of the gasometer in 1917. Porton Over 60s Club (Sunshine Club)

Our Club is open to men and women of the Parish and we aim to provide a friendly and enjoyable afternoon every month. The meetings are held in the village hall and we usually have an interesting speaker. We follow the talk with tea and biscuits and plenty of conversation.

Every couple of months we visit a local pub and have a lunch together and in the summer we arrange a coach trip, which is very popular. This year, in June, we are going to the Isle of Wight for the day.

In April we are having a talk on Medical Detection Dogs and friends from Winterslow Club are coming to join us for the afternoon.

Many of you will have seen the excellent film Secret Spitfires which tells the story of how Salisbury became one of the places to make Spitfires after the two factories in Southampton were destroyed in 1940. To commemorate the 80th anniversary of the Battle of Britain, a charity has been formed to raise money for a structure to replicate a Spitfire in full flight and will be located at Salisbury RFC on Castle Road, the former site of Spitfire Factory Number One. The Parish Council is aware that there are public access footpaths in the parish that are at times difficult to access or negotiate through being overgrown. We already invest over £6,000 of the precept budget annually on grounds maintenance within the parish. We do not have the money to maintain all areas and following consultation with other parishes, propose the idea of gathering a band of volunteers together to help in the ongoing maintenance and clearance of footpaths. Equipment, training and insurance cover can be provided by the Idmiston Parish Council Interested in helping to support your parish environment? We have the details of a gentleman in a neighbouring parish who has helped set up a volunteer team and would be happy to advise any local volunteers on how to go about this within our own parish. Wiltshire household waste recycling centres are open from: 1 April – 31 October (summer opening times) 9am until 4pm and from 1 Nov – 31 March (winter opening times) 10am until 4pm and will close two days per week. From 9 April 2018 you may have to provide proof of address in order to use the household recycling centre, so make sure you take it with you. Days that centres are closed are staggered so that residents have access to a recycling centre within their area seven days a week. This is a free service and once subscribed you can choose what sort of alert to receive and how to receive them. This way the alerts will be tailored specifi cally to your interests and delivered by email, text or phone. Community Messaging allows Wiltshire Police, and carefully selected partners, to help keep communities better informed about police and crime updates aff ecting their local area. The messages can even be sent to individual postcodes. Although Wiltshire Police is the main source of information the system is also used by dorset and Wiltshire Fire and rescue, Wiltshire and Swindon Neighbourhood Watch, Offi ce of the Police and Crime Commissioner, Gas Emergency Service and Action Fraud (the national centre for fraud and cybercrime). All these partners provide relevant information to help keep you safe and secure. You can respond directly to messages and rate the value/relevance of alerts on a scale of 1-5. Your feedback can be most useful to provide fi rst hand intelligence relating to alerts but also to allow us to assess the eff ectiveness of the system so we keep messages and alerts relevant. News from All Saints Idmiston

A huge thank you to everybody who supported the events at All Saints in 2019. Particular thanks must go to all the Bourne Valley residents who nobly supported our annual Carol Service which must have taken place on one of the wettest and windiest of december nights. Also to Kathleen, our organist who played stoically throughout the evening. The rev’d Philip Osler conducted a very meaningful service which was enjoyed by everyone, the service being followed by delicious mulled wine and mince pies, which got the Christmas festivities off to a good start.

The Churches Conservation Trust have started a new venture by organising tours conducted by a Blue Badge Guide of some of their churches. In November, we were lucky enough to welcome a group from London which visited the CCT church in Wilton and All Saints, finishing with a tour of Salisbury Cathedral. The visitors were enchanted by All Saints and its rich history. It is so easy to overlook the gems on our doorsteps. The tower is the oldest part of the church, its pilaster buttresses giving it a 12th century date. The corbels in the church are of a very high quality and are one of the reasons this church is considered to be one of the most interesting and unusual in Wiltshire. Our ‘traditional’ Good Friday Walk, starting at 11.00am on 10th April this year, offers a chance to enjoy the beautiful countryside and communities of the Bourne Valley, and is open to all – well behaved dogs and children, as well as adults… You don’t have to walk all the way from Cholderton to Winterbourne Earls, as we pause in each church en route, to reflect and pray, and sometimes sing, and we have a lunch break in Newton Tony. A number of people usually have cars strategically placed to ferry those who wish to the next stop, or back to where they started, as required. Look out for posters and flyers with more details, or ask Rev’d Phil Osler 01980 610305 or Rev’d Peter Ostli-East 01980 611350. At St nicholas Porton, there is also ‘An hour at the Cross’ on Good Friday, at 2.00pm which provides a quiet, meditative space for anyone who wishes to pause and reflect on this particularly significant day in the Christian Church’s year – remembering that ‘God so loved the world that He gave his only Son, that everyone who believes in him should not perish, but have everlasting life.’ This gift of eternal life, in heaven with God, after our time on this earth, is freely available to us, even though it cost Jesus his mortal life, when he died on the Cross all those centuries ago. Let his sacrifice not have been in vain. On Easter day itself, 12th April, there will be Church services to celebrate the Resurrection of Jesus Christ in St nicholas Porton at 8.15am (a traditional service of Holy Communion, following the Book of Common Prayer) and at 9.30am (a more contemporary, family friendly service including Holy Communion). Also, at St Andrew’s Boscombe at 11.00am Holy Communion will be celebrated. Everyone is invited to come and share in these services, and we look forward to welcoming you. Porton Paperback Exchange (10.00am - 12.00noon) on the first Monday of each month, in St nicholas Church Porton, is going from strength to strength, which is great news as it provides an excellent opportunity to get out and meet others, over a cuppa and a good read… On Monday 6th April the session will be followed, in Church, by a Lent Lunch (of bread, cheese and fruit) at 12.00noon, till 1.30pm, held in support a charity based in our area, called Living Water Africa, which helps provide clean water to communities in Africa where it is desperately needed. Please come and give generously – thank you. As Spring turns into Summer, and we hope to see better weather arrive… there will be a number of fun, fundraising events in our community – at which your local Church will be involved. Please support these events, and help us to grow and flourish, so that your Church is there whenever you need it. Porton Baptist Church

Greetings again from Porton Baptist Church. Christmas has come and gone since our last offering, and we are now in the season of Lent preparing for the Easter Celebrations. April is the ‘birthday’ of our Baptist Church. On 5th April 1655, 110 people met in Porton ,under the leadership of Colonel John Rede, of Birdlymes Farm, and formed a Baptist church. Salisbury Baptist Church and ourselves are now the only survivors from that original foundation, other branches having fallen by the wayside with the passage of time. They endured much hostility, sadly from the Established Church. Happily, those days are long gone and we enjoy excellent relations with our Anglican and Methodist friends, and are meeting with them for their Lent Course.

Idmiston Parish Newsletter Page 36 Are you ready for an Emergency?

As I sit here writing this article for the Parish Newsletter I am aware of Storm Ciara buffeting the side of my house safe in the knowledge that I am warm and dry inside. To all intents and purposes we are all fairly complacent that whatever the current disaster is, fire, flooding or snow, we are generally unaffected but of course this may not necessarily be so. You need only to hear on the radio and see on the television to understand how things can go badly wrong for people, not just abroad, but in our own country as well leading to injury, loss of life, property and possessions.

How would you cope with an emergency? Are you prepared? Do you know what to do in any given situation? For those everyday emergencies we come across, if we are unable to deal with them ourselves, then the standard procedure is to call the emergency services - Fire, Police or Ambulance who will deal with the problem. In doing so the key thing to remember is to make sure that you are safe before making the call. Do not put yourself in danger unnecessarily, there is no point in adding to the casualty list, wait for the professionals.

The more extreme effects of weather within our parish usually manifest themselves as snow or rain both of which result in flooding. Flooding can cut off households and, in extreme cases, result in loss of power and communications. Imagine what it must be like to be surrounded by water, with no heating and in the dark due to a power failure. Even worse if you are handicapped in any way. If this situation continues you may find yourself without drinking water and fresh food. Some of you may run out of essential medication and what about the elderly and vulnerable people within our community, how will they be faring? Additionally, there may be pets and other animals that need attention.

In these conditions it is really helpful for you to act as a good neighbour and check on those nearby. The big advantage you have is that you have the local knowledge of both the people and the area and are best placed to take appropriate action in the absence of the emergency services.

So where should you go for advice and information to prepare yourself for a possible emergency? Until now Idmiston Parish Council has not had an emergency plan but that has now changed. The IPC Community Emergency Plan has been completed, approved by Idmiston Parish Council, agreed by Wiltshire Council and is now on the Idmiston Parish Council website for all to see. The plan itself provides a wealth of information about what you can do to prepare for an emergency. Of course, the emergency services will take the lead, but they will be supported and assisted where possible by Wiltshire Council and Idmiston Parish Council and you yourself if appropriate.

The Idmiston Parish Council Community Emergency Plan comprises a main body of text and five annexes which are: Annex A Flood Plan Annex B Snow Plan Annex C Pandemic Flu Plan Annex D Loss of Utilities Plan Annex E Animal Health Plan

Please remember that this plan does not stand in isolation, it is to be used in conjunction with the emergency services and will also depend on you to assist us with local knowledge and any particular expertise that you may have that could be useful in an emergency. The plan has been written to the best of our ability but it is a living document so if you are aware of any omissions, errors or simply have something that could be usefully included please let Idmiston Parish Council know via the Parish Clerk.

Mobile Post Office

As many of you know the Post office in Winterbourne Gunner closed at the end of last year. There is now a Mobile Post Office which comes to the Amenity Car Park, Winterbourne Dauntsey, Adjacent to The Winterbourne Arms and is open on Tuesday 13.45 to 15.45 and Friday 11.30 to 13.30.

In 1907 the Rev, G. Mallows Youngman opened a Reading Room in Porton. This recognize this photo? was situated on Winterslow Road but was only for male inhabitants over 14. It was open from 6.30pm to 9.30pm and took daily and weekly newspapers. At its peak there were 40 members which was quite a small percentage of the population of the Parish. In 1901 there were 544 inhabitants, 1911 there were 809 and in 1921 there were 961. It was closed in 1914 which probably coincided with Rev. Youngman leaving the Parish. He was Rector of Porton from 1902 to 1914. In 1993 it was being used by Col. Murphy as his Pottery Shed, but does anyone know what it was Porton Football Team 1923-24 used for between 1914 and 1993?
