INTRODUCTION This paper is the summary of the Environmental and Social Impact Assessment (ESIA) of the OMVG Project, which was prepared in July 2014. This summary was drafted in accordance with the environmental requirements of the four OMVG countries and the African Development Bank’s Integrated Safeguards System for Category 1 projects. It starts with a presentation of the project description and rationale, followed by the legal and institutional frameworks of the four countries. Next, a description of the main environmental conditions of the project is presented along with project options which are compared in terms of technical, economic and social feasibility. -

Analysis of Capacity Development in Education Management Under the Education for All Programme in Guinea A Dissertation Submitted to the University of Tsukuba In Partial Fulfillment of the Requirements for the Degree of Doctor of Philosophy in Social Sciences Mamadou Saliou DIALLO 2019 ABSTRACT This thesis deals with the analysis of capacity development in education management under the Education for All Program in Guinea. The main purposes of this study are as follows: The first is to provide a general review of Guinea’s education reform processes and their relative outcomes. The second is to trace the pattern of sustainability of the reform framework put in place during EFA program intervention in order to strengthen Guinea’s education system of decentralized management capacity. The third is to provide better understanding and perhaps lessons from Guinea for reform perspectives in comparable countries and regions. Although, capacity development concept/definition appears to be accommodant, its central meaning within the realm of education planning and management refers to the improvement of the performance of the existing system in the educational service delivery in an efficient, equitable and sustainable way. Therefore, the research proceeds with an in-depth case study using political economy as an analytical approach to explore and depict the gradual unfolding and change brought by the reform intervention. With particular scrutiny on the overall structures of the education system, the content, context and the actions of the actors involved in the education reform process. Methodologically, a mixed approach of inquiry is being applied in order to achieve the goals of this research. -

Abstract Brucellosis is a well-known zoonosis which not only causes serious economic losses on the farms where it occurs, but also represents an ongoing threat to public health. The objective of this work was to collect as much information and data as possible on the epidemiological basis of the Djalonke and Dwarf Guinean breeds in order to propose effective strategies to combat the disease in accordance with the realities on the ground. To achieve this objective, retrospective study, sampling, serological study and statistical analysis were the different methodologies adopted for this purpose. The retrospective study carried out among the different executives made it possible to understand that brucellosis is a disease that is not too well known in the Dalaba prefecture. Most farmers are unaware that this disease is a zoonosis. Out of 157 animals examined, 123 blood samples were taken and 100 sera collected and tested using the EAT or Rose Bengal test were found to be positive (i.e. 36.84% in goats with a maximum confidence interval of 37.47% and minimum 36.20%, and 30.23% in sheep with a maximum confidence interval of 32.26% and minimum 28.19%). -

SECTION: INVESTMENT OPPORTUNITIES IN AGRICULTURE GUINEA Project title: Constructing an agro-industrial starch processing complex Name of organization: Ministère de l'Industrie (Ministry of Industry)/APIP (Agence de promotion des investissements privés, agency for the promotion of private investments) Year of establishment: 2015 Project location: Timbi Madina, Pita Prefecture, Mamou Region, Guinea Project type: Greenfield Investment type: PPP Project status: Feasibility completed Investment amount required (EUR €): 13,000,000.00 This project has been developed by the Ministry of Industry and the Agency for the Promotion of Private Investments of Guinea to construct an agro-industrial complex for processing potatoes and manioc. The complex will have three components: a bio-reactor, to generate electricity, high-quality fertilizer and water for irrigation in the off-season; a plant for the extraction of starch and glucose; and a facility for the manufacture of monosodium glutamate. There is also potential for the manufacture of additional products, including biogas, bio-degradable plastics, and bouillon cubes. Guinean farmers have had great success producing potatoes and manioc using traditional, renewable agricultural methods, but have struggled to find a market for their produce. As such, there is an opportunity to turn the excess potato and manioc crops into products for which there is a higher local demand. The developer seeks a partner with technical expertise in managing starch processing units, specifically a manufacturer of potato-processing factory equipment. The developer likewise seeks investors interested in Guinea’s agricultural sector and supporting the establishment of an agro- industrial plant with far-reaching positive impacts on small farmers in rural areas of the country by providing access to new and expanded markets. -
