Gaisano Street, Sudlon, Lahug, Cebu City 6000 |www. pdea.gov.ph [email protected] | Telefax (032) 255-5260 SIGNIFICANT PECI ACTIVITIES September 2018 1st Regional ICAD Coordinating Group Meeting in Central Visayas Pursuant to the implementation of Executive Order No. 15, establishing the Inter-Agency Committee on Anti-Illegal Drugs (ICAD), the Regional ICAD Coordinating Group (RICG) in Central Visayas, chaired by PDEA RO 7, was convened on September 12, 2018, for its first meeting at the DILG VII Conference Room in Cebu City. Araw ng Lalawigan ng Siquijor Dir. II Wardley M. Getalla, Acting Regional Director of PDEA RO 7, served as the guest speaker during the celebration of the Araw ng Lalawigan ng Siquijor on September 17, 2018. Dir. Getalla discussed the importance of public’s continued support in the success of the government’s campaign against illegal drugs and reaffirmed the Agency’s commitment to intensifying its anti-illegal drug efforts. MOA Signing between the Province of Siquijor and PDEA RO 7 for the Construction of the PDEA Provincial Office On September 17, 2018, Governor Zaldy Villa and Dir. II Wardley M. Getalla signed a Memorandum of Agreement on behalf of the Provincial Government of Siquijor and the Philippine Drug Enforcement Agency respectively for the establishment of the PDEA Provincial Office. Cascading of Balay Silangan Reformation Program On September 27, 2018, at 8:30 a.m., members of the regional oversight committee on the implementation of the Balay Silangan Program, chaired by the above-signed, attended the cascading of the concept of the program at the DILG RO VII Training Room, Sudlon, Lahug, Cebu City. The cascading was facilitated by Dir. II Donelyn Hemedez, Acting Director of the Preventive Education and Community Involvement Service of PDEA. Launching of Balay Silangan Reformation Center in Danao City Members of the oversight committee on the Balay Silangan Program and other guests attended the launching and inauguration of the Balay Silangan Reformation Center at the Ramon Durano Sr. Foundation Home for the Aged in Barangay Guinsay, Danao City, on September 27, 2018. The launching was led by Dir. II Wardley M. Getalla and Danao City Mayor Ramonito Duterte Durano III, who signed the Manifesto of Commitment. *** .

Among the highlights of this year’s activites 7 The Our Ocean Program are the Saving Philippine Reefs Expediion (SPR), Our Ocean Program, activities from Project ADABOSS and Project 8 Project SMILE ISDA and other collaborations with partners. This year’s Saving Philippine Reefs Epedition is composed of eight 12 Project SEAled International volunteers and 4 CCEF staff, who helped monitor the reefs in Moalboal and Badian. However, some political forces and policy reforms that emerged with the adminis- tration achieved remarkable change at the local level. This paper explores the case of Siquijor Province, where an entrenched political dynasty was defeated in the 2013 and 2016 elections by candidates supported by the Liberal Party and its allied forces, Akbayan, and analyzes factors that brought this change by focusing on activities of People Power Volunteers for Reform, the impact of bottom-up budgeting projects, and the mobilization of powers of the national government through personal relation- ships.
