Chapel Hill 2020 Approved by: Daniel Kreiss Adam Saffer Adam Sheingate © 2020 Bridget Barrett ALL RIGHTS RESERVED ii ABSTRACT Bridget Barrett: Platforms and Outsiders in Party Networks: The Evolution of the Digital Political Advertising Network (Under the direction of Daniel Kreiss) Scholars seldom examine the companies that campaigns hire to run digital advertising. This thesis presents the first network analysis of relationships between federal political committees (n = 2,077) and the companies they hired for electoral digital political advertising services (n = 1,034) across 13 years (2003–2016) and three election cycles (2008, 2012, and 2016). The network expanded from 333 nodes in 2008 to 2,202 nodes in 2016. In 2012 and 2016, Facebook and Google had the highest normalized betweenness centrality (.34 and .27 in 2012 and .55 and .24 in 2016 respectively). Given their positions in the network, Facebook and Google should be considered consequential members of party networks. Of advertising agencies hired in the 2016 electoral cycle, 23% had no declared political specialization and were hired disproportionately by non-incumbents. THE DEATH PENALTY IN 2018: YEAR END REPORT Media Coverage Highlights The Death Penalty Information Center’s 2018 Year End Report was released on December 14, 2018 and received extensive coverage in hundreds of print, online, television, and radio news outlets across the United States and around the world. Coverage highlighted that 2018 marked the fourth consecutive year with fewer than 30 executions and 50 death sentences and that fewer death-row prisoners now faced active death sentences than at any time in more than a quarter century. Many media outlets reported that, for the first time since Furman v. Georgia, no county imposed more than two death sentences. The report also emphasized that even as the number of death sentences and executions had dramatically fallen since the 1990s, that decline had not reduced the death penalty’s discriminatory and arbitrary nature when it was applied. The report noted that rather than reserving executions and death sentences for the worst of the worst crimes and offenders, capital punishment was instead disproportionately meted out in 2018 in cases involving the most vulnerable defendants and prisoners and the least reliable judicial process. The overwhelming majority of news stories reported that the developments in 2018 represented a continuation of the long-term decline of capital punishment in the United States. A Washington Post editorial was titled “Death sentences are in decline. It’s time to do away with them entirely.” A New York Times article led off with: “This year, for the first time in the modern history of the death penalty, no single county in the United States imposed more than two death sentences.” A Los Angeles Times story covering the report was on the front page and accompanied by a strong editorial titled “Capital punishment is a national disgrace.

The Left Versus the Left: Progressive media is filling the void It is commonly understood that there is a bias in the television news media with Fox News on the right and MSNBC and their ilk on the left, but the real conflict is between the corporate left broadcast media and the independent progressive left media — a conversation many might not be aware is happening. What divides the two camps is simple: It comes down to where you get your news. Claiming that MSNBC and CNN, among others, represent the ideas of the left shows a misunderstanding that most people under 30 get their news online. More than 39 million people have cut the cord and no longer have access to cable. While left-leaning corporate broadcast media has been consumed with Russian conspiracies (albeit appropriate, given our corrupt commander-in-chief), a new independent left has emerged. Provided by podcasts, left-wing magazines and YouTube channels, this new left is less likely to be controlled by corporate interests and presents a world-view different from their corporate counterparts. If you get your news from MSNBC you might think that the Russiagate case was a slam dunk, Bernie Sanders has no shot of winning, the Ukraine investigation is the most important story of our time and Nancy Pelosi is the first line of defense against Donald Trump. Get your news online and you’d see the holes on the Russiagate story, learn that Bernie Sanders has been consistently second in the polls and has the best chance of beating Trump in the 2020 election.

A HOOVER INSTITUTION ESSAY ON CONTEMPORARY AMERICAN POLITICS The 2016 Presidential Election—An Abundance of Controversies As the polls universally predicted, Hillary Clinton won the popular vote. But contrary to universally held expectations, Donald Trump shocked the political world by breaching the Democrats “blue wall” and winning a majority of the Electoral College. This was only Institution Hoover one of myriad controversies associated with the 2016 voting, several of which continue months after the election. Disappointed commentators pronounced that Trump’s win was a victory for racism, sexism, ethnocentrism, and other social pathologies. As we discuss in the next essay, preliminary analyses indicate that such charges are exaggerations at best. In this essay, we note that the voting in 2016 was little different from that in 2012. But in a majoritarian system like that in the United States, small shifts in votes can have enormous consequences for political control and public policy. The data indicate that millions of Americans faced a choice between two candidates they regarded as extremely unattractive. Far from an endorsement of Trump’s more incendiary positions, Americans voted for him in spite of those positions, believing that the alternative was worse. MORRIS P.
