Dampak Kebijakan Harga Pembelian Pemerintah Terhadap Permintaan dan Penawaran Gabah di Desa Rias Kecamatan Toboali Kabupaten Bangka Selatan. (Pembimbing : Fournita Agustina dan Iwan Setiawan) Desa Rias adalah salah satu Desa di Kecamatan Toboali Bangka Selatan yang ditetapkan Pemerintah Provinsi Bangka Belitung sebagai lumbung padi. Pemerintah melalui Bupati Bangka Selatan memilih Desa Rias sebagai kawasan ketahanan pangan dan merencanakan membangun pasar pertanian sebagai usaha untuk meningkatkan kesejahteraan warga. Penelitian ini bertujuan untuk menganalisis dampak kebijakan harga pembelian pemerintah terhadap permintaan dan penawaran gabah di Desa Rias Kecamatan Toboali Kabupaten Bangka Selatan dan menganalisis efektifitas kebijakan harga pembelian pemerintah dibandingkan dengan kebijakan harga pembelian pemerintah yang sebelumnya berlaku terhadap nilai jual gabah di tingkat petani. Penelitian ini dilaksanakan pada bulan September 2018 sampai bulan Juli 2019 di Desa Rias Kecamatan Toboali Kabupaten Bangka Selatan. Metode penelitian yang digunakan adalah metode survei. Metode penarikan contoh yang digunakan adalah Kuota Sampling dengan sampel petani padi sawah. Jumlah sampel petani padi sawah sebanyak 98 orang. Metode analisis data menggunakan analisis uji beda dua sampel berpasangan (Paired Sample t Test). Hasil penelitian menunjukan kebijakan harga pembelian gabah pemerintah sebelum tahun 2015 dan setelah tahun 2015 melalui Peraturan Presiden No.5 tahun 2015 tidak memberikan dampak atau perbedaan yang siginfikan terhadap permintaan dan penawaran gabah di Desa Rias Kecamatan Toboali. Kebijakan harga pembelian gabah pemerintah melalui Peraturan Presiden No.5 tahun 2015 memberikan perbedaan terhadap nilai jual petani walaupun terjadi penurunan tingkat produksi setelah tahun 2015 akibat dari serangan hama dan penyakit pada tanaman padi petani sehingga kebijakan tersebut efektif dan berguna bagi petani untuk menjamin harga gabah ditingkat petani. Impact of Government Purchase Price Policy on Grain Requests and Offers in Rias Village, Toboali Subdistrict, South Bangka Regency. (Advisor: Fournita Agustina and Iwan Setiawan) Rias Village is one of the villages in the South Bangka Toboali Subdistrict which was established by the Bangka Belitung Provincial Government as a rice barn. The government through the South Bangka Regent chose Rias Village as an area of food security and planned to build an agricultural market as an effort to increase the welfare of citizens. This study aims to analyze the impact of the government's purchase price policy on grain demand and supply in Rias Village, Toboali Subdistrict, South Bangka Regency and analyze the effectiveness of government purchase price policies compared to government purchase price policies that previously applied to grain sales at farm level. This research was conducted in September 2018 until July 2019 in Rias Village, Toboali Subdistrict, South Bangka Regency. The research method used is the survey method. The sampling method used is quota sampling with samples of lowland rice farmers. The number of samples of paddy rice farmers is 98 people. Data analysis method uses qualitative analysis (Paired Sample t Test). The results of the study show the policy of purchasing government grain before 2015 and after 2015 through Presidential Regulation No.5 of 2015 did not have a significant impact or difference on the demand and supply of grain in the Rias Village of Toboali Sub-District. The policy of purchasing government grain through Presidential Regulation No.5 of 2015 gives a difference to the selling value of farmers despite a decline in production levels after 2015 due to pest and disease attacks on rice farmers so that the policy can be said to be effective and useful for farmers to guarantee prices grain at the farmer level. Tidak lupa juga shalawat dan salam kepada junjungan kita Nabi Muhammad SAW yang telah membawa kita ke zaman yang terang benderang seperti saat ini. Penyelesaian skripsi ini, penulis banyak mengalami kesulitan terutama disebabkan kurangnya pengetahuan dan sumber acuan yang berkenaan dengan penelitian. This qualitative research type used both primary and secondary data. It focused on the impact of the implementation of the policy on mining management which opens opportunities for non-state actors to get access in tin mining, in which politics is also involved. The study implies that authority competition and conflict of interests in the tin mining management in Bangka Island deflected its original goal, which was said to increase the local peoples welfare. PRELIMINARY The Province of Bangka Belitung Islands is a province in Indonesia which consist of two main islands, namely Bangka Island and Belitung as well as hundreds of small islands. The total area of land and sea of Province of Bangka Belitung Islands reached 81,725.06 km2 with the sea area of approximately 65,302 km2, or 79.90 percent of total area of Bangka Belitung Islands. Bangka Belitung sea waters contain a variety of fish. Small pelagic fish, coral reef fish, squid and other species of fishes can be found in auction market. The capture fisheries production in Bangka Belitung Island in the 2011-2018 period was recorded to reach 236,508.28 tons. The squid is one of superior commodity of Bangka Belitung Islands. The squid is non- fishery export which higher compared to other commodities and has contributed high economic value to fisheries sector in Bangka Belitung. It is known that the quality of the frozen fresh squid caught from Bangka Belitung water sea is the highest quality in the export trade. However, there are several threats faced by squid fisheries in Bangka Belitung Islands, such as a tendency to be over-exploited, and indications of damage to nursery habitat and spawning habitat. There are indications that exploitation of squid in the Bangka Belitung sea is not only for adult but also in juvenile.

The research method used is a single channel seismic with an energy source of 300 joules. The sound source uses a single plate boomer, so it has a high enough resolution but the penetration is not deep enough. Acoustic basement in Toboali waters varies in depth from 15 - 75 ms or getting deeper south. When viewed from the continuity of the acoustic basement, it is estimated that the granitoid is 7 km from the nearest coastline. It is a nocturnal primate with big and round red eyes. This research aimed to identify distribution and population of mentilin in Bangka Regency by using line transect method. The research was conducted at rubber (Hevea brasiliensis) agroforest in four villages (i.e., Zed, Kemuja, Paya Benua and Petaling) in Bangka Regency, Bangka Belitung Islands Province, Indonesia, from January 2016 to May 2016. In total of four observed-line transects with each length of ±2 km showed that the highest distribution of mentilin was obtained in mentilin habitat in Petaling Village and the lowest distribution of mentilin was obtained in mentilin habitat in Zed Village. The distribution of mentilin was affected by distance of mentilin habitat to settlement and shrub. The population density of mentilin was 2.22-17.78 individuals/km2. The population estimate of mentilin in the village of Zed, Kemuja, Paya Benua and Petaling was 90 individuals, 296 individuals, 348 individuals and 1,078 individuals.

Data were obtained using cross-sectional institutional role; policy method in four provinces with high marriage rates based on Riskesdas coordination. 2010 data (South Kalimantan, Bangka Belitung, Central Sulawesi and West Java). The research is qualitative using explorative approach. Based on the research result, the root of early marriage problem in four provinces is related to several dimensions such as: modernization, education, economic and socio-cultural pressure. Another result of the analysis is that the role of customary and religious institutions are very strategic as a tool of social control in controlling early marriage. In addition, it was concluded that weak inter-sectoral coordination and government policy planning in early marriage control are among the issues to be addressed.
