Major characteristic underlining this process are involvement of foreign actors and ethnic heterogeneity of the region. Combining both was the model for providing regional security, the examples are the Otoman and Hapsburg Empires. The brake up of these models brought the nation-state concept in the Balkans. However, building nation-states in the Balkans and having in mind the characteristics of the history of dynamics and development is more likely to raise tensions, than bring security. Learning from the past the region recognizes the new models for security within the frame of EU and NATO.     MEDIA COVERAGE OF THE CASE “TELECOM” Assessment of the investigative journalism in some of the media in Macedonia in the period between 29 December 2011 and 10 February 2012 Author: Teofil Blazevski Skopje - February 2012 Transparency International - Macedonia Introduction Subject of this analysis were the texts in some of the media in Macedonia on the “Telecom” case. The case involves a big company in Macedonia with combined foreign-national ownership, whose representatives at a given point of time, according to the facts established by both Macedonia and the United States so far, had undertaken unlawful and illegal actions with elements of corruption thus damaging both the shareholders and the citizens. The case was once again in the centre of attention of the Macedonian media after the documents collected by the US authorities became available at the end of 2011. They clearly pointed out that Magyar Telecom in the period between 2005 and 2006 performed certain unethical financial operations aimed at bribing officials both in Macedonia and Montenegro in order for the owner to gain additional profit. Our analysis concentrates on the story coverage by the Macedonian media in a period of about 40 days. Out of a total of 58 media, if we exclude the ones focused on culture or entertainment, the number of monitored media comes down to 40. Methodologically, the analysis had been performed with the help of statistical indicators that were afterwards interpreted.     2004 Country Report on Human Rights Practices in Macedonia Page 1 of 16 Macedonia Country Reports on Human Rights Practices - 2004 Released by the Bureau of Democracy, Human Rights, and Labor February 28, 2005 Macedonia is a parliamentary democracy with multiethnic party representation and a popularly elected president. In 2001, the country experienced an insurgency conducted by Kosovar and indigenous ethnic Albanians. In August 2001, domestic political parties signed the Framework Agreement (FWA) that called for implementation of constitutional and legislative changes to lay the foundation for improved civil rights for ethnic minority groups. Parliament had completed nearly all remaining FWA-mandated legislative actions by year's end, including new laws on fiscal and administrative decentralization and municipal boundaries, which provided for enhanced minority civil rights and devolution of power to local governments. In April, following the death of former president Boris Trajkovski, Branko Crvenkovski was elected President in elections deemed generally free and fair by international observers. Former Interior Minister Hari Kostov became Prime Minister in May, but resigned after less than 6 months in office. Former Defense Minister Vlado Buckovski became Prime Minister in December. The Constitution provides for an independent judiciary; however, corruption, coercion and political influence at times limited its ability to function efficiently. The Ministry of Interior (MOI), which oversees the uniformed police, the non-uniformed police, the police reservists, the internal intelligence service, and the newly-formed Border Police, is under the control of a civilian minister; a parliamentary commission oversees operations. The civilian authorities generally maintained effective control of the security forces. Some members of the security forces committed human rights abuses.

Draft resolution2 1. Without the right to freedom of expression, and free, independent and pluralistic media, there is no true democracy. The Council of Europe and its Parliamentary Assembly are firmly committed to strengthening media freedom in all its aspects, including the right of access to information, the protection of sources, the protection against searches of professional workplaces and private domiciles and the seizure of materials, the safeguard of editorial independence and of the ability to investigate, criticise and contribute to public debate without fear of pressure or interference. The safety of journalists and other media actors is a fundamental component of this freedom. 2. Under the European Convention on Human Rights – in particular, but not only, its Article 10 – member States have a positive obligation to establish a sound legal framework for journalists and other media actors to work safely. However, threats, harassment, legal and administrative restrictions and undue political and economic pressure are widespread. Worse still, in some countries, journalists who investigate affairs involving corruption or abuse of power, or who merely voice criticism of political leaders and governments in power, are physically attacked, arbitrarily imprisoned, tortured or even murdered. In this respect, the Assembly also refers to its Resolution 2293 (2019) “Daphne Caruana Galizia’s assassination and the rule of law in Malta and beyond: ensuring that the whole truth emerges”. 3.
