Taking account of changing circumstances the Forum has undertaken its own repositioning exercise during the year to ensure it remains responsive to the needs of its members. We have contributed towards and sought to influence policy by commissioning our own evaluations and by sharing experience gained locally and further afield. Working with a range of partners we have collaborated to identify means by which governance within public bodies may be improved, adding value to their roles. Much focus was placed on the Executive’s Reform programme during the year and a number of themes associated with the programme explored. Following the invitation from the DFP Minister an exercise commenced to collate Forum members ideas on how best to overhaul ways in which public services are delivered. I look forward to sharing the outcomes from this work. I am pleased to report that we have built on the number of events organised during the year and expanded access to these. The Forum’s unique role is to connect people who work at the highest level of public service. We are conscious however of increasing demands being placed on their time and have augmented the Forum’s Associate Member category to include all senior management team members; “fast stream” or similar non-NICS post holders; and alumni of the CEF Women’s Leadership Initiative. It is crucial that the Forum caters for these emerging leaders within the public sector as well as current ones. I am grateful to my colleagues on the Board, Business Committee and Audit 4 Chairs’ message and Risk Committee for their commitment to the Forum. STEPHEN PEOVER Chair October 2015 5 Reports Our Executive Director’s Report The unprecedented change in public service design and delivery in Northern Ireland has brought the role of the Forum into sharp focus. Reference has been made to the repositioning work undertaken during the year to ensure our role remains responsive to the needs of our wider membership. It is critical that the Forum is abreast of the issues faced across the variety of sectors represented within our ranks. I am grateful for the contributions of the Forum’s Board and Business Committee and for the investment of their time in directing how the Forum meets the needs of Chief Executives. Progress has been made during this time of transition on many fronts. As well as the delivery of a comprehensive programme of activities, we have built on our strategic partnerships and established exciting new ones. One alliance formed has been to bring together representatives from DFP, the Chairs’ Forum and CIPFA to work with the University of Ulster in seeking to develop practical guidance to improve governance within public bodies here. Cooperation with the Carnegie Trust locally also provided a new perspective on how public services might be prioritised and built on the presentation at our last AGM by Sir John Elvidge. We need not always look externally to learn of or to develop best practice. As a networking organisation the Forum places great emphasis on working with other groups and bodies represented both within and outside our membership. This fact is demonstrated through the list of events provided in partnership with business organisations, professional bodies and academic institutions. We acknowledge the need to exchange knowledge between the public sector and those who we work with and are pleased that collaboration on sharing of best practice continues. A complete list of acknowledgments for the year is included within this report, but there are some individuals and organisations that we draw on year on year, who deserve special thanks: The Department of Finance and Personnel continues to provide accommodation for the Forum and together with the Northern Ireland Audit Office makes direct input to some of the training 6 Reports courses we organise.     Northern Ireland Assembly Commission Good Relations Strategy 2012 – 2016 1. Introduction 1.1 Under Section 75(2) of the Northern Ireland Act 1998, the Northern Ireland Assembly Commission (‘the Commission’) is required to have regard to the desirability of promoting good relations between persons of different religious belief, political opinion or racial group. This Strategy sets out how the Commission proposes to fulfil this duty in relation to the functions for which it is responsible. 1.2 Good Relations Action Plan (2010-2011) This plan covered a one-year period. Following the end of the 2010-2011 plan period a progress report was issued to the Equality Commission in September 2011 setting out the progress made towards the actions detailed within the plan. 1.3 Good Relations Action Plan (2012-2016) The Commission has now developed new targets and actions in this current plan which spans a 4 year period in line with our Corporate Strategy. This Good Relations Strategy contains the Commission’s Good Relations Policy and its second Good Relations Action Plan for the 2012 – 2016 period. 2. Context 2.1 The Commission’s purpose is to serve and support the Assembly in its role of representing the interests of the electorate; making effective legislation; and influencing the Executive and holding it to account. 2.2 The Commission’s vision is to be at the forefront of providing outstanding and progressive parliamentary services. The Northern Ireland Act 1998 states, “there shall be a body corporate known as the Northern Ireland Assembly Commission (“the Commission”) to perform: (a) the functions conferred on the Commission by virtue of any enactment; and (b) any functions conferred on the Commission by resolution of the Assembly.” 2.3 The Commission is the body corporate of the Northern Ireland Assembly.

We had a series of meetings, particularly with the local government sector. It is no surprise that that sector was the main respondent to our consultation, but we also got responses from the Fair Rates Campaign and Manufacturing NI, so it was not simply local government. The purpose of the consultation was to decide the distribution of the £30 million that the Executive have set aside to fund district rates convergence. The message we are getting back is that people want just one scheme. They want the same rules to apply to everybody. Those affected most would get the most relief, and those affected least would get the least relief.

There has been progress towards a peaceful, shared and fair society. But this progress has not been fast enough. Opportunities have been missed. Crucial issues have been ignored. Far too often, progress has been held up by bickering and political gridlock. Northern Ireland is missing out on opportunities for investment in our economy and public services. Alliance doesn’t believe that this is good enough. Eighteen years after the Good Friday Agreement, we should be so much further ahead than we are. Since the last election, Alliance Ministers have worked hard, delivering on their promises and demonstrating meaningful reform.

The introduction of quotas for women candidates in the Republic of Ireland in the next election has the potential to alter this situation. In a European context, with the exception of Italian regional legislatures, the Northern Ireland Assembly has the lowest female representation of comparable devolved institutions in Western Europe. International declarations, such as the Beijing Platform for Action in 1995, echoed locally in the Belfast Agreement and the Gender Equality Strategy, recognise the right of women to full and equal political participation. There is debate concerning what this would mean. For example, with women 51% of the population, descriptive representation would entail 51% of representatives being female.
