1 INTRODUCTION

1.1 Project Background The Pacific Gas and Electric Company (PG&E) Hunters Point Power Plant Site (HPPP Site) is located in southeast San Francisco (Figure 1). The HPPP Site is the location of the former Hunters Point Power Plant, which was permanently shut down in May 2006. Since that time, all aboveground structures have been dismantled and removed, underground structures (e.g., former water intake tunnels) have been closed and/or removed, and various cleanup and restoration activities have been completed in accordance with the Voluntary Cleanup Agreement (VCA) between PG&E and the California Department of Toxic Substances Control. As part of the HPPP Shoreline Remediation Project (Project), PG&E performed soil remediation and surface enhancement in the Shoreline Area of the HPPP Site, including (1) removal of accessible soil to an approximate depth of 2 feet at six locations (Remediation Areas 1 through 6; Figure 2), and (2) enhancement of the Shoreline Area surface to conserve existing natural areas and improve public access opportunities. The soil removal activities addressed impacted soil, and the surface enhancement addressed the Bay Area Air Quality Management District requirements for areas with naturally occurring asbestos (NOA), as well as San Francisco Bay Conservation and Development Commission (BCDC) requirements and guidelines for areas within their 100-foot shoreline band. Enhancement activities included landscaping and revegetation (planting) with the following goals: • Stabilize soils to prevent wind- and water-borne mobilization of NOA and protect future users against health risks from NOA; • Improve upland grassland and/or coastal scrub habitat; • Expand and improve artificial swales and bio-retention areas to treat site stormwater runoff; and • Create turf meadow zones for informal public use such as seating and picnicking

As part of the Project, PG&E developed a Planting and Monitoring Plan (Stillwater Sciences et al. 2015) to provide additional details on the planting as well as the monitoring that will be performed to ensure that the planting goals are achieved. The plan includes details on monitoring methods as well as maintenance activities and adaptive management that may be necessary. The Regional Water Quality Control Board (RWQCB) reviewed and approved the plan. The 401 Water Quality Certification required that restoration actions include the re-establishment of 1.83 acres of native upland grassland habitat and 1.15 acres of Coastal Scrub habitat along the shoreline and that “grass, forb, and shrub plantings in mitigation areas shall be monitored for a minimum period of five years, and until the success criteria in the Mitigation and Monitoring Plan are achieved.” As described in the monitoring plan, annual monitoring will occur in late spring/early summer (e.g., May or June) and reports will be prepared after each annual monitoring event and distributed to the permitting agencies by November 15. The annual monitoring reports will document the results for performance standard criteria from all planting areas and whether the performance standards are being met. If performance standards are not met, the report will include recommendations for adaptive management and subsequent discussions will be held with RWQCB and/or other relevant permitting agencies to discuss and finalize these actions.

1.2 Project Area The HPPP Site is a 30-acre property located at 1000 Evans Avenue in the Hunters Point neighborhood of San Francisco, immediately south of Heron’s Head Park, north of the India Basin Shoreline Park and adjacent to India Basin in San Francisco Bay (Figure 1). The Project Area for planting occurs on the perimeter of the HPPP Site as illustrated in Figure 2 and includes the VCA-defined Shoreline Area, which incorporates the public access path that connects Heron’s Head Park and India Basin Shoreline Park and associated public use areas. The Project Area is bordered on the landside by the demolished, cleaned, and largely paved HPPP Site and on the waterside by India Basin and a tidal inlet and tidal lagoon that are hydrologically connected to San Francisco Bay. The banks of these waterbodies are primarily rip-rap.

1.3 Planting Implementation At Project completion, the Project Area along the shoreline was stabilized with both impervious (concrete and asphalt) and pervious surfaces (decomposed granite and areas with planting). All restoration and planting activities were done in accordance with the Planting and Monitoring Plan. Prior to planting, the site was prepared by contouring temporarily disturbed areas to grade and removing target weeds as defined in the Planting and Monitoring Plan (Appendix A). Weed removal included manual removal of fennel (Foeniculum vulgare) and purple pampas grass (Cortaderia jubata), and herbicide application to areas with a high density of non-native herbaceous cover.

The Project Area was planted in January 2017 in accordance with the planting plan developed in the Planting and Monitoring Plan. Plants were procured from a local source and the planting areas were stabilized with a tackified hydroseed. The Planting and Monitoring Plan included the vegetation types listed in Table 1 and species selected included those that are native to the San Francisco Bay region and/or California, are horticultural varietals of native species, or if not native to California, are appropriately climate-adapted to the San Francisco Bay Area, as well as consistent with BCDC guidelines (Appendix B).

Immediately after planting was completed, an uncharacteristically large storm event occurred that caused high overland flow and runoff, uprooted recently planted containers and washed away large swathes of seed mix. This unusual event resulted in the need for supplemental planting, seeding, mulching, and other maintenance activities throughout 2017 as detailed in the First Annual Restoration Monitoring Report (ERM 2017).

2 MANAGEMENT ACTIVITIES PERFORMED

Maintenance activities that have been performed after the Years 1, 2, and 3 plant monitoring dates include regular irrigation, invasive weed control, and vegetation trimming. No replacement plantings were made following the conclusion of Year 1 monitoring in the winter of 2017/2018. Two supplemental planting events occurred after the Year 2 (2018) monitoring: one in March 2019 and one in May 2019. The March event addressed recommendations to improve survival and cover performance where these criteria were not being met as summarized in the Year 2 Planting Recommendations Technical Memorandum (Stillwater Sciences 2018a). The May event addressed recommendations following lighting replacement activities which resulted in ground disturbance and reduction in vegetative cover as summarized in the Planting Recommendations for Lighting Areas Technical Memorandum (Stillwater Sciences 2019a). One supplemental planting event occurred after the Year 3 monitoring in November 2019; this event addressed recommendations to improve survival and cover performance where these criteria were not being met as summarized in the Year 3 Planting Recommendations Technical Memorandum (Stillwater Sciences 2019b).

3 MONITORING METHODS

Year 4 monitoring was conducted on June 17 and 18, 2020. Monitoring methods followed the protocols established in the Planting and Monitoring Plan and any adjustments made to the approach during the Years 2 and 3 monitoring events as described in the Year 2 Plant Monitoring Report (Stillwater Sciences 2018b) and the Year 3 Plant Monitoring Report (Stillwater Sciences 2019c).

3.1 Performance Standards The performance standards developed in the Planting and Monitoring Plan are summarized in Table 2. The monitoring methods described below are intended to assess whether the Project is meeting these standards on an annual basis; however, the standards are not required to be met until the five year monitoring period is complete.

3.2 Survival of Planted Species During the Year 1 monitoring effort, planted container stock were monitored for survival in five plots; plugs were determined to be indistinguishable from plants that had been seeded so they were not monitored. These plots were 75 feet by 25 feet, their boundaries overlapped different vegetation types, and they included representative samples of each planted vegetation type (Table 1, Figures 3a and 3b). Within each plot, the vigor category (Table 3) was noted for each planted species. The number of dead individuals of each species was compared with the as-built planting numbers to calculate a percent survival by species and for overall plantings. Prior to the Year 4 monitoring event, any container plants that were added within the survival plot boundaries during the March, May, and November 2019 supplemental planting events were recorded with a sub- meter accuracy geographic positioning system (GPS); the as-built information in combination with the supplemental planting events was utilized as the baseline to assess which plants had survived and the vigor of each surviving plant.

3.3 Percent Cover of Native Species and Target Weeds During the Year 1 monitoring effort, six 1-square-meter cover quadrats were established in each of the four planted vegetation types (Figures 3a and 3b).. During Year 2 monitoring, these same quadrats were sampled except for a few cases where the quadrat was not placed in the vegetation type that was being assessed; as such, several quadrats were moved to ensure six quadrats per vegetation type. During Years 3 and 4 monitoring, the same quadrats were sampled as sampled in Year 2. At each quadrat, a visual estimate of absolute cover for each plant species present was recorded. All plant species were identified following the of Jepson eFlora (Jepson Flora Project 2020).

3.4 Photo Monitoring Fixed locations for photo monitoring were established during the Year 1 and Year 2 monitoring efforts to monitor site changes over time (Figures 3a and 3b). During Year 4 monitoring, photos were taken from a standing position at all established photo points at the specified compass bearing.

3.5 Data Analysis Data were collected and analyzed to assess whether the performance standards are being met. Percent survival was calculated by dividing the number of living plants by the number of originally planted plants plus any plants that were planted subsequent to the initial planting effort (i.e., March, May, and November 2019 supplemental planting events). Survival was calculated for each vegetation type present within the individual survival plots, as an average per vegetation type, and by species. Average vigor was also calculated at a species level to inform the need for adaptive management.

Percent cover of all target weeds in a plot was summed separately from all other species in each quadrat. Total absolute percent cover and absolute percent cover of target weeds was reported for each quadrat and an average was calculated for each vegetation type.

4 MONITORING RESULTS

An overview of the location of all survival plots, quadrats, and photo points for Year 4 monitoring is displayed in Figures 3a and 3b. Vegetation monitoring field data are available in Appendix C.

4.1 Survival of Planted Species Percent survival of planted individuals varied by plot and vegetation type. Overall, average survival was lowest in Coastal Scrub (Table 4). Between Years 3 and 4, cover decreased significantly for Coastal Grassland and Coastal Scrub and decreased slightly for Bioretention Areas (Table 5). During the Year 4 monitoring event, it was observed that there was significant die-off of multiple plantings in the Coastal Scrub areas of Plots 1 and 5 and Coastal Grassland areas of Plot 2; a portion of this die-off was due to a string-line trimming event that occurred in early June that killed and/or severely damaged many of the plants (i.e., all 40 of the Grindelia camporum [Great Valley gumweed] in Plot 5 and 23 out of 51 Elymus condensatus [giant wild-

rye] in Plot 2). Reduced survival in the Coastal Grassland area of Plot 5 can primarily be attributed to the fact that most of the plot was re-assigned from Coastal Grassland to Coastal Scrub between Years 3 and 4 (Stillwater Sciences 2019c).

The average survival rate of each planted species was also assessed for Year 4. Species with particularly low survival (i.e., less than 35 percent) and vigor (i.e., 1 or 2) included: Alstromeria sp. (Peruvian lily), Artemisia pycnocephala (coastal sagewort), Ceanothus sp. (California lilac), Eriogonum latifolium (seaside wild buckwheat), Eriophyllum confertiflorum (golden-yarrow), Eriophyllum sp. (woolly sunflower), Grindelia camporum, Hesperocyparis macrocarpa (Monterey cypress), Lupinus arboreus (yellow bush lupine), subnuda (tall coastal plantain), Romneya coulteri (Coulter’s matilija poppy), and Salvia sp. (sage) (Table 6).

Additionally, several species had high survival but average relatively low vigor. Some of the low survival and/or vigor may be due to the May 2020 trimming event; however, some of these plants may not be well-suited for the site. This information can be used as a guide for selecting more successful species to replace the less successful plantings.

4.2 Percent Cover of Native Species and Target Weeds The total cover of all vegetation observed in Year 3 was highly variable between quadrats; average absolute cover was highest in the Bioretention Areas and lowest in Coastal Scrub (Table 7). Absolute cover of target weeds was zero percent in all quadrats except two; this was due to the presence of one plant of Cortaderia jubata (purple pampas grass) in quadrat 2 and one individual Foeniculum vulgare (fennel) in quadrat 18 (Table 7). Between Years 3 and 4, cover decreased significantly in two Meadow Lawn quadrats (8, 11) and two Bioretention Areas quadrats (22, 23) while cover increased, often significantly, in multiple quadrats (Table 8). A few quadrats have relatively low cover of native species (i.e., quadrats 1, 9, and 12). Non-native species that account for significant cover in many plots include Festuca arundinacea (tall fescue), Helminthotheca echioides (bristly ox-tongue), Medicago lupulina (black medick), Medicago polymorpha (California burclover), Plantago coronopus (buckhorn plantain), Polypogon monspeliensis (annual beard grass), and Polypogon viridis (water beard grass) (Table 9).

5 ACHIEVEMENT OF PERFORMANCE STANDARDS

There are currently 1.96 acres of native upland grassland (Coastal Grassland and Meadow Lawn) and 1.29 acres of Coastal Scrub; therefore, the Project meets the RWQCB’s requirements for 1.83 acres of native upland grassland habitat and 1.15 acres of Coastal Scrub habitat along the shoreline. However, several of the specific performance standards that were established in the Planting and Monitoring Plan are not yet being met (Table 11): survival performance standards are not being met for Coastal Grassland and Coastal Scrub and absolute cover standards are not being met for Meadow Lawn. As noted above in Section 3.1, performance standards are not required to be met until the monitoring period (5 years) is complete, which is considered an appropriate establishment period for the species that were planted. Recommendations for adaptive management are provided below.

6 RECOMMENDATIONS FOR ADAPTIVE MANAGEMENT

Based on the results of the Year 4 monitoring survey, additional planting is recommended in fall 2020 to improve survival and cover performance where these criteria are not being met as indicated in Table 11, as follows: • Coastal Grassland: replace many of the herbaceous plants that have died to improve survival. • Coastal Scrub: replace many of the woody plants that have died to improve survival. • Meadow Lawn: plant plugs to increase cover.

Species should be selected based on the original planting design and also with consideration of documented survival rates and average vigor of individual species as reported in Table 5. A technical memorandum identifying the locations for the supplemental planting and the species for each area should be developed in early fall so the replanting can be completed as the rainy season initiates (e.g., late October or early November) to allow for successful establishment.

Target weed cover should continue to be monitored over the course of Year 5 as part of ongoing Project maintenance activities; removal of target invasive species must be performed as soon as they are identified to minimize establishment. Removal of additional non-native plant species that have significant cover and are displacing natives (e.g., Lotus corniculatus [bird’s-foot trefoil], Medicago lupulina, Medicago polymorpha, Polypogon viridis, and Sonchus asper subsp. asper [prickly sow thistle]) should be also conducted on an as-needed basis.

Irrigation should continue to be monitored as part of ongoing Project maintenance activities and adjusted as necessary to ensure short- and long-term success.
