2009 Annual Report & Honor Roll 2009 ANNU A L REPOR T & HONOR ROLL TOGE T HER WE ARE ST RONG בן שלושים לכח 1 TOGE T HER WE ARE ST RONG בן שלושים לכח While we all know the significance of the age 13 in our Jewish tradition, but lesser known is Ben Sh’loshim LaKoach — that at age 30, the period of true strength begins. This is the time when, after years of training, we are obligated to use all of our skills to honor G-d and further the collective good. Our Federation entered its 30th year with the maturity and resources to best serve our fellow Jews. And it was just in time, too — for we entered one of the most difficult economic periods our country has ever seen. With unwavering commitment, our Federation is working through a myriad of challenges brought on by increased needs and decreased dollars. We have reenergized our efforts, renewed our commitments and reviewed every dollar spent on administrative costs to best address the significant needs of our Jewish family– locally, in Israel and around the world. These difficult times have only served to furtherstrengthen us. Our board and executive staff have painstakingly streamlined operations; more volunteers have stepped forward than ever before; our community has organized food drives and supplemental fundraisers; local residents have rallied in solidarity on our campus; a new generation of young leadership has made a selfless commitment to serve— and new donors have stepped up to the plate to help compensate for those who cannot give at their accustomed level of generosity. Last year, we closed 800 new gifts and welcomed 54 new Lions of Judah to the fold — significant accomplishments even during less challenging times. Together, with 30 years of strength and wisdom, we renew our vows to our Jewish members family in need, and look to the future with hope, determination and a history of compassion and prosperity. These pioneers recognized the great potential that this unique community held, and created our local Federation in 1979. Since then, continued vision, strong leadership and remarkable generosity have taken us from a storefront office with a part-time employee to a vibrant Federation on a 100- acre campus with more than 10,000 donors and serving a community of over 131,000 Jews. This year, our Federation responded to unparalleled financial challenges with resilience, ingenuity and three decades of collective strength and wisdom. The most difficult economic environment in our seventy years impacted fundraising across America and around the world. All the while, humanitarian needs continued to increase while donations dramatically declined. In addition, our community’s overwhelming population of elderly residents grew, as did their need for a wide array of services and programs. Our Federation has beento take action. We streamlined the budget, reduced administrative costs to the bare bone, and rallied the community to give to their very best ability. We made changes both bold and subtle to optimize our resources while refusing to lose sight of important long-term goals. Now 30-years-old, we look back with pride and resolve. We have renewed our commitments to our agencies, their beneficiaries and the donors who make it all possible. Together, we stand strong to ensure that no member of our Jewish family – locally, in Israel or around the world – ever has to stand alone during their time of need. 4 For more than 30 years, we’ve been asking you to make a pledge to Jews in need.   • Blockchain-Based Local Energy Markets
    Abstract CHRISTIDIS, KONSTANTINOS. Blockchain-Based Local Energy Markets. (Under the direction of Michael Devetsikiotis and Srdjan Lukic.) A growing customer base for solar-plus-storage at the grid edge has resulted in stronger interest at the regulatory level towards energy markets at the distribution level. Blockchains — systems that have been popularized recently by technologies such as Bitcoin and Ethereum — allow us to establish transparent marketplaces without the need for a central authority. This thesis investigates the feasibility of local energy markets (LEMs) running on blockchains, and also introduces a canonical framework for designing and evaluating blockchain-based LEMs — a first in this space. We begin by examining whether existing blockchain implementations are capable of supporting such markets. We dissect blockchains into their core components, perform an analytical survey on the space, and introduce a taxonomy for blockchain systems. Our findings suggest an impedance mismatch for our use case; we identify a number of integration issues for IoT applications, and offer workarounds where possible. Shifting back into the original goal of designing a realistic blockchain-based LEM, a common theme we find across all relevant literature is the treatment of the blockchain component as a black box. Armed with a proper understanding of the blockchain space from our earlier analysis, we make the case that this approach is flawed because the choices in this layer affect the market’s performance significantly. First, we explicitly identify the design space that the blockchain layer introduces, and analyze how the design choices made therein affect the performance, governance, and degree of decentralization of these markets.

"It is becoming increasingly clear," said a grave Ted Koppel, "that George Bush, operating largely behind the scenes throughout the 1980s, initiated and supported much of the financing, intelligence, and military help that built Saddam's Iraq into the aggressive power that the United States ultimately had to destroy." Is this accurate? Just about every reporter following the story thinks so. Most say that the so-called Iraqgate scandal is far more significant then either Watergate or Iran-contra, both in its scope and its consequences. And all believe that, with investigations continuing, it is bound to get bigger. Why, then, have some of our top papers provided so little coverage? Certainly, if you watched Nightline or read the London Financial Times or the Los Angeles Times, you saw this monster grow. But if you studied the news columns of The Washington Post or, especially, The New York Times, you practically missed the whole thing. Those two papers were very slow to come to the story and, when they finally did get to it, their pieces all too frequently were boring, complicated,and short of the analysis readers required to fathom just what was going on.

The number of cryptocurrencies has increased from about 2,000, with a market capitalization of over $200 billion in late 2017, to over 8,000, with a market capitalization of about $1.6 trillion. For context, the market capitalization of global equities is about $110 trillion, that of the S&P 500 stocks is $35 trillion and that of US Treasuries is $22 trillion. Reported trading volume in cryptocurrencies, as represented by the two largest cryptocurrencies by market capitalization, has increased sixfold, from an estimated $6.8 billion per day in late 2017 to $48.6 billion per day in May 2021.1 This data is based on what is called “clean data” from Coin Metrics; the total reported trading volume is significantly higher, but much of it is artificially inflated.2,3 For context, trading volume on US equity exchanges doubled over the same period.

G. Sebald and Outsider Art by Melissa Starr Etzler Doctor of Philosophy in German and the Designated Emphasis in Film Studies University of California, Berkeley Professor Winfried Kudszus, Chair This study focuses on a major aspect of literature and culture in the later twentieth century: the intersection of psychiatry, madness and art. As the antipsychiatry movement became an international intervention, W. G. Sebald’s fascination with psychopathology rapidly developed. While Sebald collected many materials on Outsider Artists and has several annotated books on psychiatry in his personal library, I examine how Sebald’s thought and writings, both academic and literary, were particularly influenced by Ernst Herbeck’s poems. Herbeck, a diagnosed schizophrenic, spent decades under the care of Dr. Leo Navratil at the psychiatric institute in Maria Gugging. Sebald became familiar with Herbeck via the book, Schizophrenie und Sprache (1966), in which Navratil analyzed his patients’ creative writings in order to illustrate commonalities between pathological artistic productions and canonical German literature, thereby blurring the lines between genius and madness. In 1980, Sebald travelled to Vienna to meet Ernst Herbeck and this experience inspired him to compose two academic essays on Herbeck and the semi-fictionalized account of their encounter in his novel Vertigo (1990).

Previously, Venkayya served as special assistant to the U.S. president and senior director for biodefense at the White House. One of his key responsibilities was development and implementation of the U.S. strategy for pandemic influenza. He served as an advisor to the director of the U.S. Centers for Disease Control and Prevention and was one of 13 nonpartisan White House Fellows appointed by President Bush in 2002. Venkayya is a pulmonary and critical care physician and assistant professor of medicine at the University of California, San Francisco. Previously, he directed the high-risk asthma clinic and co-directed the Medical Intensive Care Unit at San Francisco General Hospital. He holds a medical degree from Northeastern Ohio Universities College of Medicine. NE A L BA ER , MD, is Executive Producer of the NBC television series Law & Order: Special Victims Unit. During his tenure, among the awards the series has won include the Shine Award, the Prism Award, and the Media Access Award, and actors on the show have won three Emmys and the Golden Globe.
