MINUTES OF A MEETING OF THE FULL COUNCIL OF THE COMMUNITY COUNCIL HELD ON WEDNESDAY THE 26 th . SEPTEMBER 2018 at 6.30pm AT PRICES LANE COMMUNITY CENTRE

PRESENT:- Councillors Mrs M Beresford, Mrs L Lewis, Mrs W O'Grady, Mrs J Ryan, I D Bithell, MBE., and M Jones, together with the Clerk.

1 APOLOGIES Apologies for absence were received on behalf of Cllrs. Mrs M Lynch, Miss B Roberts, Mrs J A Smith, B Chowdhury, S Gittins, and A Williams.

2 MINUTES The Minutes of the Full Council Meeting held on the 25th. July 2018, the Minutes of the Planning Committee Meeting held on the 25th. July 2018, and the Minutes of the Planning Committee held on the 19th. September 2018, were confirmed by the Council and signed by the Chairman as a correct record.

3 MATTERS ARISING Minute 14(b) - It was clarified that the residents concerned were from the private dwellings.

4 COMMUNITY POLICING (a) The Police presented their Report for the period 17 July to 14 September:-

Grosvenor Ward Leaflets were being distributed to shops advising on shop lifting prevention.

Stansty Ward ◦ Burglary - Arrest made ◦ Burglary - Officers attended scene ◦ Shed break in ◦ Shop lifting report

Garden Village Ward ◦ Burglary - Officers attended the scene ◦ Shop lifting report

(b) Other Issues - Reports of Anti Social Befahaviour at Sainsburys. Local PCSO's spoke to individuals involved, and patrols were increased.

Theft of Pedal Cycles – Operation being put in place, working with Schools and the University.

Reports of Anti Social Behaviour around local Play Areas. Patrols have been increased.

Operation Twilight – Burglary prevention operation being put in place November.

(c) Issues raised - Cold Calling – The Police are working with Trading Standards

Tree by John Jones Playground should be cut back to improve visibility for the nearby CCTV camera.

The Police are creating a new email system for the Town Centre Team.

Speed Gun to be deployed on New Road. Page 1 (d) Inspector Paul Wycherley had moved to a different role, and had been replaced by Inspector Vic Powell.

5 RHOSDDU IN BLOOM (a) The Clerk distributed a list of the Winners of the 2018 Competition to Members.

Members considered the Competition to be a success. However, there were a number of competitors who were unable to attend the Presentation, possibly because it was a Bank Holiday weekend.

Cllrs Mrs Lynch and Mrs Beresford were thanked for providing the refreshments at the Presentation event.

(b) Cllr Mrs Beresford reported that she had incurred expenditure of £10.00 on refreshments. RESOLVED that Cllr Mrs Beresford be reimbursed in the sum of £10.00.

The Clerk stated that there would be further expenditure to be reimbursed.

6 FOOTWAY LIGHTING COLUMN ON OSBOURNE ROAD The Clerk reported receipt of a request to fund the cost of moving a lighting column on Osborne Road a short distance, in order to widen the vehicular access drive to a bungalow.

The estimated cost would be £997.52 for Council ( to include for labour costs and a new lighting column as the existing cast iron column is likely to be damaged in the removal) £1,250.85 for Scottish Power to re-route the electricity supply, and £380.00 for Traffic Management costs, making a total of £2,628.37 plus VAT.

Members were sympathetic to the request and suggested possible alternative arrangements.

It was RESOLVED that the Council do not assist in funding the moving of the lighting column as there did not appear to be a public benefit, and agreeing to this request would create a precedent for similar requests in the future.

7 YOUTH SHELTER NEAR THE SKATEPARK, PRICES LANE Members considered a request to remove the Youth Shelter near the Skatepark, at a cost of £618.23 plus VAT.

It was reported that adults were using the Shelter for drinking alcohol, and were throwing glass bottles into the Play Area, causing a potential danger to children.

Members were concerned that the Children could lose the Shelter as a result of the irresponsible behaviour of adults.

It was RESOLVED that the Council's CCTV camera be relocated to a lamp post at Prices Lane to monitor the situation.

8 ENVIRONMENTAL IMPROVEMENTS The Clerk reported that the Wrexham Council Members had requested the purchase of bulbs to enhance the Environment.

RESOLVED that the Council authorise the purchase of bulbs to be paid for from the Environment Fund,

9 PLAY AREAS The Clerk circulated copies of the Annual Safety Reports on the 4 Play Areas in the Community. There were no major concerns, but some minor maintenance items might be worth addressing. Page 2 RESOLVED that the Ward Members visit their respective Play Area, to compile a list of preferred works for consideration by the Council.

10 CCTV CAMERA The Clerk reported that the installation Company could not locate the lamp post on the footpath between New Road and Wats Dyke School which the Council had designated as the next location, so had retained the camera but not reported back to the Council. The Clerk had, therefore, recovered the camera.

The Clerk reported that the Camera had previously been fitted with 2 jubilee clips that could be undone with a screwdriver. He recommended that a more secure method of fixing be used, and he had obtained an estimate of approximately £100 from a metal fabricator for a more secure bracket to be made.

RESOLVED that the Clerk arrange for the fabrication of a suitable secure fixing bracket, and enquire of other Councils the names of suitable contractors to install the CCTV camera as required by the Council.

11 MAYOR'S CHARITY DINNER DANCE The Clerk reported that the Mayor's Charity Dinner Dance would be held on Friday 19th October 2018. RESOLVED noted.

12 LICENSING The Clerk reported receipt of an Application received for consultation, in respect of Heaven, 30, Lord Street, Wrexham requesting a Licence for the Sale of Alcohol from Monday to Thursday 09.00 to 20.00, and Friday to Sunday 09.00 to 00.00.

RESOLVED no objections.

(NOTE Cllr I D Bithell did not take part in the discussion and did not vote as he is a Member of the Wrexham Council's Licensing Committee)

13 GRANTS AND DONATIONS (a) The Clerk reported receipt of letters requesting donations from:- • Hope House Christmas Appeal • Dynamic (Centre for Children and Young People with Disabilities) • Marie Curie RESOLVED that the Clerk send Application Forms to the 3 organisations.

(NOTE Cllr Mrs Beresford did not take part in the discussion and did not vote regarding Hope House as she is a volunteer for the Charity)

(b) The Clerk reported that the Chairman of Acton Community Council wished to donate £25 towards the cost of plants for the planters on Chester Road at the junction of Plas Acton, in recognition and appreciation of the person who provides and maintains the planters.

Members expressed delight at the Chairman's offer.

It was RESOLVED that the Chairman of Acton Community Council be thanked for his contribution, and that the Council receive the cheque for forwarding to the organisers of the Planter displays, so that they may continue to provide further displays in the future.

14 TOGETHER IN WREXHAM The Clerk reported receipt of a request from AVOW to support an Application by AVOW to the Wrexham Council for financial assistance for the Shopmobility Scheme.

RESOLVED that the Council support the Application to the Wrexham Council. Page 3 15 REMEMBRANCE SERVICE (a) The Clerk reported receipt of an invitation to take part in the Remembrance Service to be held on Sunday 11th November 2018 at 10.30. The Clerk stated that he would be away on that day.

RESOLVED that the Council accept the invitation and that the Council be represented by the Chairman, Cllr Mrs Lynch, and Cllrs Mrs Beresford and Mrs O'Grady, and that the Council purchase a wreath from the Royal British Legion.

(b) The Clerk also reported that the Royal British Legion were offering Silhouettes of Service Personnel at a suggested donation of £250.

RESOLVED that the Council obtain a Silhouette of a Soldier and donate the sum of £250 to the Royal British Legion.

16 COMMUNITY AGENT The Clerk reported that the Community Agent's Licence to use Microsoft Office on the Council's Laptop was due to expire shortly. The cost to renew would be £59.99 per year for one user, but £79.99 per year for up to 5 users. If the dearer option were purchased the Clerk could use Microsoft Office as well.

RESOLVED that the Council purchase the 5 user version of Office 365 for use by the Community Agent and the Clerk at a cost of £79.99 for a year, and that the Council look to set up a Direct Debit for future years.
