The importance of legitimacy in achieving effectiveness in the affairs of state seems finally to have been appreciated once more. I would like to say to the Secretary- General, and to yourself, that if you should have need of an old warhorse in any of the complex operational responsibilities that are building up" for the UN in various parts ofther world, well, herelam. Kofi might find that he has need of someone with my kind of experience, who knows the UN ropes rather well, is not too daunted by the precarious conditions under which a mission may have to be conducted, has worked closely with quite a lot of generals and other senior militaries, and whose loyalty lies entirely to the Secretary-General. As I think he would agree, I was rather much a "fieldman"' rather than a "head office man" - that is where I thought I most likely could be of use to him. -

POLICE IN PEACE OPERATIONS Erwin A. Schmidl Preface Peace operations, from their beginning in the nineteenth century and increasingly since the end of the Cold War, have included varying degrees of "police activities," ranging from supervising indigenous police agencies to actually performing law enforcement duties. Until recently, this aspect of peace operations has often been overlooked or under-appreciated in favour of the military, humanitarian, and political components of such missions. The following paper gives an overview of peace operations which involved police functions — known as "civilian police," or CIVPOL, in U.N. language. I became involved in the study of police in peace operations while I was a Senior Fellow at the U.S. Institute of Peace in 1995-96. A first conference on this subject was organised at the USIP in May 1996, followed by a series of conferences and workshops convened by Ambassador Robert B. Oakley and Colonel Michael J. Dziedzic at the National Defense University in Washington D.C. in 1996-97. This resulted in their recent volume Policing the New World Disorder: Peace Operations and Public Security, perhaps the most comprehensive contribution to our knowledge of police aspects in peace operations. The following paper is a summary of peace operations including police aspects, both by the United Nations and outside the U.N. framework. The information is based on a variety of sources, and is accurate as of July 1998. Two new missions have not been included: in April 1998, a U.N. operation was established for the Central African Republic (MINURCA, Mission des Nations Unies en République Central-Africaine) which includes 17 police officers. -

Lindeke Abstract This paper assesses the established dominant-party system in Namibia since independence. Despite the proliferation of parties and changes in personalities at the top, three features have structured this system: 1) the extended independence honeymoon that benefits and is sustained by the ruling SWAPO Party of Namibia, 2) the relatively effective governance of Namibia by the ruling party, and 3) the policy choices and political behaviours of both the ruling and opposition politicians. The paper was funded in part by the Danish government through Wits University in an as yet unpublished form. This version will soon be published by Praeger Publishers in the USA under Series Editor Kay Lawson. “...an emergent literature on African party systems points to low levels of party institutionalization, high levels of electoral volatility, and the revival of dominant parties.” 1 Introduction Political reform, democracy, and governance are centre stage in Africa at present. African analysts frequently point to the foreign nature of modern party systems compared to the pre-colonial political cultures that partially survive in the traditional arenas especially of rural politics. However, over the past two decades multi-party elections became the clarion call by civil society (not to mention international forces) for the reintroduction of democratic political systems. This reinvigoration of reform peaked just as Namibia gained its independence under provisions of the UN Security Council Resolution 435 (1978) and the supervision of the United Nations Transition Assistance Group (UNTAG). -

Different theoretical accounts offer competing interpretations: principal–agent models and sociological institutionalism tend to emphasize the Secretariat’s risk-averse behaviour; organizational learning scholarship and international political sociology find evidence of the Secretariat’s activism; constructivism analyses instances of both. I argue that the UN Secretariat can be both enthusiastic and cautious about new tasks depending on the circumstances and the issue area. For example, UN officials have been the driving force behind the development of public information campaigns by peacekeeping missions aimed at the local population. -

The notion of universal jurisdiction is explored as a way of expanding the discussion to include not just actions to be taken in South Africa but also possible action that could be taken by other countries. The dissertation looks at what was done and not done, particularly by the United Nations and Canada during the apartheid era and after and as well in South Africa after the ending of apartheid. In this context it discusses the Truth and Reconciliation Commission, its structure, actions and shortcomings. It looks at the United Nations efforts, analyzing the genesis and import of the various declarations, principles and conventions that deal with either crimes against humanity in general and apartheid related crimes in particular. In this context, it also looks at the various war crimes/crimes against humanity trials that have been or are in progress. Finally, it looks at Canada as a case study. The focus is Canada's various responses to crimes against humanity. The dissertation discusses not only what Canada has done and not done, but what it could and might do. -

Aid Memoir Aid Larry Hollingworth Larry
Larry Hollingworth, current visiting professor of AID MEMOIR Humanitarian Studies at Fordham University in New York City, served as head of the UNHCR’s efforts in Bosnia throughout the lengthy conflict that plagued the former Yugoslavia in the early to mid 90’s. Aid Memoir follows Larry and his UN colleagues throughout multiple efforts to provide much needed relief for besieged, isolated, and desperate communities riddled by senseless killing and aggression. The characters encountered throughout are at times thrilling, at times frightening. Larry spares no details, however troubling, and therefore shines a telling light on the reality of the situation that most will remember to have watched on their television screens. Front cover. During the Siege of Sarajevo, between 1992 and 1995, the city was repeatedly hit by mortar strikes. The craters left behind by these explosions were filled with red resin LARRY HOLLINGWORTH to commemorate the casualties of the attacks. These war memorials were given the name Sarajevo Roses, after people noted that the patterns reminded them of flowers. Today, they serve as a reminder of the bloodshed and loss of AID MEMOIR that conflict. The Sarajevo Rose on the cover HOLLINGWORTH LARRY of this book is one of the city’s most emblematic war memorials found outside the entrance of the Tunnel of Hope under the Sarajevo Airport. The Refuge Press is an independent imprint founded in 2020, with an emphasis on humanitarian and social justice issues. It publishes at least four books, and an equal number of art catalogues, per year. Our books focus on humanitarian solutions as well as personal and professional reflections on global crises.
