It is intended to be used during Operational Periods 1 and 2 of response only at the discretion of the Incident Commander. It is not intended to supercede th e dir ection of the Incident Commander or eliminate the need for ongoing communication during a response. First Responding State (Ohio EPA, WVDEP) FOSC; USCG, EPA USFWS Lead Representative OH DNR/ WV DNR SE Ohio Sub-Area Spill Response Plan INITIAL INCIDENT ACTION PLAN EXECUTIVE SUMMARY In order to best prepare for oil and hazardous material spills originating from Ohio, along the Ohio River (including its tributaries) between Ohio River mile marker 40.1 to 127.2, an interagency team comprised of representatives from the U.S. Environmental Protection Agency (U.S. EPA), U.S. Coast Guard (USCG), Ohio Environmental Protection Agency (Ohio EPA), the Ohio River Valley Water Sanitation Commission (ORSANCO) and other federal, state, local agencies, and private sector, identified the need for a specialized planning document that will: 1) describe the roles that agencies and other entities would likely play in an incident, and 2) give responders a mechanism to help organize both in advance and during a response. -

WALCOTT, Director United States Geological Survey. 3 A GAZETTEER OF WEST VIRGINIA. HENRY GANNETT. DESCRIPTION OF THE STATE. The State of West Virginia was cut off from Virginia during the civil war and was admitted to the Union on June 19, 1863. As orig inally constituted it consisted of 48 counties; subsequently, in 1866, it was enlarged by the addition -of two counties, Berkeley and Jeffer son, which were also detached from Virginia. The boundaries of the State are in the highest degree irregular. Starting at Potomac River at Harpers Ferry,' the line follows the south bank of the Potomac to the Fairfax Stone, which was set to mark the headwaters of the North Branch of Potomac River; from this stone the line runs due north to Mason and Dixon's line, i. e., the southern boundary of Pennsylvania; thence it follows this line west to the southwest corner of that State, in approximate latitude 39° 43i' and longitude 80° 31', and from that corner north along the western boundary of Pennsylvania until the line intersects Ohio River; from this point the boundary runs southwest down the Ohio, on the northwestern bank, to the mouth of Big Sandy River. -

Fifty auto- mobiles left Pittsburgh, Friday, July 15, visited places important in the early history of westward expansion in Pennsylvania's Washington County, the West Virginia Panhandle, and the Upper Ohio Valley (specifically, Moundsville, Wheeling, Parkersburg, and Blennerhassett Island) and ended the tour in Marietta, Ohio, headquarters for the 150th anniversary celebration of the opening of the Northwest Terri- tory. Bedecked with red, white, and blue streamers the motorcade pulled away from the Historical Building about 1:30 p.m., escorted by Pitts- burgh motor police. The procession rolled out of the city through Schenley Park to the Boulevard of the Allies, across Liberty Bridge and through the Liberty Tubes, along West Liberty Avenue through Dor- mont and Mt.Lebanon onto Washington Road, gazed at curiously by less privileged cars that waited for red lights to become green. Three miles from the Washington county line Mr. John Harpster and Mr. Stanton Belfour, leaders of the tour, pointed out a mansion with a two-story portico, more than a century old, unrecorded but in- teresting for its old style of architecture. Resource Development and Conservation History Along the Ohio River1 SHERMAN L. FROST and WILLIAM J. MlTSCH, School of Natural Resources, The Ohio State University, Columbus, Ohio 43210 ABSTRACT. The 1578 km-long Ohio River has a rich history of natural resource use and abuse, starting with the development of the river itself for navigational purposes. There is a rich early record of natural history studies by Bartram, Michaux, Lesueur, Rafinesque and others. The navigational use of the river be- gan with snag pulling and has progressed to modern high-lift dams. Flood control, navigation of tributaries, and canal-building have been water resource development projects of the past. Early industries that devel- oped around the availability and abundance of coal, oil, natural gas, salt, iron ore, timber, and clay in the valley ultimately led to the more recent pottery, iron and steel, chemical, and power generation industries along the river and its tributaries. There were also major horticultural developments of apple orchards, wine vineyards, and even silk worm farms along the river and a modest button industry from the mussels in the river itself. The pollution of the Ohio River has been a concern for decades, and the involvement of the federal government and the establishment of interstate compacts have led to the development of significant understanding of the science of water pollution and to the general improvement of the river's water quality. Richards ODNR DMRM Abandoned Mine Land Program Acknowledgements The United States Army Corp of Engineers, Ohio Environmental Protection Agency, and the ODNR Division of Mineral Resources Management Abandoned Mine Land Program met in 2002 to address the Acid Mine Drainage and pre-law coal mining impacts to Fall Run, a tributary to Wheeling Creek in Belmont County. It was the data collection, analysis, and preliminary design concepts of this dedicated group of professionals which led to the creation of this abatement and treatment plan. As a result, work can now begin to restore Fall Run to a healthy stream. To Mitch Farley for bringing together such a dedicated and talented group of people: environmental specialists, engineers and scientists for the purpose of restoring our watersheds from the impacts of historic coal mining. To Ben McCament for advancing the vision begun by Mitch Farley and the continued evolution of the program to meet present and future challenges.
