The fires displaced nearly one million residents, destroyed thousands of homes, and sadly took the lives of 10 people. Shortly after the fire siege began, a team was commissioned by CAL FIRE, the U.S. Forest Service and OES to gather data and measure the response from the numerous fire agencies involved. This report is the result of the team’s efforts and is based upon the best available information and all known facts that have been accumulated. In addition to outlining the fire conditions leading up to the 2007 siege, this report presents statistics —including availability of firefighting resources, acreage engaged, and weather conditions—alongside the strategies that were employed by fire commanders to create a complete day-by-day account of the firefighting effort. The ability to protect the lives, property, and natural resources of the residents of California is contingent upon the strength of cooperation and coordination among federal, state and local firefighting agencies. -

Abstract This synthesis of post-fire treatment effectiveness reviews the past decade of research, monitoring, and product development related to post-fire hillslope emergency stabilization treatments, including erosion barri- ers, mulching, chemical soil treatments, and combinations of these treatments. In the past ten years, erosion barrier treatments (contour-felled logs and straw wattles) have declined in use and are now rarely applied as a post-fire hillslope treatment. In contrast, dry mulch treatments (agricultural straw, wood strands, wood shreds, etc.) have quickly gained acceptance as effective, though somewhat expensive, post-fire hillslope stabilization treatments and are frequently recommended when values-at-risk warrant protection. This change has been motivated by research that shows the proportion of exposed mineral soil (or conversely, the propor- tion of ground cover) to be the primary treatment factor controlling post-fire hillslope erosion. Erosion barrier treatments provide little ground cover and have been shown to be less effective than mulch, especially during short-duration, high intensity rainfall events. In addition, innovative options for producing and applying mulch materials have adapted these materials for use on large burned areas that are inaccessible by road. -

Tribal and Cultural Resources 5.11 TRIBAL AND CULTURAL RESOURCES 5.11.1 PURPOSE This section identifies existing cultural (including historic and archeological resources), paleontological and tribal resources within the Study Area, and provides an analysis of potential impacts associated with implementation of the General Plan Update. Potential impacts are identified and mitigation measures to address potentially significant impacts are recommended, as necessary. This section is primarily based upon the Cultural and Tribal Cultural Resources Technical Report for the Rancho Santa Margarita General Plan Update, Rancho Santa Margarita, Orange County, California (Cultural Study), and the Paleontological Resources Impact Assessment Report for the Rancho Santa Margarita General Plan Update, Orange County, California (Paleontological Assessment), both prepared by SWCA Environmental Consultants (SWCA) and dated April 2019; refer to Appendix F, Cultural/ Paleontological Resources Assessment. 5.11.2 EXISTING REGULATORY SETTING Numerous laws and regulations require Federal, State, and local agencies to consider the effects a project may have on cultural resources. These laws and regulations establish a process for compliance, define the responsibilities of the various agencies proposing the action, and prescribe the relationship among other involved agencies (i.e., State Historic Preservation Office and the Advisory Council on Historic Preservation). P.O. BOX 8, SILVERADO, CA 92676 SMRPD Draft Master Plan of Trails, Adopted Oct. 14, 2004 The Master Plan of Regional Riding and Hiking Trails Component is countywide in scope. It is a public trail system which traverses the entire county without regard for jurisdictional boundaries and, therefore, intergovernmental coordination is necessary for successful implementation. -from the Recreation Element of the Orange County General Plan The Silverado Modjeska Community Plan and EIR (DEIR 096), prepared by the Environmental Planning Agency and distributed on November 23, 1976, included a variety of non-paved multi-use riding and hiking trails which were in place and inventoried at the time of the DEIR’s adoption. The plan allowed for the addition of recreational trails as proposed by the community. In 2002, under the jurisdiction of the Silverado Modjeska Recreation and Parks District (a State sanctioned Independent Special District), the community and the SMRPD worked together to create an updated Master Plan of Riding and Hiking Trails. As a conceptual plan, it is considered a general expression of community values and is abstract in nature. Purpose The purpose of the Silverado Modjeska Master Plan of Trails is to provide goals and objectives to direct the development and operation of a District-wide public trail system that serves the recreational needs of equestrians, pedestrians (walkers, hikers and joggers), and mountain bikers (non-motorized). Goals Goal 1: Provide a useful, enjoyable, safe, and efficient riding and hiking trail system for the District and to meet the needs and desires of the community. Goal 2: Create trail linkages between open space and recreation facilities, between community, municipal, state, and federal trail systems, and create connectivity to surrounding communities. -

Major fires in San Diego County history September 1913: Barona fire burned 65,470 acres. September 1928: Witch Creek fire near Santa Ysabel charred 33,240 acres. September 1928: Beauty Peak fire near the Riverside County border in the North County blackened 67,000 acres. October 1943: Hauser Creek fire in the Cleveland National Forest, at least 9 firefighters dead (including 7 marines), 72 injuries and 10,000 acres burned. August 1944: Laguna Junction fire burned 60,000 acres August 1950: Conejos Fire charred 64,000 acres. [Month unknown] 1952: Cuyamaca fire burned 64,000 acres November 1956: Inaja fire killed 11 firefighters and burned 43,904 acres near Julian. September 26-Oct. 3 1970: The Laguna fire, the county's largest fire in modern times, burned 175,425 acres, killed eight people and destroyed 382 homes. In 24 hours the fire burned from near Mount Laguna into the outskirts of El Cajon and Spring Valley. September 1978: PSA Crash in North Park June 1985: Normal Heights fire destroyed or damaged 116 houses, causing $8.6 million in damage. October 1993: Guejito fire east of Escondido charred 20,000 acres and destroyed 18 houses. Estimated $1.25 million damage. October 1996: Harmony Grove fire burned 8,600 acres, from Harmony Grove west of Escondido to La Costa, destroying nearly 110 homes and killing one man. August 1997: Lake Wohlford fire northeast of Escondido - an arson blaze - destroyed seven houses and burned 500 acres. October 1999: La Jolla Fire (La Jolla Indian Reservation) burned approximately 7,800 acres and 1 firefighter died. -

Taylor Dr. Marty Alexander is a senior fire behavior research officer with the Canadian Forest Service, Northern Forestry Centre, and an adjunct professor of wildland fire science and management in the Department of Renewable Resources, University of Alberta, Edmonton, AB, Canada. Steve Taylor is a research scientist with the Canadian Forest Service, Pacific Forestry Centre, Victoria, BC, Canada. Over the past 90 years, fire research has contributed to our understanding of wildland fire behavior through laboratory and field experiments, physical and empirical modeling, numerical simulations, analyses of individual fire reports, and wildfire case studies. Although basic research on combustion is essential to a full understanding of fire behavior, such research would not be very useful without actual field experience gained through case study documentation (Brown 1959). In general terms, what is a case study? Wikipedia (<http://www.wikipedia.org/>) proposes that case studies —provide a systematic way of looking at events, collecting data, analyzing information, and reporting the results.“ W ith the renewed interest in carrying out research on active wildfires (e.g., Lentile and others 2007a), it‘s worth reexamining what makes for a good case study. To this end, this article summarizes the findings from the case study of the controversial Honey Fire of 1938, originally published in Fire Control Notes by Olsen (1941)–one of the first comprehensive case studies of a wildland fire undertaken by fire behavior researchers. -
