3. Approval of the Agenda The agenda was sent out on 25.04.2017. The Committee approved the agenda.

4. Approval of the Minutes of the last Meeting in Zürich (SUI), 29.06.2016 The Committee unanimously approved the minutes.

5. Reports of the Season 2016/17 All reports, statistics and Committee documents will be distributed (see enclosure). 5.1. Sub-Committee for Officials, Rules and Control The Chairman, Günter Csar, gave a short summary of the last meeting held in Zürich on the 07.04.2017. Proposals were received from Norway, Italy and FIS and discussed.

Important key aspects touched upon in the Chairman’s report were: - Adjustment wave start - Re-introduction of Mass Start in COC/WC - Rules Ladies’ Nordic Combined COC - TD work - TD Seminar in Oberwiesenthal, so far 60 registrations - Jury Nominations JWSC Kandersteg

5.2. Sub-Committee for NC/SJ Youth & Children’s questions Lasse Ottesen reported on the activities of the Committee on behalf of Harald Haim. Main topics were the high number of girls in the Nordic Combined Youth Cup, which was noticed and discussed also for the discipline of ski jumping.

The main advice of the Sub-Committee was to make sure that there is the chance to take part in both disciplines for as long as possible, meaning the girls use the same equipment the same age groups and so on. More details can be found in the in minutes of this sub-committee.

5.3. FIS Nordic Combined World Cup presented by Viessmann The Race Director reported on an impressive season for the German team. 29 events including the World Championship events were organised and 26 of them had German victories. The Race Director expressed his hope that the other nations will give Germany a fight in the upcoming winter, as more differentiated victories are needed to promote and develop the sport globally.

In total, the season had the highest number of World Cup event plus four World Ski Championship events, making 2016/17 into a very good season. The PCR was only used once, 100 % of the events were completed. Nearly all organisers have taken a step forward and developed the events to a higher level.

A big topic of the winter was the (FIN) comeback, who will be joined by legend of the sport, Jason Lamy Chappuis (FRA) in the upcoming winter. But also Korea with first World Cup points and Poland having a Top Ten result are very positive trend which will hopefully continue. In the case of Poland, it would be an asset to also have an event in Poland in the future.

The Olympic test events in PyeongChang also went very well, including Nordic Combined night events. The general bottom line of the weekend was very positive considering that the OC had only done one COC before. Minor things still should be worked on but the overall experience was very positive. Especially the wind net came to a very positive test. With 18 m/s of wind on top of the jumping hill, wind net took 90 % and a very nice, unproblematic jumping event took place.

A special mention was given to Schonach. How they managed to host the event with what they were given in terms of weather and snow was nothing short of impressive.

The Nordic Combined Triple The TRIPLE was very exciting again this year with Frenzel and Rydzek fighting as they did all season. Two photo finishes in three competitions proved the closeness of the overall result. There were no proposals to change anything in the rules and all the editions of the last years were exciting.

The TRIPLE now is a strong brand after few years of development. It will also be tried to protect their respective highlights with the other FIS disciplines which might mean preferred treatment regarding the starting times.

WSC Lahti Germany’s collected impressive four gold medals and Japan and France were also able to step up their game.

The Team Sprint finish could have been a catastrophe if the Russian athlete had impacted the gold medal decision in the cross-country race more than he did. It had to be discussed in the Sub-Committee who to avoid such a situation in the future. In the future, jury will have the option to take out athletes who will be overlapped and will also get a support from CIS system to make the decision.

Other than that, there were no delays, no problems which is almost a miracle in Lahti’s usually very windy conditions.

Youth Cup The Youth Cup can look back on its first overall season with a cup system. 191 athletes from 17 nations took part and 59 girls and 132 boys were able to take Youth Cup points. FIS was very happy to have the Crown Prince of Norway come and visit the Youth Cup Finals in Trondheim and meet the winners. Vuokatti, Oberstdorf, Harrachov and Trondheim make up a very good series for boys and girls and are important steps for their development.

TV numbers Lorenzo Pala from Infront reports on the TV numbers of the past season. The analysed data comes directly from broadcasters. As then Austrian events in Nordic Combined are not managed by Infront, they are not in the presentation. Regarding the average number of spectators per race, the market in Germany is stable in the cross-country part and a big increase can be seen in the ski jumping part. German TV showed 19 out of 20 jumping competitions. The overall average viewers per competition increased from 5.07 to 5.48 million in the past season. See enclosure 1 FISMAG TV numbers (Nielsen report) Nielsen, formerly known as Repucom, has been collecting data for FIS for some years now. This year, the statistics are different from the past years as Eurosport has changed their way of monitoring broadcasting time: formerly Paneurope was only one number, now it is divided it into different nations and adding all the numbers, leading to a huge increase in broadcast hours. The TRIPLE is responsible for 16% of the season’s media impact. Together with highlights in other disciplines, the trend is going down in favour of the regular World Cup events. See enclosure 2 5.4. FIS Continental Cup & JWSC COC Coordinator Toni Guggemoos reported on the past season. See enclosure 3 5.5. Equipment Control FIS Coordinator Guntram Kraus reported on his activities in 2016/17. See enclosure 4 5.6. Additional Reports - Media Services & Audience Survey Media Coordinator Silke Tegethof reports on a first Nordic Combined audience survey that was done online in the past spring. See enclosure 5 - Working Group Financials Lasse Ottesen reported on the activities of the working group financials.

6. New Proposals “Funnel System” Discussion and Decisions

541.1 Competition Realisation Mass Start In the funnel system, all nations replied with yes. → The Committee was unanimously in favour.

Ladies’ COC Rules → The Committee was unanimously in favour but also agreed with Norway’s proposal of saying “NH at a maximum”, which allows for K60/70 jumping hills.

Opening Tour Ruka Lillehammer The World Cup points for the three events will be added together to find an overall winner. The Prize Money is divided into 50 % for Day 1, 50% for Day 2 and 200 % for Day 3. As of now, a name (Ruka and Lillehammer) still needed.

2 new bibs: best jumper and best skier bib Two new bibs will be introduced: a blue bib for the best ski jumper and a red bib for the fastest skier. It was discussed to have a small bonus at the end of the season. Maybe the money (e.g. 500 € each weekend) can be taken from the extra overall prize money.

6.1. Specifications for Competition Equipment The following changes were made by the Equipment Committee and agreed on by the Committee.

- Suit: belt from +2 to 0

- Underwear: same material, 2 parts legs cut over the knees

- No suit plumbing: For Nordic Combined, a test will be done during SGP, a final decision made in autumn

- No wings on the boots

- New body measurements are scheduled every two years and are to take place at the beginning of the Summer Grand Prix so that athletes can train with the same suits during the whole summer.

6.2. Calendars 2017-2018 See enclosure 6 - Summer Grand Prix As in the last summer, no qualifications will take place and no 2 jump 15 km final event that is limited to 30 starters only. Every athlete visiting the Summer Grand Prix will be able to start in all competitions. - World Cup Klingenthal joined the preliminary calendar in March, taking the total of the competitions up to 28 in the upcoming winter. - Continental Cup After a brief discussion, the Committee agreed to test a Mixed Team format in the Youth Cup first, before introducing it on the Continental Cup level. - FIS Youth Cup

6.3. Calendar 2018/19 The Committee agreed to move the Nordic Combined TRIPLE to Chaux-Neuve for the 2018/19 season, as Seefeld is hosting the Nordic World Ski Champion- ships in the same year.

7. Proposals to the FIS Council The proposals regarding the Mass Start and the rules for the Ladies’ Continental Cup will go to the FIS Council for approval.

8. TD Nominations JWSC 2017 Kandersteg (SUI) TD: Rune Sørli (NOR) TDA: Mark Rolseth (CAN)

9. Other items arising - TD application Özkan Koyuncu (TUR) The Sub-Committee proposed to stick to the existing rules (age limit) and invite Mr. Koyuncu as a guest only. FIS offers to send a request to the NSA that Mr. Koyuncu is to take part in the education without being licenced as a TD.

- NC Development Program Jyri Pelkonen (FIN) introduced the dates and content for a Nordic Combined development program designed for girls and boys. See enclosure 7

The major change in this season’s strategy was to use Facebook and Instagram more for video material, while You Tube and Twitter were secondary priorities. VIDEO STRATEGY

§ 60 % of participants have attended events in the past winter § Most popular were the World Championships (30%), Schonach (20%), Lahti (16%), Chaux-Neuve (16%), and Seefeld (15%) § The main reason (81 %) for not attending events is that they take place too far away from where the fans live; many comments were also made about not having enough time to attend. § New territories: Look to spread NC events into territory where there is demand and in regions where there is currently no WC: POL, CZE, RUS, USA, cities. § Utilities: Offer transportation solutions/advices to fans for attending § Good view: Important on location is first and foremost: giving spectators a good view on what’s happening. This includes a good information service/speaker/stadium TV! § The breaks between competition parts are actually not such a big problem for the participants of this survey. A compact program is only “somewhat important” to 36%. § 82 % of participants think, the addition of Ladies’ Nordic Combined at the same venues would be a great tool to have program also in the breaks.
