Staff Reports 7.1 Steve Clemens, Director of Fire & Emergency Services/Fire Chief – Lambton County Fire Radio System RECOMMENDATION That the report by Steve Clemens, Director of Fire & Emergency Services/Fire Chief, dated January 26, 2018 regarding the Lambton County Fire Radio System be received and that Council Approve By-law 11 of 2018. 7.2 Carolyn Tripp, Chief Administrative Officer – Canada 150 Infrastructure Program – Arnold Minielly Park RECOMMENDATION That the report by Carolyn Tripp, Chief Administrative Officer dated January 26th 2018 regarding the Canada 150 Infrastructure Program – Arnold Minielly Park be received and that By-law 13 of 2018 be approved. Regular Council Meeting Agenda – January 31st 2018 Page 2 of 4 7.3 Jessica Soepboer, Drainage Clerk – Request for Drain Improvement RECOMMENDATION That the report by Jessica Soepboer, Drainage Clerk, dated January 26, 2018 regarding a Request for Drain Improvement on the Fleming Drain be received; that Council accepts the complaints outlined in the report; and that Will Bartlett, P.Eng, of Northwest Consulting, be instructed to investigate the request. 7.4 Anthony Petersen, Operations Coordinator – Tender to Supply and Place Granular M for Gravel Road Resurfacing RECOMMENDATION That the report by Anthony Petersen, Operations Coordinator dated January 26, 2018 regarding the tender to supply and place Granular M for gravel road resurfacing be received, that the tender from McKenzie Henderson Ltd. For $24.1 per tonne including HST be accepted. 7.5 Anthony Petersen, Operations Coordinator – 2017-2018 Winter Operations Plan RECOMMENDATION That the report by Anthony Petersen, Operations Coordinator, dated January 26, 2018, regarding the 2017-2018 Winter Operations Plan be received and approved by Council. 8. By-laws 10.1 By-law 12 of 2018, being a By-law to Impose Special Annual Drainage Rates Upon Land in Respect of Which Money is Borrowed Under the Tile Drainage Act. RECOMMENDATION That By-law 12 of 2018, being a By-law to Impose Special Annual Drainage Rates Upon Land in Respect of Which Money is Borrowed Under the Tile Drainage Act be taken as having been read three times and finally passed and the Mayor and Clerk be authorized to sign the said by-law and debenture accordingly. 11. Confirmatory By-law RECOMMENDATION That By-law 16 of 2018, being a by-law to confirm all resolutions of the Council Meetings held January 29th & January 31st 2018 be taken as read three times and finally passed and the Mayor and Clerk be authorized to sign the said by-law accordingly. 18. Adjournment of Meeting RECOMMENDATION That the Regular Council Meeting be adjourned until the next Regular Meeting, to be held on Wednesday, February 14th 2018 commencing at 8:00 a.m. Erin Kwarciak Clerk January 26th 2018 The Corporation of the Town of Plympton-Wyoming Special Meeting Minutes Date: Monday, January 8th 2018 Time: 8:00 a.m. Location: Plympton-Wyoming Council Chambers 546 Niagara Street, Wyoming, ON Council Members Present: Lonny Napper, Mayor Ben Dekker Netty McEwen Ron Schenk Bob Woolvett Muriel Wright Don Nelson Staff Members Present: Carolyn Tripp, Chief Administrative Officer Erin Kwarciak, Clerk Norma Roddick-Preece, Treasurer Adam Sobanski, Director of Public Works Steve Clemens, Fire Chief Director, Fire & Emergency Services Christine Joosten, Deputy Treasurer/Tax Collector Call to Order At 8:15 a.m., Mayor Napper called the meeting to order and wished all a Happy New Year. Declaration of Pecuniary Interest/Conflict of Interest No declaration was made by any member of Council at this time. Mayor Napper requested Council members to make the appropriate declaration if necessary throughout the business of the meeting. Staff Reports Council discussed the 2018 Draft Budget as presented which reflects Option A and would result in a 0.9% levy increase. It was clarified that the amount budgeted for the Integrity Commissioner and the development and approval of a Code of Conduct is the initial cost to meet the new legislative requirements of Bill 68 and have all requirements in place. In future budgets an amount will be allocated to cover the costs of any complaints that result in the use of the Integrity Commissioner. Special Council Meeting Minutes– January 8th 2018 Page 2 of 3 Under the general government section Council discussed the amounts allocated for Council member benefits, conferences and their mileage allowance. It was decided to remove $4000.00 from the benefits line and $2000.00 from the mileage line which may need to be increased in the 2019 Draft budget depending on the composition of the new incoming Council. The proposed re-allocation of those funds will be further discussed at the Regular Council Meeting on January 10th 2018. Councillor McEwen requested that in future budgets a column be added with the 2017 year to date for easy comparison to what is being proposed for the upcoming year. Fire Department budget is showing the benefits of the merging of the two departments. Chief Clemens suggested that the agreement with the Town of Lambton Shores needs to be reviewed in the future. Council discussed further sections of the budget such as the St. Clair Region Conservation Authority, Community Improvement Plan, OPP Policing costs, school and traffic crossings, and sidewalks. Councillor Dekker enquired about the possibility in the future of providing winter maintenance on the Wyoming to Reece’s Corners Trail, on a best efforts schedule to be completed after all roads and sidewalks have been maintained. Mr. Sobanski advised he felt that could be feasible and would bring back some further information for council’s consideration at the Regular Council Meeting on January 10th 2018. Council took a break at 9:25 a.m. and reconvened at 9:37 a.m. Council discussed the water and sewer budget, the effect of new development on the Town’s infrastructure and reserves and the asset management plan. Mr. Sobanski advised that there are many changes coming forward through Stewardship Ontario which will affect our garbage and recycling program. While it is not clear yet what the impact to the Town will be , Mr. Sobanski will keep Council apprised as new information becomes available. Councillor Wright noted an administrative error on the actuals for the Wyoming pool phone. Staff advised that this will be corrected. Council discussed the locations that could be used for Emergency Management (warming or cooling centres) and if there is a clause in the contracts for private parties that may be renting these locations should they be required for an emergency or should a secondary location be required. Staff will look into this further and come back to Council with more information. Council discussed the Planning and Zoning budget and requested clarification on the amount proposed for the County of Lambton to provide services for Property Standards. Staff will look at the 2017 actuals and bring more information back at the Regular Special Council Meeting Minutes– January 8th 2018 Page 3 of 3 Council Meeting on January 10th 2018. It was noted the significant decrease in the budget was due to removal of the Planning Technician position which will be reevaluated again in the future to ensure the full time Planner in house and part time staff assigned to help with administrative work is sustainable compared to the amount of planning and development work.
