The War in Bosnia and Herzegovina Or the Unacceptable Lightness of “Historicism” Davor Marijan War Museum, Zagreb, Republic of Croatia Abstract The author in this study does not intend to provide a comprehensive account of the war in Bosnia and Herzegovina, in part because the cur- rent level of research does not enable this. The only way to understand this conflict is through facts, not prejudices. However, such prejudices are particularly acute amongst Muslim-Bosniac authors. They base their claims on the notion that Serbs and Croats are the destroyers of Bosnia and Herzegovina, and that both are equally culpable in its destruction. Relying on mainly unpublished and uncited documents from the three constitutive nations of Bosnia and Herzegovina, the author factually chal- lenges basic and generally accepted claims. The author offers alternative responses to certain claims and draws attention to the complexity of the war in Bosnia and Herzegovina, which has been mainly viewed in terms of black or white. The author does, however, suggest that in considering the character of the war it is necessary to examine first the war in Croatia and the inter-relationship between the two. The main focus is on 1992 and the Muslim and Croat differences that developed into open conflict at the beginning of 1993. The role of the international community in the war and the partition of Bosnia and Herzegovina are also discussed. At the end of the 20th century in Europe and the eclipse of Communism from the world political scene, it is not easy to trace the indelible marks left behind after the collapse of Yugoslavia and the wars that ensued. -

Bosnia and Herzegovina This study was done with an aim to determine the level of the actual costs, which must have each small and medium business company when start their operations in the Federation of Bosnia and Herzegovina. It contains the defined costs for the business registration itself, and for construction of a facility where the registered activity will be performed. The data published in this study were collected through the survey conducted in all municipalities in the Federation of Bosnia and Herzegovina in July 2001. After summarizing all collected data, it was determined that there are few identical forms and approaches to the same category of the costs that a small and medium size business company can have as a precondition for starting its normal work. -

Prihvaćeno: 05.01.2014. This paper examines the memory practices of the memorial complex at Mrakovica at the Kozara National Park in the Republika Srpska, Bosnia and Herzegovina. The original concept of the memorial site, founded in 1972, was to keep the Kozara-epos alive. The erected monument, the memorial wall and the museum were built to remember one of the biggest battles during the Second World War on Yugoslav soil during which more than ten thousand Partisan fighters and civilians lost their lives. During the communist era the memorial site fit into the official memory frame: the high number of casualties, especially civilians, was put into the foreground and the Partisans in their struggle for liberation were glorified. The key component of the official narrative was the slogan brotherhood and unity. After the armed conflict in the 1990s, the site underwent several transformations. New memorial frames were set by nationalists; thus history and memory were thereby de- and reconstructed. The new narrative included not only victims of the Second World War but exclusively those victims belonging to the ethnic group of Serbs of the First World War and the conflict in 1992-95. -

After dealing with the natural features and social importance of the Posavina region in the past, presented is the importance of this region as a unique Croatian ethnic territory during the Mid- dle Ages. With the appearance of the Ottomans and especially at the beginning of the 16th century, great ethnic changes oc- cured, primarily due to the expulsion of Croats and arrival of new ethnic groups, mostly Orthodox Vlachs and later Muslims and ethnic Serbs. With the withdrawal of the Ottomans from the Pannonian basin to the areas south of the Sava River and the Danube, the Sava becomes the dividing line creating in its border areas two socially and politically different environments: the Slavonian Military Frontier on the Slavonian side and the Otto- man military-frontier system of kapitanates on the Bosnian side. Both systems had a special influence on the change of ethnic composition in this region. With the withdrawal of the Ottomans further towards the southeast of Europe and the Austrian occu- pation of Bosnia and Herzegovina the Sava River remains the border along which, especially on the Bosnian side, further changes of ethnic structure occured. Deterring Wartime Atrocities Deterring Wartime Jacqueline R. Atrocities McAllister Hard Lessons from the Yugoslav Tribunal How can the interna- tional community deter government and rebel forces from committing atroc- ities against civilians? Long after liberated Nazi concentration camp survivors held up the ªrst sign declaring, “Never Again!” civilians have faced genocide during civil wars around the world, from Bangladesh to the former Yugoslavia, and more recently in northern Iraq. Sexual violence, torture, and forced dis- appearances are among the other horrors that civilians continue to endure in wartime. In the 1990s, international ofªcials sought to respond to such suffering by es- tablishing a new generation of wartime international criminal tribunals (ICTs), starting with the International Criminal Tribunal for the former Yugoslavia (ICTY) in 1993. The ICTY paved the way for the establishment of the perma- nent International Criminal Court (ICC) ªve years later. Unlike earlier ICTs in Nuremberg and Tokyo, as well as more recent war crimes tribunals in Rwanda, Sierra Leone, Cambodia, East Timor, Lebanon, Bosnia, and Kosovo, the ICTY and the ICC are mandated to prosecute international criminal law violations committed in the context of active armed conºicts. In granting the ICTY and the ICC such authority, their founders hoped that the tribu- nals would deter combatants in those conºicts from perpetrating violence against civilians.1 Nevertheless, more than twenty-ªve years after the ICTY opened its doors, international justice scholars continue to debate the role of wartime tribunals in deterring atrocities against civilians, particularly in ongoing conºicts. Na osnovu člana 30. i člana 72. stav 2 Zakona o lokalnoj samoupravi (Službeni glasnik Republike Srpske br.101/04 i 42/05) Skupština grada Banja Luka je, na sjednici održanoj 30.11.2005.godine, donijela S T A T U T GRADA BANJA LUKA I – OPŠTE ODREDBE Član 1. Ovim Statutom uređuju se poslovi Grada Banja Luka, kao jedinice lokalne samouprave, organizacija i rad organa Grada, akti i finansiranje, učešće građana u lokalnoj samoupravi, saradnja sa drugim jedinicama lokalne samouprave, postupak za donošenje i izmjenu Statuta, i druga pitanja od lokalnog interesa. Član 2. Grad Banja Luka je teritorijalna jedinica lokalne samouprave (u daljem tekstu Grad), u kojoj građani zadovoljavaju svoje potrebe i učestvuju u ostvarivanju zajedničkih i opštih interesa, neposredno i preko demokratski izabranih predstavnika. Grad Banja Luka, ima nadležnosti koje su zakonom dodijeljene Opštini. Član 3. Unlike the nominate form, the genetically similar subspecies P.a. parkelj from Bela Krajina in Slovenia is pigmented and might represent a distinct species, although a recent genetic study suggests that the two subspecies are poorly differentiated at the molecular level and may not even warrant subspecies status (Goricki and Trontelj 2006). Isolated populations from Istria peninsula in Croatia are genetically and morphologically differentiated as separate unnamed taxon (Goricki and Trontelj 2006).
