Gilles Garachon Après des décennies de stagnation, l’économie des Philippines entre dans une phase de croissance durable et vertueuse. Tous les indicateurs de ce pays de 100M habitants sont positifs (balance des paiements, réserves en devises, inflation, déficit budgétaire, rating des agences de notation etc.) voire même très positifs (+7,8% de croissance au 1er trimestre 2013). Traditionnellement tirée par la consommation (transferts des 10 millions de philippins à l’étranger), la croissance reposera désormais aussi sur l’investissement (100Mds USD d’infrastructures prévus dans les 10 ans à venir, aéroports, métros, autoroutes, hôpitaux etc.). Le marché philippin s’ouvre, se développe et se modernise rapidement et les grands groupes locaux, longtemps repliés sur eux-mêmes, s’allient à des investisseurs étrangers pour se déployer en Asie et au-delà. Les perspectives de débouchés pour les entreprises françaises seront donc considérables. Les relations bilatérales se renforcent rapidement, après la visite du Premier Ministre et de la Ministre du commerce extérieur en 2012. La présence économique française, d’une centaine d’entreprise, est structurée autour de la section des Conseillers du Commerce Extérieur de la France (CCEF) et de la Chambre de Commerce française aux Philippines, « Le Club ». Je remercie les CCEF de Manille et leur Président Philippe Gauthier d’avoir rédigé bénévolement cet ouvrage d’orientation sur le marché philippin, qui sera très précieux pour les entreprises en prospection. Il tombe aussi à point nommé pour la visite en France du Ministre des finances accompagné de patrons philippins du Philippines-France Business Council (septembre 2013) et pour la mission du MEDEF à Manille (fin 2013). Présentation par Philippe Gauthier, President, Section de Manille des CCEF Côté français tout d’abord et dans l’environnement philippin, il y a des institutions qui fonctionnent bien : le Service économique, la Chambre de Commerce franco-philippines, les CCEF (les Conseillers du Commerce Extérieur de la France). Les CEE font partie d’une organisation un peu particulière et à ma connaissance, la seule de ce genre, dans le monde. Elle est à but non lucratif et comprend 4 300 membres nommés par le Premier Ministre français, sur recommandation du Ministre du Commerce extérieur. 1 700 membres sont basés en France et 2 600 dans 140 pays différents. Le mandat de chaque CEE est de trois ans sur une base purement volontaire et chacun est considéré comme un expert dans un secteur particulier. La mission de chaque membre est d’apporter au gouvernement français des informations sur les marchés étrangers et les risques métiers, dans le but de promouvoir des échanges mutuellement bénéfiques entre les communautés d’affaires en France et partout dans le monde. Je suis f ier d’être le Président de cette organisation, aux Philippines. Un des points forts des CCE aux Philippines est que plusieurs parmi nous vivent et travaillent sur place depuis des décennies et sont par conséquent en mesure de fournir des données et des conseils fiables et pertinents au niveau non seulement de affaires, mais aussi culturels et historiques. À noter quelques exemples d’entrepreneurs privés qui font rayonner la France : LP Heussaff, responsable d’une société qui fournit des services diversif iés dans l’industrie pétrolière et gazière. J. Branellec, probablement le premier producteur au monde de perles des mers du Sud. Hubert d’Aboville, dans l’industrie énergétique. Roger Ferrari, avec Thalès, livrera un système de pointe de gestion de trafic aérien. Cyril Rocke, fondateur d’une société d’informatique et Président de la Chambre de Commerce franco-philippines et, de plus en plus, de jeunes Français qui développent leurs talents dans les nouvelles technologies. Citons aussi les succès de grands groupes comme Lafarge avec ses cinq cimenteries qui représentent plus de 40 % du marché local, Total avec ses 300 stations service, Essilor avec ses deux usines de production, L’Oréal dans la grande distribution, Schneider dans l’électronique et bien d’autres. Les CCE sont actifs dans bon nombre de secteurs : construction, énergie, transport, tourisme, hôtellerie, objets de luxe, cosmétiques, décoration, vins, services... Nous avons pour objectifs de promouvoir les investissements aux Philippines et en France, de partager nos expériences avec les PME sur le marché d’exportation et d’assister et d’encourager les nouveaux jeunes entrepreneurs français à s’établir dans le pays, créant ainsi de l’emploi pour la population locale et des débouchés pour des sociétés françaises. Le nombre de ces entrepreneurs français spécialistes de l’informatique augmente chaque année. La section locale des CCE fait le maximum pour informer les investisseurs potentiels venant de France sur les opportunités nombreuses dans le pays. Une partie de nos efforts se concentre sur les projets PPP (investissements publiques-privés pour f inancer des projets d’infrastructure) car nous croyons que quelques entreprises françaises offrent des avantages technologiques en ce qui concerne des structures sophistiquées et spécif iques. D’autre part, nous soutenons et encourageons les initiatives prises par le gouvernement philippin pour assurer que les règles soient claires et les processus restent transparents du commencement jusqu’ à la f in, et en même temps établissent un partage équilibré des risques avec les investisseurs privés. Faire mieux connaître aux Philippins ce que peut offrir la France dans son commerce et sa culture récompensera les efforts de tous à la découverte de l’autre.
