Regional Activities Update

1. Overview of J‐PRISM Regional activity from Sep. 2012 to Apr. 2013 Two years has passed since the J‐PRISM started in February 2012. Overall, J‐PRISM regional activities have been implemented and progressing moderately. Highlighted issues are followings.

Especially relating to Regional Output 1, J‐PRISM has conducted a variety of regional trainings/workshops/demonstration with assistance of J‐PRISM member countries, which benefited capacity development of all participants from member countries on landfill management and 3R.

To play up the importance and challenge of waste management in Pacific Island Countries (PICs), J‐ PRISM supported some project member countries to attend the Fourth Regional 3R Forum in Asia held in Ha Noi, Viet Nam from 18‐20 March 2013, which is a high level Forum co‐organized by the Ministry of Natural Resources and Environment (MONRE)/Government of Viet Nam, Ministry of the Environment of the Government of Japan (MoEJ), and the United Nations Centre for Regional Development (UNCRD) to promote 3R, proper waste disposal, and resource efficiency. In the Forum, representatives from Fiji, Tonga and Palau were invited to share their good practices of 3R such as separate collection/composting/clean school program in Fiji, landfill rehabilitation/recycling in Tonga, and Container Deposit Fee Program in Palau at a Parallel Round Table Dialogues. Of special note was that because of a big presence of PICs in the Forum, the title of the Forum declaration was changed into “Ha Noi 3R Declaration – Sustainable 3R Goals for Asia and the Pacific”, and the forum decided to be called for as “Regional 3R Forum in Asia and the Pacific” from next year.

In addition, responding to disaster waste caused by Cyclone Evan in December 2012, JPRISM conducted two pilot projects on post disaster waste management, one was in , Samoa and the other was in Lautoka, Fiji. In Samoa, incorporating 3R waste management applications to manage the generated waste to reuse materials, the amount of waste to be delivered to final disposal was reduced. In Fiji, J‐PRISM assisted Lautoka City Council in shredding green waste generated by the Cyclone in order to reduce the burden on a disposal site in Lautoka.

1. Overview of your country’s J‐PRISM activity from Sep. 2012 to Apr. 2013 JPRISM activities throughout the Federated States of Micronesia have progressed since the last reporting. The publication of JICA's activity on Waste Audit Research reflected the current status of each state's generated solid waste from households based on measurements of weight and volume on a daily basis. The current generated solid waste in the FSM suggest that there is still much to be done in terms of landfill construction, maintenance of existing landfill/dumpsites, monitoring of waste disposal, collection, water testing, leachate, recycling, and awareness programs. Additionally, based on JPRISM experts' Time and Motion study, the current states' disposal and collection system needs to be enhanced in order to minimize waste. Based on these preliminary reports, efforts to minimize waste has been enhanced through some accomplishments in the waste disposal and collection system, landfill maintenance and construction, and awareness programs.

Awareness programs continue to play a key role in educating the public and with the assistance of JPRISM, waste awareness is now widespread through the means of verbal and non‐verbal literature and media.

3. 1. Overview of your country’s J‐PRISM activity from Sep. 2012 to September. 2013 J‐PRISM in Fiji has is operating on a full scale basis now from 2012 as JICA’s other project “Waste Minimization and Recycling Promotion Project in Fiji” had been conducted in Lautoka and Nadi until March 2012.

The activities have been executed in the Ba Town Council, Sigatoka Town Council and Tavua Town Council as the target municipalities in the 2nd year. The project has also expanded to Rakiraki Town Council and followed by Central and Northern Divisions within the four years project time span. However, to note there has been a change of priority in target areas. Next target area for JPRISM work is now aimed at the Central Division with the North being the last.

So far, progress of the project in Fiji, especially in Ba, Sigatoka and Rakiraki is well under way while Tavua is moderate. Of special note is that 6 J‐PRISM monthly meetings have already been conducted among several local governments in the west of Viti Levu under the initiative of Department of Environment in order to share experiences and exchange ideas in terms of promoting better waste management.

In addition, LCC and NTC have contributed to receive a number of visitors and missions from neighbor J‐PRISM counterpart countries to have them observe their activities of waste minimization, waste recycling and dumpsite management (including waste data collection system using weighbridge).

Finally, Fiji through the Department of Environment hosted the 1 week Regional Training for the project from November 19th‐23rd November 2012. This was also the last training to be conducted. All council counterparts in the West played an active role in dissemination of information to fellow regional and local participants on better waste management practices through 3R.

 The Sigatoka Town Council welcomed its

new Volunteer in August this year. Mr. nd Koki Takano joined the council on 2 August, 2013. The new volunteer would be with the council for a period of two (2) years

Sigatoka Dumpsite Rehab Work

 The Sigatoka Town Council worked with

improvement. It was proposed by Mrs.

Yurie that a similar plan to that of Lautoka City Council’s Vunato dumpsite improvement be followed. The Sigatoka Town Council is currently working on documentation for the above works including the Environmental

Management plan

 According to the Solid Waste Flow made

by Mrs. Yurie, based on the findings and

report of the JICA volunteer Ms. Makie Ozawa, 70% of the waste dumped at the Sigatoka Municipal Dumpsite comes from the Hotels along the Coral Coast (Sigatoka). In light of the above, the CEO

and SA of the Sigatoka Town Council will

be submitting the finding of our consultant and volunteer at the monthly meeting of the Coral Coat Hoteliers Association, to get their view on the project to implement 3R activities in their hotel

1. Overview of your country’s J‐PRISM activity from Sep. 2012 to Apr. 2013 In general, J‐PRISM activities in Kiribati are progressing moderately in line with the plan of operation and project design matrixes which were agreed at the 2nd Joint Coordinating Committee’s (JCC) meeting held on 30th January 2013. All activities have been coordinated very well with other donor projects such as the Urban Development Program (UDP) funded by High Commission through a solid waste management partnership comprising of key stakeholders from both the Government and Private Sector and Home Garden Project by Taiwan Technical Mission. This partnership discusses all project activities and progress made with the aim of establishing a sustainable solid waste collection system including the use of organic materials as compost.

2. 3. Good Practice to share with other J‐PRISM countries We are still advancing some of the project key activities hence it is too early at this stage to share any good practices etc. However one thing that we anticipate to share at later stages of the project is how to operationalize the shredding of the organic materials (mainly from plants) and their use as compost material on a sustainable basis including other practical options for the community to use. Again it is too early at this stage to make predictions on how this would work but it is something that we would work on it in close partnership with both TUC and BTC councils with guidance also from Agriculture and Livestock Department as part of this project.

We would like also to mention the good initiative by students from Abaunamou Primary School who have applied already the 3Rs concept as part of the school activity (refer to photos 7‐12 below). The school has made ornamentals objects from waste items including a small garden mainly of flowering plants which can be a good example to other schools to follow. The school has creatively made cushion from empty rice bags that contains plastics mainly from used ice‐bags and packed goods for students to sit on them during class.

Overview of your country’s J‐PRISM activity from Sep. 2012 to Apr. 2013 The highlight for this reporting period is the completion of construction and installation of the weighbridge system at Tafaigata landfill. A ground breaking ceremony for the construction was conducted in September 2012 followed by the construction works. Training was conducted by experts for MNRE staffs in regards to the operation including an introduction to the software to be used. The construction took at least four months and was completed in December 2012.

Tropical cyclone Evan, a category 3 cyclone, smashed into Upolu on the 13 December 2013 with winds of up to 150km an hour. It also brought along heavy rains resulting in unprecedented flooding devastating thousands of people in the Vaimauga district and other areas. In the Vaimauga West District, 95 households were destroyed with 789 people affected.

Due to impact of the cyclone, a Post Disaster Clean‐up pilot project was formulated in a very short time frame assisting those who affected. The objectives and operation of the project was based on the lessons learnt from the similar operation after the Tsunami in 2009.

Good Practice to share with other J‐PRISM countries if any*** As mentioned above, the scenario of Evan which affected Samoa in December 2013 made used of the lessons learnt from similar scenarios in the like of Samoa’s Tsunami in 2009 and flooding in Ba in 2012. The pilot clean‐up was unique as the waste minimization approach was implemented with the 3Rs concept. Implementing this methodology reduces the costs and time. 1. Overview of your country’s J‐PRISM activity from Sep. 2012 to Apr. 2013 The J‐PRISM team has been engaged in a number of activities as of Sep 2012 last year which includes the following: 1. Two reps from the SI counterparts attended the 2nd Steering committee meeting in Noumea where we received the “Best Counterpart team of the year 2011” award. 2. Both the Honiara and Gizo team have regular meetings to review the progress of implementation of activities. 3. A 3R School Survey was conducted on the 9th of August 2012 in 10 schools within Honiara provide baseline data for clean school pilot project. A report of the school survey was produced and presented at the school teachers’ workshop. 4. An initial 3R School Teachers workshop was held on 12th of September 2012 to introduce the 3R or Clean School program to the teachers. 5. A recycling survey and hearing survey conducted in August and November to look at the feasible options for management of recyclables by distributing questionnaires’ to the recycling companies. A summary report of the recycling survey using questionnaires was also presented during the teachers’ workshop. 6. An in‐house time and motion study held at Honiara to train the counterparts on how to conduct a time and motion study. This was followed by a small scale time and motion study conducted in November in Gizo with the assistance of the JICA Expert. 7. The Solomon Team also had the privilege of having Mr. Ogawa from Nishinomiya city in Japan to visit us and give advice on how we can improve the waste collection system. 8. Counterparts from Solomon attended waste management trainings in Japan and Fiji to enhance their skills in solid waste management. 9. The PER for Ranadi dumpsite has been drafted and reviewed, however not yet finalized because of some outstanding issues that has to be met to ensure it complies with the Environment Act 1998. 10. A demonstration of the rehabilitation process was undertaken on the 23rd‐25th January at the Ranadi dumpsite. Main works of the demonstration includes leveling of the surface of the site and constructing embankments to partition the areas into cells. Currently the Dumpsite is being divided into 6 cells and ongoing work has been done to it to maintain it. 11. The Second JCC meeting was held on the 30th of January 2013 and new members such as the Project Director and Project Manager were endorsed during this meeting. Furthermore the plan of operations was reviewed and endorsed.

3. Good Practice to share with other J‐PRISM countries Some of the lessons learnt during the implementation of this project are: 1. Commitment and Teamwork: It is important that all counterparts make a commitment to allocate some of their time to engage in project activities. Amidst our busy schedule and other responsibilities that we have in our respective organizations it is vital to do so because the project is not here to stay. Therefore to ensure the sustainability of the project after its completion, counterparts has to be proactive, passionate and work collaboratively, not depending on one person to take the lead in all activities otherwise what we have been working so hard for during the 5 years will not last after the project exits. 2. Budgetary allocations: Our respective organizations have to realize that Solid waste management is a priority therefore we have to make budgetary allocations each fiscal year to assist us in the implementation of activities. If we rely on JICA for all the funding then we won’t be able to continue with the progress that they have initiated.

1. Overview of your country’s J‐PRISM activity from Sep. 2012 to Apr. 2013 Activities for;

Output 1: 1.1 Ongoing investigation at the existing disposal site by MoH and MLECCNR 1.2 Approved of the rehabilitation plan for EIA procedure from MLECCNR, EIA Unit. 1.3 Completion of the 1st water quality monitoring of Kalaka water treatment and surrounding environment with satisfaction results (in Feb. 2013). 1.4 Rehabilitation of Kalaka dumpsite facility was completed and successful launched of Kalaka Rehabilitated Dumpsite for Vava’u District in Feb. 2013. Proper operation and maintenance are ongoing. 1.5 Operation manual for Vava'u rehabilitated disposal site was drafted in Feb. 2013. 1.6 Training for site operation and maintenance of Kalaka dumpsite is ongoing through on‐ the‐job training.

Output 2: 2.1 Ongoing preparation of Garbage Collection Plan through Pilot Project plan. Community Waste Minimization (3R) system is being also integrated. 2.2 Designed of recycling station in the community under pilot projects in collaboration with local NGO.

Output 3: 3.1 The financial plan was drafted as a part of Solid Waste Management Plan for Vava’u, and discussed with Vava’u Solid Waste Management Steering Committee and Vava’u Development Committee. 3.3 Pilot of Clean School Programme is ongoing.

Good Practice to share with other J‐PRISM countries if any*** More support from all level of Government, Business, Communities and Institutional to the solid waste management issues especially when the Government support comes from high level. From Tonga SWM project we approached the Vava’u Development Committee for financial support of Rehabilitated Kalaka Dumpsite after the project rehabilitated our Kalaka Dumpsite and they approved with a request of more update from Solid Waste Management.

Moreover, the solid waste management capacity of local staff of MoH and MLECCNR they extend their skills from solid waste management to liquid waste by composting the sludge with green waste from the solid dumpsite in which make spaces for the Kalaka Dumpsite but also assist the tiny open sewage the Vava’u district use for liquid waste.

Clean school program with preschools is more effective then the primary and secondary level but we believe that this is the way forward to influence the very young age for clean village and environment for any island in the future approaches of solid waste management.

1. Overview of your country’s J‐PRISM activity from Sep. 2012 to Apr. 2013 (1). Luganville  A large scale compost bin for the Luganville market has been installed and is now operational. The market will be the first in Vanuatu to compost its own organic waste and will eventually compost all the organic waste from the Luganville Market.  A new business house waste collection fee was introduced on May 17th. Businesses have been analyzed and categorized into large, medium and small waste generators, they will then be charged accordingly. Large 75,000 vt per year, medium 52,000vt per year and small 13,000vt per year. This is to help recover collection and disposal costs as the property taxes are not able to cover this cost anymore.  The Draft Sanma Province and Luganville Municipality Waste Management Plan 2013 – 2016 was completed at the end of 2012. Consultation for the draft waste management plan is scheduled for the week of June 3rd. The consultation will run separate workshops for residents, business, NGO’s and Government Departments  A briefing paper was presented to Sanma Provincial Government and Luganville Municipal Council regarding implementation of a pre‐paid rubbish bag, to ask for permission in principle to continue with this initiative. As a result the tender document for the supply and distribution of the official pre‐paid bags is almost complete and will be ready for publication in the papers etc once the by‐law has been approved. The by‐law for the pre‐paid bag has been drafted and is now being assessed by the state law office.

(2). Port Vila  The Business waste characterization survey was conducted in march 2013  Market waste survey was conducted in May 27 – June 3 2013. Final report for Port Vila’s waste characterization (Household, Business, and Market) will be made available by July 5 2013.  Joint Coordination Committee (JCC) was held in Port Vila on March 11 2013, which saw all Vanuatu J‐PRISM counterpart members came to endorse work plan for fiscal year 2013 plus endorsement of new counterpart members.

(3). Lenakel  Counterpart Mr. Tom Nalau came to Port Vila to attend the in‐country training for waste characterization from 30 May – 3 June 2013
