Federal Government Public Transit Brampton’s Public Transit Stream Allocation (Based on 2015 Ridership)* Federal $191,638,418 Provincial $158,101,695 $125,000,000 Municipal (Approx) Total $474,000,000 How Public Transit Funding is Allocated 85% of funding is for new projects to support growth: Anticipated cost-share 40% fed – 33% prov – 27% city 15% of funding is for rehabilitation: Anticipated cost-share 50% fed – 33% prov – 17% city Federal Government Public Transit Brampton Transit Continues to Experience High Growth Ridership Increase since 2009 140% 120% 100% 80% 60% 40% 20% 0% 2009 2010 2011 2012 2013 2014 2015 2016 2017 Federal Government Public Transit Proposed advocacy to the Federal & Provincial Government • Recognize the unprecedented growth in transit ridership that has occurred Brampton between 2015 – 2017: o 2015 – 21,178,343 Riders o 2016 – 23,129,596 Riders o 2017 – 27,391,889 Riders • Provincial government consider using a different funding model to allocate the federal public transit investment to address unique communities, like the City of Brampton, that accounts for: o Continued population growth o Significant year-over-year transit ridership • Highlight through various initiatives including: o Direct meetings with government officials o 2018 Provincial Election o Other opportunities as they may arise Provincial Government Throne Speech Highlights: Throne Speech Monday, March 19, 2018 • Significant increase in hospital operating budgets • Expansion of home care to allow more seniors to stay at home, and provide financial relief for caregivers • Investments in mental health and addictions services • Increase access to more affordable prescription drugs and dental care • Free tuition for college and university students through the new OSAP • Investments to train more apprentices • Continued investments in public infrastructure Provincial Government Recent Announcements The Provincial government is likely to continue with a series of announcements leading up to the Budget. Initiatives highlighted below are a credible indication of the Liberal Campaign Platform. The other Parties are likely to follow through their responses to the Budget and alternative policy statements. Relevant Government Announcements: • March 20: Expanding OHIP + by making more than 4,400 prescription drugs free for people 65 + • March 21: $2.1B / 4 years to improve access to services for mental health and addictions • March 22: An additional $822 million (4.6% increase) investment in Ontario hospitals in 2018-19 to reduce wait times, address capacity issues and provide better care closer to home o Investment in William Osler Health System has yet to be announced • March 26: Investment of more than $300M / 3 years to help children with special education needs Provincial Government 2018 Provincial Budget Ontario Sets Budget Date What we’ve learned (to date): Wednesday, March 28 th • Province will run a deficit up to $8B (less than 1% of GDP) • Expecting more investment in hospitals, mental health, long-term care, and child care across the province • Increased support for students “The 2018 Budget will reaffirm our commitment to grow the economy and create jobs, while maintaining progressive policies like free tuition and free pharmacare.” Charles Sousa, Minister of Finance Provincial Government 2018 Election Update Provincial Government 2018 Election Update March 10: Doug Ford – Elected Leader, Ontario PC Party Leadership Campaign Promises: • Reduce hydro rates • Opposed to Ontario’s carbon tax • Keep taxes low • Scrap & rewrite the sexual education curriculum • Curb spending by finding efficiencies • Cut red tape for business Provincial Government 2018 Election Update Recently nominated local candidates…. I will add my voice to her strong team to continue delivering for Brampton…” Dr. Singh Andrea Horwath – March 22 • Talked about the universal dental and pharma care proposal • NDP may run a “small” deficit • Taxes to increase for highest earners • Referring to GTA West Corridor the NDP leader didn’t make any commitments, but would explore all options.
