INTERNATIONAL STUDIES INTERDISCIPLINARY POLITICAL AND CULTURAL JOURNAL, Vol. 18, No. 2/2016 10.1515/ ipcj-2016-0008 Jacek Reginia-Zacharski UKRAINIAN ISSUES IN GEOPOLITICAL THOUGHT OF THE TWENTIETH AND TWENTY-FIRST CENTURIES ABSTRACT: Ukrainian lands in the twentieth and twenty-first centuries have been in proximity of great geopolitical changes several times. During that time the Ukrainian nation – due to various factors – encountered a number of “windows of opportunity” for achieving the realization of dreams about independence and national sovereignty. The author identified in the period considered four “general moments,” of which two have been completed successfully. The first of these oc- curred in 1990–1991, when for the first time in modern history, Ukrainians man- aged to achieve a lasting and relatively stable independence. The second of the “moments” – still unresolved – are events that began in the late autumn of 2013. The process, called “Revolution of Dignity”, represents a new quality in the history of the Ukrainian nation, therefore, that the Ukrainians have to defend the status quo (independence, territorial integrity, sovereignty, etc.) but not to seek to achieve an independent being. The analysis leads to the conclusion that the ability of Ukrainians to achieve and maintain independence is largely a function of the rela- tive power of the Russian state as measured with respect to the shape and quality of international relations. The country, located in the basin of the Dnieper River, with wide access to the Black Sea, an important human and economic potential, and above all, being a special keystone between “East” and “West,” has been pre- destined to play an important geopolitical role (Al-Rodhan, 2009: 18–19). -

Explanatory memorandum..................................................................................................................4 Summary Following the official invitation from the Minister of Foreign Affairs of Ukraine to observe the local elections on 31 October 2010, the Congress appointed an observer delegation, headed by Gudrun Mosler-Törnström (R, Austria, SOC), Member and Vice-President of the State Parliament of Salzburg. Councillor Nigel Mermagen (L, UK, ILDG) was appointed Rapporteur. The delegation was composed of fifteen members of the Congress and four members of the EU Committee of the Regions, assisted by four members of the Congress secretariat. The delegation concluded, after pre-election and actual election observation missions, that local elections in Ukraine were generally conducted in a calm and orderly manner. It also noted with satisfaction that for the first time, local elections were held separately from parliamentary ones, as requested in the past by the Congress. Memory of the Past and Memory for the Future: History on the Crossroads of Nation-building Yuliya Yurchuk Södertörn University College / Stockholm University [email protected] The paper focuses on the nationalisation of history and changes in memory politics of Ukraine after the dissolution of the Soviet Union. The questions of history re-writing and re-evaluating is endemic to transitional societies. The very possibility to approach certain events is a direct consequence of freedom of speech that followed the disintegration of the socialist bloc. As a case study the paper scrutinizes new conceptualisations and interpretations of history of the WWII with a special focus on Ukrainian nationalist movements that acted in Western Ukraine in 1929-1956: the Organization of Ukrainian Nationalists and Ukrainian Insurgent Army. There have been constant attempts to place the heroic narrative about these movements into the core of a national history, yet this narrative failed to cross the invisible walls within Ukraine and the narrative purposed for the whole nation remains regional in its significance. The paper is to fill the gap in an existing debate and to show how complex the memory work is in the modern world. A lot of interferences on international, regional, and local levels make the representational take-over of a state-sanctioned view on history more difficult and complex. -

Abstract From 2007-2009 Zimbabwe underwent a hyperinflation that culminated in an annual inflation rate of 89.7 sextillion (10^21) percent. Consequently, the government abandoned the local Zimbabwean dollar and adopted a multi-currency system in which several foreign currencies were accepted as legal tender. -

These include some natural monopolies, the rocket industry, the production of bio-ethanol, and the printing of banknotes and blank securities forms. In addition, Ukrainian law authorizes the government to set limits on foreign participation in "strategically important areas," although the wording is vague and the law is rarely used in practice. Generally, these restrictions limit the maximum permissible percentage of foreign investment into Ukrainian firms in these sectors. For example, the share of foreign investors' participation in Ukrainian publishing houses is limited to 30%. Investments into the energy sector can also be problematic. -

NATO RESEARCH FELLOWSHIP 2001-2003 Final Report Countering NATO Expansion A Case Study of Belarus-Russia Rapprochement PETER SZYSZLO June 2003 NATO RESEARCH FELLOWSHIP INTRODUCTION With the opening of the North Atlantic Treaty Organisation (NATO) to the countries of Central and Eastern Europe, the Alliance’s eastern boundary now comprises a new line of contiguity with the Commonwealth of Independent States (CIS) as well as another geopolitical entity within—the Union of Belarus and Russia. Whereas the former states find greater security and regional stability in their new political-military arrangement, NATO’s eastward expansion has led Belarus and Russia to reassess strategic imperatives in their western peripheries, partially stemming from their mutual distrust of the Alliance as a former Cold War adversary. Consequently, security for one is perceived as a threat to the other. The decision to enlarge NATO eastward triggered a political-military “response” from the two former Soviet states with defence and security cooperation leading the way. While Belarus’s military strategy and doctrine remain defensive, there is a tendency of perceiving NATO as a potential enemy, and to view the republic’s defensive role as that of protecting the western approaches of the Belarus-Russia Union. Moreover, the Belarusian presidency has not concealed its desire to turn the military alliance with Russia into a powerful and effective deterrent to NATO. While there may not be a threat of a new Cold War on the horizon, there is also little evidence of a consolidated peace. This case study endeavours to conduct a comprehensive assessment on both Belarusian rhetoric and anticipated effects of NATO expansion by examining governmental discourse and official proposals associated with political and military “countermeasures” by analysing the manifestations of Belarus’s rapprochement with the Russian Federation in the spheres of foreign policy and military doctrine. -

Design for an Assessment of Gaining Access to the International Interoperability Systems in the Bid for Secession Leonie Solomons [email protected] Introduction Positioning for peace in sovereignty based conflicts where secession is threatened is a contentious issue which has come to be fought at increasingly enormous social and economic costs. From such wars between the government’s military forces and threatening secessionist fighters, occasional lulls and rarer sessions of Peace Talks comes the literature of ‘lessons learnt’. Another aspect is ‘realpolitik analysis’ where emerging relationships, such as those between regional and international powers, are considered from the perspective of the potential they hold as driving factors towards a solution. In contrast, this paper seeks to introduce a unique approach to positioning for peace and proposes that research be undertaken to develop a framework for Assessment of a certain type of Foreign Relations as advocated here. The commencing premise is that it is time to re-position ‘equality on substantive issues’ as the proposition for peace. Such a proposition needs to be set in the context where it is of sufficient weight to displace the current proposition, which constitutes a dilemma. That current proposition, based on legal and emotional grounds, is the right to preservation of territorial integrity versus the right of secession. Each opposing protagonist is convinced they are right and that their future survival is threatened - so they kill for it. One side calls it war, the other terrorism1. In between are the Peace Talks. The pattern oscillates as it spirals but peace remains evasive whilst social and economic deterioration accumulates and pervades large segments of society.
