EXECUTIVE SUMMARY

URS Corporation Ltd (‘URS’) was appointed by Staffordshire County Council (the Client) to conduct a Phase I Environmental Site Assessment (‘ESA’) of Woodhouse Business and Enterprise College (‘WBEC’) located at Highfield Avenue, , Tamworth, B77 3JB, UK.

The objective of the Phase I ESA was to identify significant potential environmental issues within a 1km radius that may become a constraint to the Tamworth Academy development, and allow the design of a targeted Phase II investigation.

Information about the subject site and surrounding properties was obtained from URS’ site reconnaissance and a document review, which included an Envirocheck  Report commissioned from Landmark Information Group Ltd.

No significant risk of contamination was identified from the current operation of the site as a school. No areas of significant staining were observed and all areas of hardstanding were assessed to be in good condition.

The site has been a school since at least the 1970’s, prior to that it was undeveloped. Several potential offsite historic sources of contamination were identified however given their distance from the subject site, the potential for significant ground contamination associated with historical offsite activities is considered to be Low .

The environmental sensitivity of the site in relation to surface water, groundwater and ecological receptors is considered to be Low .

The overall soil and groundwater environmental risks associated with the site are considered to be Low . This is based on the current and historical on site and offsite activities and the underlying geology (Minor Aquifer).

1. INTRODUCTION

URS Corporation Ltd (‘URS’) was appointed by Staffordshire County Council (the Client) to conduct a Phase I Environmental Site Assessment (‘ESA’) of Woodhouse Business and Enterprise College (‘WBEC’) located at Highfield Avenue, Amington, Tamworth, B77 3JB, UK.

This assignment was performed in accordance with URS’ proposal reference 3064600 Issue 2 dated 27 th February 2009, and subsequently authorised by Michelle Corbett of Staffordshire County Council on 27 th March 2009. The objectives and scope of the Phase I Environmental Site Assessment are presented in the following sections.

1.1. Objectives

It is URS’ understanding that Staffordshire County Council intend to redevelop the WBEC as part of the Tamworth Academy Development. In order to facilitate this development and to satisfy the requirements of the planning regulations a Phase I ESA and a Phase II geo-environmental investigation are required.

The objective of the Phase I ESA was to identify significant potential environmental issues within a 1km radius that may become a constraint to the Tamworth Academy development, and allow the design of a targeted Phase II investigation.

1.2. Scope of Services

The Scope of Services for this Phase I ESA is detailed in the Proposal issued to the Client by URS, dated 27 th February 2009. The scope of works includes the commissioning of an Envirocheck  and Coal Authority Report, and preparation of a Phase I ESA by covering a review of the following:

• Historical Maps;

• Landfill locations and waste transfer/treatment sites;

• Those holding Part A (IPC) and Part B authorisation under Part I of the Environmental Protection Act 1990;

• Those subject to IPC Enforcement Notices;

• Those holding radioactive substance authorisations;

• Pollution incidents to controlled waters;

• Those holding consents under the Planning (Hazardous Substances) Act 1990;

• Those holding discharge consents under the Water Resources Act 1991 and Water Industry Act 1991;

• Those subject to regulatory prosecutions and statutory nuisance enforcement;

• Background data assessment;

• Site visit; and

• Evaluation and reporting.

1.3. Report Organisation

The remainder of the report is organised as follows:

Section Three gives details of the site environmental setting (geology, hydrogeology and surface water resources) and site sensitivity;

Section Four gives details of the site history and presents the findings in relation to soil and groundwater contamination; and

2. SITE DESCRIPTION

Information about the subject site and surrounding properties was obtained from URS’ site reconnaissance, a document review, and other information obtained and referenced elsewhere in this report. Gavin Campbell of URS conducted a site reconnaissance of the subject property on 30 th March 2009 accompanied by Mark Hartman, the Woodhouse School caretaker. Normal site operations were in progress at the time of the URS visit.

2.1. Site Location

The subject site is situated at Highfield Avenue, Amington, Tamworth, B77 3JB, UK. The facility is located approximately 2.5km northwest of Tamworth town centre at National Grid Reference National Grid Reference (NGR) 423000 303880. A site location map has been provided as Figure 1 to this report.

2.2. Site Features

The school consists primarily of one main building located in the north of the site, partitioned into several smaller premises occupying different departments. In addition to the main building, there is one single storey pre-fabricated building located between the main building and the northern boundary with residential properties on Sheepcote Lane. Access to the site is provided off Highfield Avenue.

A tarmac tennis court is located to the north-east of the site with an artificial football pitch located to the immediate south. The southern part of the site is occupied by playing fields. Part of the main building is occupied by a small sports centre available for public use.

A single boiler room was identified on site and indicated to be gas fired.

During the site walkover, no indication of contamination (ground staining, distressed vegetation, hydrocarbon or chemical odours) was identified.

A detailed site layout plan has been presented as Figure 2 to this report and photographs of the site taken during the site visit are also presented in the Photograph Log.

2.3. Adjacent and Surrounding Land Use

The site is located off Highfield Avenue in a predominantly residential area. Land use immediately surrounding the property is described below:

• North : land use immediately north comprises a residential area, with a railway line beyond;

• East : immediately east is a residential area with Tamworth Municipal Golf Course beyond;

• South : immediately south is a residential area; and

• West : adjacent to the west are residential properties with Tamworth Town Centre beyond.

3. ENVIRONMENTAL SETTING

The physical setting and environmental characteristics of the subject property are based on URS’ site reconnaissance and information obtained from the following sources:

• Envirocheck Report commissioned from Landmark Information Group Ltd (Report Ref: 27552247_1_1, dated 26th March 2009);

• Envirocheck Geology Report commissioned from Landmark Information Group Ltd (Report Ref: 27552247_1_1, dated 26th March 2009);

• Ordnance Survey Landranger Series, 1:50,000 Scale, Sheet 139, and surrounding area;

• Coal Mining Report commissioned from The Coal Authority (Report Ref: 27552247, dated 26th March 2009); and

• The Environment Agency website – www.environment-agency.gov.uk

3.1. Topography

The site is situated at an elevation of approximately 90m above ordnance datum (mAOD). Generally the site dips gently to the west with the playing fields being relatively flat. The school building is approximately 1-1.5m lower than the playing fields.

3.2. Geology

A review of the Envirocheck Geology report for the area was used to assess the nature of the geological sequence beneath the site. It is assumed, based on desk study research only, that the following geological sequence is present beneath the site:

• Although not indicated on the geology map, it is anticipated that the site may be underlain by an unknown thickness of Made Ground, typically present on previously developed sites associated with the presence of foundations and services. The thickness of Made Ground often varies but is typically in the order of one to two metres;

• No drift deposits identified; and

• Bedrock comprising Halesowen Formation (part of the Warwickshire Group), comprising of mudstone, sandstone and siltstone.

3.3. Hydrogeology

The Halesowen Formation is classified by the Environment Agency as a ‘Minor Aquifer’ (variably permeable). No licensed groundwater abstractions are believed to be present

within a 2km radius of the subject site and the site is outside of an Environment Agency designated Groundwater Source Protection Zone, corresponding to potable water abstractions. The site is however in a nitrate vulnerable zone.

3.4. Hydrology

The nearest surface watercourse comprises the Coventry Canal, located approximately 350m north of the site. The River Anker is located approximately 1km northeast of the site, flowing in a southerly direction before converging with the River Tame.

The Environment Agency website indicates that the site is located within a 1 in 1000 risk zone (lowest risk category possible).

No licensed surface water abstractions are believed to be present within a 1km radius of the subject site.

3.5. Coal Mining Search

The subject site was identified as being located in an area of historic mining activity and therefore it was considered prudent to undertake a Coal Mining search.

The Coal Authority Report indicates that the site is within the likely zone of influence from workings in three seams of coal at 130m to 190m depth, last worked in 1940. Any ground movement from these workings should have now ceased. In addition, the site is not in an area that is likely to be affected at the surface from present or planned future workings, however reserves of coal do exist in the local area.

3.6. Designated Sensitive Sites

A local nature reserve, Hodge Lane, was identified 685m northeast of the site. No Sites of Special Scientific Interest (SSSI), Special Areas of Conservation (SAC), Special Protection Areas (SPA), RAMSAR sites, Areas of Outstanding Natural Beauty (AONB), or other ecologically designated sites were identified within a 1km radius of the subject site.

3.7. Radon

The Envirocheck report indicates that the Health Protection Agency has identified between 1-3% of homes in the area to be above the action level with regard to radon. The Envirocheck report further indicates that the British Geological Survey and National Geoscience Information Service have identified that no radon protection measures are required during construction of new dwellings or extensions to existing properties in the area.

3.8. Overall Sensitivity

The environmental sensitivity of the site is considered to be as follows with regards to:

Groundwater – Low environmental sensitivity – The Halesowen Formation is classified as a Minor Aquifer (variably permeable). No licensed groundwater abstractions were identified within a 2km radius of the subject site.

Surface water – Low environmental sensitivity – The closest surface water feature was identified 350m north of the site and no licensed surface water abstractions were identified within a 1km radius of the subject site.

Land Use – Low environmental sensitivity – The subject site is located in a largely residential location. There is a local nature reserve 685m northeast of the site but there are no Sites of Special Scientific Interest (SSSI), Special Areas of Conservation (SAC), Special Protection Areas (SPA), RAMSAR sites, Areas of Outstanding Natural Beauty (AONB), national or local nature reserves or other ecologically designated sites identified within a 1km radius of the subject site.

4. SOIL & GROUNDWATER CONTAMINATION ISSUES

4.1. History of the Site and Surrounding Area

Information pertaining to the history of the site and the surrounding area was reviewed from the historical Ordnance Survey (‘OS’) maps dated between 1883 and 2008. Significant land-use changes on-site and within the immediate vicinity of the site in this period of time are summarised below. The approximate distances to features described in this section have been estimated from the closest site boundary.

4.1.1. Site History

From the earliest available map, dated 1883, the site was assessed to be undeveloped. From at least 1975, up until 2008, the site has been used as a school.

4.1.2. Surrounding Land History

The most recent available map, dated 1883, identifies the presence of a railway approximately 680m north of the site, and an old quarry marked approximately 450m to the west. A brickyard was assessed to be present approximately 1km to the east and a brick and tile works 950m northeast of the site. Glascote Colliery is indicated to be present approximately 750m southwest of the site, with an associated railway (450m southwest) and Terracotta Works (700m south). A number of clay mines were also assessed to be present (200m southeast, 400m south and 750m south).

From at least 1903, a brick and tile works was identified approximately 500m southwest, and a boat works located approximately 800m west of the site.

From at least 1924, a sand pit was identified approximately 750m northeast of the site.

From at least 1966, the railway associated with Glascote Colliery had been dismantled. Glascote Colliery was no longer marked on the map and the Terracotta Works was now indicated as ‘Works’.

From at least 1977, the majority of the land from the western edge of the site to 1km west had been developed into a residential area.

From at least 1989, Arlington Industrial Estate was constructed 1km southeast of the site. A factory was also identified 500m southwest of the site. The majority of the area, located within a 1km radius of the site has now been developed as residential.

No further significant changes to surrounding land use were identified, up to and including the most recent available map, dated 2008.

4.2. Regulatory Database Search

URS commissioned Landmark Information Group Ltd. to conduct a database search of available regulatory agency records to evaluate whether activities on or near the subject

property have the potential to create a significant impact on the subject property. Landmark reviews databases compiled by national and local governmental agencies. The Envirocheck report essentially relates to operational activities for which licences or authorisations are required and have been obtained pursuant to environmental laws. It is therefore possible that there are unauthorised activities being carried out in the vicinity of the subject site that are not detailed. It is noted that the database is not updated regularly and more recent unlisted or otherwise unregistered activities may therefore be present in the surrounding area.

It should be noted that this information is reported as URS received it from Landmark, which in turn reports information as it is provided in various government databases. It is not possible for either URS or Landmark to verify the accuracy or completeness of information contained in these databases. However, the use of this information is a generally accepted practice in the conduct of Phase I Environmental Site Assessments.

Sites identified within the study radius are evaluated to assess if they are likely to have had an adverse impact on the subject property or could be adversely affected by the subject property. The criteria used to evaluate sites within the study radius include distance from the subject property, expected depth and direction of groundwater and surface water flow, likely storm water flow direction, and presence/absence of documented contaminant releases at the identified sites.

The approximate distances to features described in this section have been estimated from the closest site boundary and may also be subject to an error of up to 100m.

The following section summarises key information from the Envirocheck report (Ref: 27552247_1_1 26 th March 2009) that is considered to be pertinent to the subject site.

• The subject site was not identified as being designated by the local authority as a contaminated land site. No sites determined as ‘Contaminated Land’ under Part IIA of the Environmental Protection Act 1990 were identified within a 1km radius of the subject site;

• No enforcement and prohibition notices were identified as being issued to sites within 1km of the subject site;

• No prosecutions relating to controlled waters or authorised processes were identified as being issued to any facilities within 1km of the subject site;

• No Integrated Pollution Prevention and Control licensed facilities were identified within a 1km radius of the subject site;

• Two Local Authority Pollution Prevention and Control (LAPPC) licenses were identified between 500m and 1km of the site. These include a the manufacture of coating materials, and a printworks which is now closed;

• No historic landfill facilities were identified within 2km of the site. One local authority recorded landfill site was identifed 546m south of the site;

• No registered waste transfer stations were identified within 2km of the site;

• No hazardous substances sites, Control of Major Accident Hazards (COMAH) sites, NIHSS sites, Planning Hazardous Substance Consent sites, or Explosive sites were identified within a 2km radius of the subject site;

• No registered radioactive substances consents were identified within 2km of the site;

• A former fuel station was identified 510m northeast of the subject. Given the distance from site, the potential for historic operations at these facilities to have impacted the environment at the subject site is considered to be low;

• There were no reported pollution incidents within 1km of the site in the last five years. There were four minor pollution incidents to controlled waters identified between 500m and 1km of the site. Given the nature of the incidents and distances from the site they are not considered likely to have impacted the environment at the subject site;

• One discharge consent license was identified within a 1km radius of the site, 933m to the east. This is described as sewage effluent.

No activities or incidents were identified from the database search that are considered likely to have resulted in a potential contamination source that may impact or may have historically impacted the soil and/or groundwater conditions at the subject property.

4.3. Previous Reports

There are no known previous reports to have been prepared for the site.

4.4. Potential On-Site Sources of Contamination

4.4.1. Current Sources

No significant risks of contamination were identified from the current land use given the nature of the site. No areas of significant staining were observed and all hardstanding areas were assessed to be in good condition during the site walkover.

4.4.2. Historic Sources

No significant risks of contamination were identified from the historical use of the site, as presented in section 4.1.1.

4.5. Potential Off-Site Sources of Contamination

4.5.1. Current Sources

The following potential offsite sources of contamination were identified:

• Railway line located approximately 680m north of the site present since at least 1883 (earliest map available). Given the distance from site, the potential for contamination to migrate onto site is considered to be low.

• A review of the Envirocheck report identified no activities or incidents that are considered likely to have resulted in a potential contamination source that may impact, or may have historically impacted, the soil and/or groundwater conditions at the subject property.

4.5.2. Historic Sources

The following potential offsite historic sources of contamination were identified:

• Glascote Colliery approximately 750m southwest;

• Railway (450m southwest);

• Terracotta Works (700m south);

• Several clay mines (200m southeast, 400m south and 750m south);

• Old Quarry (450m west);

• Brick and tile works (500m southwest);

• Boat works (800m west);

• Arlington Industrial Estate (1km southeast); and

• Factory (500m southwest).

Given the distances from site the risk of significant soil and groundwater contamination on-site, directly associated with these sources is considered to be low.

4.6. Summary of Soil & Groundwater Issues

The overall soil and groundwater environmental risks associated with the site are considered to be Low . This is based on the current and historic on site and offsite activities and the underlying geology (Minor Aquifer).

The Environment Act 1995 has made site sensitivity a key issue, as the legislation pays as much attention to the pathways by which contamination could spread, and to the vulnerable targets of contamination, as it does the potential sources of contamination. For this reason, Landmark's Site Sensitivity maps and Datasheet(s) place great emphasis on statutory data provided by the Environment Agency and the Scottish Environment Protection Agency; it also incorporates data from Natural (and the Scottish and Welsh equivalents) and Local Authorities; and highlights hydrogeological features required by environmental and geotechnical consultants. It does not include any information concerning past uses of land. The datasheet is produced by querying the Landmark database to a distance defined by the client from a site boundary provided by the client.

In the attached datasheet the National Grid References (NGRs) are rounded to the nearest 10m in accordance with Landmark's agreements with a number of Data Suppliers.
