THE CONSOLIDATED DIAMOND MINES AND THE NATIVES IN COLONIAL NAMIBIA A CRITICAL ANALYSIS OF THE ROLE OF ILLEGAL DIAMONDS IN THE DEVELOPMENT OF OWAMBOLAND (1908 - 1990) A DISSERTATION IN FULFILMENT OF THE REQUIREMENTS FOR THE DEGREE OF DOCTOR OF PHILOSOPHY IN POLITICAL SCIENCE OF THE UNIVERSITY OF NAMIBIA BY JOB SHIPULULO KANANDJEMBO AMUPANDA 200614215 MAIN SUPERVISOR: PROFESSOR LESLEY BLAAUW UNIVERSITY OF NAMIBIA CO-SUPERVISOR: PROFESSOR ANDRE DU PISANI UNIVERSITY OF NAMIBIA MARCH 2020 ii Abstract Whilst the ‘natural resource curse’ theory has been an enduring theory in the study of the relationship between natural resources endowment and economic development, the economics approach to this theory, which privileges the economic explanation focusing on the Dutch disease and revenue volatility, has been dominant. The political economy approach has proven to be more useful not only in political science but also in the study of the African political economy and developing countries such as Namibia where the political conditions played an influential role than the Dutch disease and revenue volatility. At the theoretical level, this study aligns and pursued the political economy approach to the ‘natural resource curse’ research and provides further explanations from a decolonial perspective. The decolonial explanations are useful for it is evident that the ‘natural resource curse’, as is the case with other Eurocentric theories, does not dwell on the agency and subjectivity of the natives, in this case those involved in the illegal diamond trade. Because of the political conditions in colonial Namibia, the political economy explanations such as rent-seeking, agency and moral cosmopolitanism are insufficient in explaining the relationship between the natives and CDM in colonial Namibia in general and the role of illegal diamonds in the development of Owamboland in particular. -

Electoral Commission of Namibia For free, fair and credible elections SUPPLEMENTARY REGISTRATION OF VOTERS 08 – 20 SEPTEMBER 2014 Toll free no: 081 9362 2 Message of ECN Director Register and Let Your Voice be Heard am greatly honored to inform the Namibian Electorate that the Electoral Commission of I Namibia will be conducting Supplementary Registration of Voters in all constituencies of the country from 8 – 20 September 2014. The Registration of Voters will take place at various registration points nationwide and starts from 08H00 in the morning to 19H00 in the evening, Monday to Saturday. No registration shall be done on any Sunday. The Supplementary registration of voters will be conducted for the Presidential and National Assembly Elections. This is to ensure that all eligible persons are registered and are in possession of voters’ cards in order to partake in the upcoming Presidential and National Assembly elections. An efficient voter registration system requires the population to be active in reporting changes of residency and other relevant aspects of their civil status. The Supplementary registration will thus give an opportunity to all citizens that were not able to register during the General Registration of Voters , as well as eligible voters that just turned 18 years to register to vote. The Supplementary registration will also record changes in residency and correct any errors on the electorates’ current registration cards. The Supplementary Registration of Voters is intended to ensure that all eligible citizens can exercise their right to vote during upcoming elections. Registration of voters outside Namibia Amendments made to the Electoral Act in 2009 permits the Electoral Commission of Professor Paul John Isaak Namibia to establish temporary registration points outside Namibia. -

National Voters Register 2014
National Voters Register 2014 @ 7 November 2014 Introduction The Electoral Commission of Namibia (ECN) conducted a Supplementary Registration of Voters (SRV) in preparation of the Presidential and National Assembly elections that will be held on 28 November 2014. The same process that was used during the GRV was employed to register voters during the SRV period of 8 to 20 September 2014. The exercise used the biometric Voter Registration Kits (VRKs) deployed by over 700 teams throughout the country and a further 29 points at embassies and consulates around the world. The VRKs collect the data in the field, and this data was then transferred to the central server for processing. This processing includes searching for duplicates through ID and fingerprint matching. National Voters Register 2014 The National Voters Register 2014 has been prepared and the Constituency copies are available within each constituency in the country. The total number of voters are 1,241,194. National GRV Final 1,161,383 @ 7 September after removals 1,159,091 Objections - Supplementary registered 118,487 Provisional Register 1,277,578 Duplicates removed (Corrections, litigations, deaths) 36,384 Total for PE & NA Register 1,241,194 The table above shows the numbers of registrations during the Supplementary Registration of Voters, the number of removals (due to corrections, deaths, etc.) and the final voters register total. Statistical Representation 1. Registered Voters by Region The registered voters are broken down by region with a column graph indicating differences in number and the pie chart indicating percentage of the total number of voters registered. 2. Gender per Region The Gender breakdown indicates the relationship between the genders in the make-up of a regional total. -
