He checks to see whether he can find a house he can afford, electricity Wconnection, sanitation facilities, connectivity by way of roads and highways for daily movement, rail and airport connectivity for outstation movement; nearby schools and hospitals for any medical emergencies etc. Infrastructure development, can, therefore, be considered the key to the life of the common man. It is also a crucial factor in the economic development of the nation. Therefore, infrastructure development has been the priority of the Government and it has taken numerous initiatives towards better infrastructure creation. Creating housing infrastructure is one of the key priorities of the Government. A roof over one’s head is the dream of every person and the Government’s Pradhan Mantri Awas Yojana was introduced to realize this dream. The PMAY aims at ‘Housing for All’ by 2022. Ensuring electricity connectivity to the remotest villages is another important programme of the Government. The Deen Dayal Upadhyaya Gram Jyoti Yojana (DDUGJY) and Pradhan Mantri Sahaj Bijli Har Ghar Yojana - Saubhagya schemes are transforming the lives of people in rural India. Creation of Smart Cities is yet another major project of the Government. The basic idea behind the Smart Cities project is not only to create cities with better civic amenities or improved infrastructure but also help create inclusive and collaborative cities, with the aim of transforming the lives of the people living there. Creation of infrastructure in various fields such as education, health etc. has also been the focus of the Government. Roads are the lifeline of any country and connectivity is a critical aspect of infrastructure for the common man. Good roads and highways help to reach places faster. Therefore, Government aims at creating improved road and highway infrastructure under the Bharatmala scheme. Similarly, Government has given a big push to transformational changes in rail infrastructure as well as development of inland waterway routes. Through the UDAN scheme, the Government seeks to make air travel affordable for the common man in small cities. Thus, creating facilities for the common man through improved infrastructure has been the priority of the Government. The various Government schemes and programmes will go a long way in the process of transforming the life of the citizens and ensuring all round progress of the nation. It is a prolific mode of transport crucial for nation-building through extended transport connectivity, logistics, and promotion of economic development and trade. However, one part of the country that has remained the least connected is the Northeast region (NER) which includes eight states (Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim and Tripura). Lately, however, the government has taken several steps to create new and improve existing infrastructure in the NER. These include concerted efforts to boost air, road, rail, waterways, and telecom connectivity. This Briefing Paper attempts to understand railways connectivity initiatives in the NER and their potential to foster connectivity, trade, and economic cooperation within and outside the region, particularly with Bangladesh, Bhutan, and Nepal. Answer MINISTER OF STATE IN THE MINISTRY OF RAILWAYS (SHRI RAJEN GOHAIN) (a): All State Capitals except the State of Meghalaya, Manipur, Nagaland, Mizoram and Sikkim are connected by Broad Gauge Railway Line. In Goa, Broad Gauge rail connectivity exists upto Madgaon and Vasco-da-Gama stations. The summer Capital of Jammu & Kashmir, Srinagar is connected to Broad Gauge network but it does not have connectivity with Railways network beyond Banihal. At present, out of the 29 States, 22 States are connected by Rajdhani/Shatabdi Express type of train services. (b): At present there is no proposal to connect the State Capitals which are yet to be served by Rajdhani Express. However, introduction of train services including Rajdhani Express is an ongoing process over Indian Railways subject to operational feasibility, commercial viability, availability of resources etc.

Introduction The Northeast Frontier Railway with a total route length of 4136.13 Km, is one of the 17 (Seventeen) Zonal Railways of India and serves as the life line or the main artery for movement of people and essential commodities for the entire region comprising Bihar, North Bengal, Sikkim and the 'Seven Sisters of the North-East, Viz Assam, Meghalaya, Tripura, Mizoram, Manipur, Nagaland and Arunachal Pradesh. The Northeast Frontier Railway is also strategically very important as the North-East Region is practically surrounded by international border on all sides except the narrow neck connection it has with the rest of India. The area of Northeast Frontier Railway operation is characterized by exceptional beauty at the same time by some of the most arduous terrain. Despite severe constraints due to natural calamities and disturbances, this Railway has been adequately carrying essential commodities into this region and helping in transporting local products out of this region. During the year 2017-18 the total Freight Traffic carried was 35.11 million tones. During the 6-week National Mission of GeM (NMG) launched recently by Commerce Minister, GeM organized training in more than 220 districts and 180 towns, covering about 50,000 buyers and sellers. During the mission, 1617 organizations have been on-boarded and 1405 new organizations have started transactions. As per road map emerging out of the national mission, railways have set a target to carry out annual procurement of Rs. 10,000 crore through GeM provision in IREPS during the next year. VISION OF A NEW INDIA: The Ministry of Commerce & Industry is creating an action-oriented plan which will highlight specific sector level interventions to bolster India‘s march towards becoming a USD 5 trillion economy before 2025.
