Railway accidents and serious incidents to be investigated <Railway accidents to be investigated> ◎ Paragraph 3, Article 2 of the Act for Establishment of the Japan Transport Safety Board (Definition of railway accident) The term "Railway Accident" as used in this Act shall mean a serious accident prescribed by the Ordinance of Ministry of Land, Infrastructure, Transport and Tourism among those of the following kinds of accidents; an accident that occurs during the operation of trains or vehicles as provided in Article 19 of the Railway Business Act, collision or fire involving trains or any other accidents that occur during the operation of trains or vehicles on a dedicated railway, collision or fire involving vehicles or any other accidents that occur during the operation of vehicles on a tramway. ◎ Article 1 of Ordinance for Enforcement of the Act for Establishment of the Japan Transport Safety Board (Serious accidents prescribed by the Ordinance of Ministry of Land, Infrastructure, Transport and Tourism, stipulated in paragraph 3, Article 2 of the Act for Establishment of the Japan Transport Safety Board) 1. They are made by firmly moding rice into triangular, round, or cylindrical shapes in the palms of the hands. Sometimes a mold is used to press the rice into shape. In the Kanto area (east Japan) triangular rice balls were standard, while in Kansai (west Japan) they were usually cylindrical. Many kinds of onigiri are sold by boxed-lunch vendors and at convenience stores and onigiri specialty shops. They’re one of the popular lunches. (Abstracted from The Japanese-English Dictionary for Conversation about Japan, p. 107, Obunsha) The standard ingredients people used to put in onigiri were pickled plums (umeboshi), dried shaved bonito (okaka), and broiled salted salmon (sake). Then, they were wrapped with a dried piece of seaweed (nori). But now, various kinds of ingredients such as tuna with mayonnaise and broiled beef are put in onigiri. Rice goes well with almost all food because the rice itself has no special taste. Yakionigiri is also a popular onigiri. The surface of a rice ball is covered with soy sauce and toasted until it is golden brown. Hot, freshly toasted onigiri smell great and are a popular thing to eat after drinking. Having a picnic under cherry trees is a Japan’s typical picnic style in Japan. The best season to have a picnic is now! Why not go outside with some onigiri and enjoy spring in Japan? Railway Accident Investigation Report, Synopsis Japan Transport Safety Board ~ Accident with human death caused by the collision between the train and a pedestrian, at the class 4 level crossing ~ Railway operator : Chichibu Railway Co., Ltd. Accident type : Level crossing accident Date and time : At about 16:52, December 19, 2018 Location : Hanyu No.22 level crossing, class 4 level crossing without automatic barrier machine nor road warning machine, in the premises of Shingo station of Chichibu Main Line, Hanyu City, Saitama Prefecture <SUMMARY> While the outbound 1545 train, started from Hanyu station bound for Kagemori station of Chichibu Main Line, was running in the premises of Shingo station at a velocity of about 43 km/h, the driver of the train noticed a pedestrian entering Hanyu No.22 level crossing, then sounded a whistle and applied an emergency brake immediately, but the train hit the pedestrian. The pedestrian was dead in the accident. Japan Transport Safety Board <PROBABLE CAUSES> - It is highly probable that the accident occurred as the train hit the pedestrian because the pedestrian entered Hanyu No.22 level crossing, class 4 level crossing without automatic barrier machine nor road warning device, in the situation that the train was approaching. - It could not be determined why the pedestrian entered the level crossing in the situation that the train was approaching, because the pedestrian was dead in the accident. <EXPECTED MEASURES TO PREVENT THE RECURRENCE> - The class 4 level crossing, that is not equipped with the automatic barrier machine nor the road warning device, should be abolished or should be equipped with the level crossing protection device. -

Railway accident investigation report Railway operator : West Japan Railway Company Accident type : Level crossing accident Date and time : About 8:21, February 13, 2015 Location : Hachinin-yama level crossing, class one level crossing, located at around 166,410 m from the origin at Kobe station, between Nishiachi station and Shin-Kurashiki station, double track, San-yo Line, Kurashiki City, Okayama Prefecture SUMMARY On February 13, 2015, the outbound local Electric 1731M train, composed of 6 vehicles, started from Okayama station bound for Fukuyama station, San-yo Line of West Japan Railway Company, departed from Nishiach station on schedule, 08:19. The driver of the train cruising with the speed of about 95 km/h, noticed the stop signal of the obstruction warning signal at Hachinin-yama level crossing and, at the same time, noticed the truck stopped in the level crossing, so that he immediately took an emergency brake and blew the whistle, but it was too late, the train collided with the truck and stopped at about 210 m passed the level crossing. There were about 300 passengers, the train driver and the conductor onboard the train, among them, 44 passengers and the train driver were injured, including one seriously injured passenger. The driver of the truck was not injured because he evacuated out of the level crossing when the collision occurred. The train was not derailed but damaged in the front part of the first vehicle and in the right side of the first and the second vehicles. The truck was seriously damaged but fire was not ignited. -

General Information on the Ara River Basin Takizawa Dam is located in the upstream of the Ara River which is classified as a ‘Class A river’ in Japan. The Ara River runs through the center of Tokyo, capital city of Japan, extending for 173km from the source of the river in Mt. Kobushigatake to the river mouth, with 2,940 km2 of catchment area, serving water for a population of approximately 9.8 million in the basin. The total capital of the basin reaches 188 trillion yen (one third of the total capital of Kanto region). Now, beneficiaries of the tap water from the river exceeded 10 million people. Figure1. Map of the Ara River Basin Historically, the river has sometimes brought serious flood damage and caused serious impact on socio-economic infrastructure, especially local residents. Therefore, the successive governments had conducted the large scale flood prevention works and changed the main stream of the river. Especially, mainstream of the river course in the downstream had drastically been changed for flood control between 1911 and 1930. Thanks to these efforts, flood damage in the downstream area of the Ara River has drastically lowered, and key functions of the capital city of Japan has been secured. -
