  • Senate Crossbench Background 2016
    Barton Deakin Brief: Senate Crossbench 4 August 2016 The 2016 federal election resulted in a large number of Senators elected that were not members of the two major parties. Senators and Members of the House of Representatives who are not part of the Coalition Government or the Labor Opposition are referred to collectively as the Senate ‘crossbench’. This Barton Deakin Brief outlines the policy positions of the various minor parties that constitute the crossbench. Background Due to the six year terms of Senators, at a normal election (held every three years) only 38 of the Senate’s 76 seats are voted on. As the 2016 federal election was a double dissolution election, all 76 seats were contested. To pass legislation a Government needs 39 votes in the Senate. As the Coalition won just 30 seats it will have to rely on the support of minor parties and independents to pass legislation when it is opposed by Labor. Since the introduction of new voting reforms in the Senate, minor parties can no longer rely on the redistribution of above-the-line votes according to preference flows to satisfy the 14.3% quota (or, in the case of a double dissolution, 7.7%) needed to win a seat in Senate elections. The new Senate voting reforms allowed voters to control their preferences by numbering all candidates above the line, thereby reducing the effectiveness of preference deals that have previously resulted in Senators being elected with a small fraction of the primary vote.     BOOK REVIEWS 835 WEB OF HATE: INSIDE CANADA'S FAR RIGHT NETWORK, by Warren Kinsella (Toronto: HarperCollins Publishers, 1994) [The antiscmite] is a man who is afraid ... of himself, of his conscience, his freedom, of his instincts, of his responsibilities, of solitude, of change, of society and the world ... Antisemitism, in a word, is fear of man's fate. The antisemite is the man who wants to be pitiless stone, furious torrent, devastating lightning: in short, everything but a man. 1 Warren Kinsella's message in Web of Hate'- is that racism is alive, well, and growing in Canada. Kinsella focuses on white men who hate. It is difficult to define those whom they hate: they hate all who are not like them; they hate people of colour and people who do not share their language or traditions; but, most of all, they hate the Jewish community. Anti-semiti~m seems to be the symbol of their racism, the banner under which they march. While Web of Hate should interest the general reader, it is, in many ways, a book for lawyers. Lawyers both historical 3 and contemporary 4 populate its pages. The book relates technical evidential issues that arose in hate crime trials, including a "present memory refreshed" issue in the trial of a Manitoba Klan leader; the qualification of an "expert" in the Keegstra trial; and a false distinction Doug Christie sought to draw in the Finta trial respecting the weight of testimony taken on oath and on affirmation. 5 Kinsella also poses the problem of adapting existing hate legislation and its enforcement to new computer technology, particularly to the transmission of hate literature by electronic mail from the United States to Canada.6 Despite its legal appeal, Web of Hate is primarily a work of journalism.

Mobility, as the ability among newcomers and citizens to move temporarily and circularly across international borders and between states, has become a pervasive norm for a significant portion of Canada’s population. Despite its pervasive nature and the growing public interest, however, current research has been limited in how Canadian policies are reacting to the ability of citizens and newcomers to move. This thesis seeks to fill that gap by analyzing Canada’s treatment of mobility within and across policies of immigration, citizenship and foreign affairs. An analytical mobility framework is developed to incorporate interdisciplinary work on human migration and these policy domains. Using this framework, an examination of policy developments in each domain in the last decade reveals that they diverge in isolation and from a whole-of-government perspective around the treatment of mobility. In some instances policy accommodates or even embraces mobility, and in others it restricts it.     SENATE EXPANDING THE BLUEPRINT FOR SENATE REFORM '99'99 for the record: Alberta’s 1998 senate election introduction “The first action taken by Pierre Elliot Trudeau as prime minister at his inaugural cabinet meeting in 1968 turned out to be prescient. He appointed his first senator...Trudeau told cabinet that despite the appointment, he still favoured Senate reform as promised during the election. As we now know, 30 years later, it never happened. In fact, Trudeau’s last action as prime minister 16 years after the cabinet meeting was to leave patronage appointments to the Senate for his successor John Turner. It played a major role in the Liberals’ brutal defeat in the 1984 election at the hands of Brian Mulroney and the Progressive Conservatives, who also promised reforms.” From a news article in the CALGARY HERALD, Feb 4/99, Pg. A8. Such is the story of Senate reform – while many Canadians express commitment to the idea, this “convoy” is not moving very fast. The road to meaningful Senate reform has been long, winding, and full of potholes, and while the debates, discussion, reports, conferences, and scandals have made for some pretty impressive scenery, the destination remains somewhere beyond the horizon. To be sure, the Meech Lake and Charlottetown Accords did propel us further down the road by securing a place for Senate reform on the national agenda, but that scenery too is fading from memory. And if the road were not yet bumpy enough, Ottawa continues to put up roadblocks by refusing to consider any alternatives to the Senate status quo.

Fulfilling the ABC charter, program cuts, outsourcing, centralisation, technological change and job losses. As to be expected, there are a number of points of view, which this article will endeavour to report accurately in a fair and balanced manner. They are very contentious issues, which have been evolving over many years as broadcasting facilities, techniques and management styles change, from the previous bureaucratic, slow moving public service structure to one more aware of modern business philosophies, and capable of great innovation. The earlier days were more labour intensive when Perth was an isolated outpost, separated from the rest of the country by not only distance and poor roads, but also primitive communications. The history of change gave witness to a variety of predicaments as our ancestors approached the industrial age. Change manifests itself in different forms over time, and even though the circumstances vary, there is still an impact as people try to cope with a new age.

Yet in the second half of that century, as well as the early years of the next, this support dramatically collapsed, with seemingly little likelihood of any revival. Whatever Happened To Tory Scotland? explores this trajectory, unpacking a broad direction of travel through a series of essays from a range of contributors focusing on specific themes. Andrew Crines found much of great interest in the volume, though was surprised by its brevity. Whatever Happened To Tory Scotland? David Torrance. Edinburgh University Press. 2012. Find this book: With just over 50 per cent of the vote and securing 36 of the 72 possible seats up f or grabs in Scotland, the Scottish Conservatives reached their electoral peak of popular support in 1955. It was, arguably, true-blue Tory territory, representing the power of the Conservative Party over Britain at the height of their national popularity. This was a great position to be in, which makes their f all f rom grace to 16.7 per cent and 1 out of 56 possible seats in 2010 seem all the more dramatic. How can this massive determination be accounted f or? What are the causal f actors? And how, if at all, can these be addressed? David Torrance oversees the history of Scottish Conservatism in this collection of essays presented by a range of academics and commentators, each experts in this f ield.

Holocaust revisionism has continued to be discussed both in the scholarly literature and in the mainstream press, especially owing to the libel lawsuit filed by David Irving against Deb- orah Lipstadt and Penguin Books. The Holocaust deniers, who prefer to call themselves “revi- sionists” in an attempt to gain scholarly legitimacy, have refused to go away and remain as vocal as ever— Bradley R. Smith has continued to send revisionist advertisements to college newspapers (including free issues of his new publication. The Revisionist), generating public- ity for his cause. Holocaust-denial, which will be used interchangeably with Holocaust revisionism in this bib- liography, is a body of literature that seeks to “prove” that the Jewish Holocaust did not hap- pen. Although individual revisionists may have different motives and beliefs, they all share at least one point: that there was no systematic attempt by Nazi Germany to exterminate Euro- pean Jewry.

    Alberta Politics in the time of Public Opinion Research Release Date: July 29, 2020 COVID-19: July 2020 Update Field Dates: July 14, 2020 to July 20, 2020 STRICTLY PRIVILEGED AND CONFIDENTIAL Alberta Politics in the time of COVID-19 The COVID-19 outbreak has set off a series of changes in the Canadian political landscape. In Alberta, approval of the government’s handling of the outbreak has remained positive and steady since June– though lagging behind the provincial average. Kenney’s personal favourability has dropped since June while Rachel Notley’s is on the rise; yet, the UCP continues to hold a lead in vote intention due to their strong partisan base. Today, INNOVATIVE is releasing results from July 2020 Canada This Month survey. The online survey was in field from July 14th to July 20th with a weighted sample size of 300 Alberta residents. Detailed methodology is provided in the appendix. This report covers key results on how those from Alberta are rating their government’s handling of the COVID-19 outbreak and the impacts that is having on more general government approval and provincial vote choice. Government Approval General government satisfaction is down, but approval of the Alberta government’s handling of the outbreak is steady since June. All-in-all, Alberta still remains 12 points behind the provincial average when it comes to their handling of the outbreak.
