ON THE EFFECTIVE USE OF PROXY WARFARE by Andrew Lewis Peek A dissertation submitted to Johns Hopkins University in conformity with the requirements for the degree of Doctor of Philosophy Baltimore, Maryland May 2021 2021 Andrew Peek All rights reserved Abstract This dissertation asks a simple question: how are states most effectively conducting proxy warfare in the modern international system? It answers this question by conducting a comparative study of the sponsorship of proxy forces. It uses process tracing to examine five cases of proxy warfare and predicts that the differentiation in support for each proxy impacts their utility. In particular, it proposes that increasing the principal-agent distance between sponsors and proxies might correlate with strategic effectiveness. That is, the less directly a proxy is supported and controlled by a sponsor, the more effective the proxy becomes. Strategic effectiveness here is conceptualized as consisting of two key parts: a proxy’s operational capability and a sponsor’s plausible deniability. These should be in inverse relation to each other: the greater and more overt a sponsor’s support is to a proxy, the more capable – better armed, better trained – its proxies should be on the battlefield. However, this close support to such proxies should also make the sponsor’s influence less deniable, and thus incur strategic costs against both it and the proxy. These costs primarily consist of external balancing by rival states, the same way such states would balance against conventional aggression. Conversely, the more deniable such support is – the more indirect and less overt – the less balancing occurs. -

GENERAL REVIEW OF TAMAN PORTS & ANCHORAGES OF SOUTH BLACK SEA COAST (Russia) In view of the increased turnover of cargoes through the South sea gates of Russian Federation, there is a development of new ports in addition to the traditional ports such as Novorossiysk and Tuapse ports as well as limited area of Azov sea and adjacent rivers. Main area of development is Taman peninsula and adjacent anchorages. Transfers of dry bulk and liquid cargoes make this area very busy. The transhipments in these areas are mostly related to the export of cargoes, however, for some cargoes such as containers – there are also import transhipments. 3 main areas are active and busy with the cargo operations: Anchorage 451, OPL Kavkaz and Port of Taman: 2 Anchorage 451 of port of Kavkaz STS port Kavkaz at road no. 451. Party Politics in Armenia: a Primer
Section I. An Introduction to the Armenian Party System Introduction Political parties are vital for the functioning of a healthy democratic political order. In the strictest sense this is only an assumption, albeit one that most political scientists would agree with. Larry Diamond’s observation is apt: “Political parties remain important if not essential instruments for presenting political constituencies and interests, aggregating demands and preferences, recruiting and socializing new candidates for office, organizing the electoral competition for power, crafting policy alternatives, setting the policy-making agenda, forming effective governments, and integrating groups and individuals into the democratic process” (1997:xxv). Like party politics in other postcommunist states, on the surface, Armenian party politics can be somewhat confusing, especially to the uninitiated. Hopefully this essay can clear the ground a bit. It examines party politics in Armenia and assumes, like Diamond, that the consolidation of a functional party system is crucial to Armenia’s continued transition to democracy. It also assumes that the reader knows little, if anything, about Armenia politics or political parties. The essay is, by design, rather long, as it is intended to be a fairly comprehensive source of information for Armenian party politics. A few notes about the essay are appropriate before the subject matter is addressed. First, because the essay is intended for a general, as well as a scholarly audience, citations have been kept to a minimum and are included in footnotes (rather than in text). Along these lines, I have avoided the common practice of using acronyms or abbreviations for party names, so as to avoid confusion. -

He analyzes the conflict from a critical geopolitical perspective sensitive to the importance of localized context and agency in world affairs and to the limitations of state- centric logics in capturing the connectivities, flows, and attachments that transcend state bor- ders and characterize specific locations. The paper traces the historical antecedents to the August 2008 conflict and identifies major factors that led to it, including legacies of past vio- lence, the Georgian president’s aggressive style of leadership, and renewed Russian “great power” aspirations under Putin. The Kosovo case created normative precedents available for opportunistic localization. The author then focuses on the events of August 2008 and the competing storylines promoted by the Georgian and Russian governments. ILGA-Europe works for equality and human rights for lesbian, gay, bisexual, trans & intersex (LGBTI) people at European level. ILGA-Europe is an international non-governmental umbrella organisation bringing together 408 organisations from 45 out of 49 European countries. ILGA-Europe was established as a separate region of ILGA and an independent legal entity in 1996. ILGA was established in 1978. ILGA-Europe advocates for human rights and equality for LGBTI people at European level organisations such as the European Union (EU), the Council of Europe (CoE) and the Organization for Security and Cooperation in Europe (OSCE). ILGA-Europe strengthens the European LGBTI movement by providing trainings and support to its member organisations and other LGBTI groups on advocacy, fundraising, organisational development and communications. ILGA-Europe has its office in Brussels and employs 12 people. Since 1997 ILGA-Europe enjoys participative status at the Council of Europe. The Big Caucasus: Consequences of the 'Five Day War', Threats And

Their subsequent no7 development and the prospects for resolution or resumption of the ethno-political conflicts have been shaped by the political trajectories of the states involved as well as the profound transformation of the geopolitical dynamics that have taken place during the last years in the region.
