Dear Resident The purpose of this report is to keep you informed of some of the issues I have dealt with on your behalf during 2014/15. Real progress has been made in respect of these and I hope that you will find this information of interest. During the year I attended meetings regularly to discuss important matters within the community with AMs, MPs, MEPs, Dyfed-Powys Police, and senior officers of the Mid and West Wales Fire Service. Once again we saw continued improvements this year in the condition of our private and council housing, we ensured that our roads were kept in the best possible condition albeit in a period of financial crisis, and we made certain that services to young and elderly people in our community were protected to the greatest possible extent. Speeding in the community's villages continues to cause concern, along with littering and the growing problem of dog fouling in our villages. Action was taken in partnership with the Police in an effort to reduce these problems in the area. The local produce market in Pont-iets went from strength to strength and on average there were around two dozen stalls present every month. I supported the monthly market at Carway Hall. I organized a weekly whist drive at Pont-iets Hall, as well as a monthly whist drive in aid of a number of local, county-wide, and national charities. Finally, I wish to thank my fellow members of Llangyndyern Community Council for their support of me as the local county council member. I would also like to thank them for their positive attitude towards supporting, maintaining, and strengthening local services as much as possible - services that are so important to the everyday lives of our electors. Foreword Foreword As Executive Board Member for Regeneration and Leisure, I am pleased to present the Carmarthenshire County Council Local Development Plan (LDP) as adopted by the County Council on December 10 2014. Whilst taking account of national plans, policies and programmes, the Carmarthenshire LDP provides a locally distinctive means of shaping the future use of land within our County. As such, the Plan takes account of our County’s unique characteristics and qualities and it gives me pleasure to see the emphasis placed on sustainable development as a central principle. I am also pleased to note the close working relationship that the Plan demonstrates with the Integrated Community Strategy. In noting that the LDP is one of only two plans that the Authority is statutorily obliged to produce, I consider that this Plan provides a robust mechanism for delivering the Council’s ambitions over the coming years. I particularly welcome the Plan’s recognition of the importance of promoting a sustainable distribution of growth and regeneration within the context of approaches in regional working. The LDP considers a wide range of issues and presents a vision for the future of the County. The Plan’s Strategy will help realise this vision by identifying the level and distribution of growth and development needed in accordance with the diverse character of the County’s communities. The Plan will deliver its Strategy via the implementation of a range of policies and land use allocations, including provision for new homes and employment over the plan period. I also note that the Sustainability Appraisal (SA) and Habitats Regulations Assessment (HRA) have both provided important roles within the Plan making process and that all regulatory requirements have been adhered to.
