The retrospect of the year will see flowers, smiles, thanks, and the presence of governmental departments at all levels, cooperating organizations, all circles of the society, as well as friends home and overseas. I shall hereby on behalf of all colleagues of the association extend the most sincere gratitude to your supports and cares for SICA’s foreign exchanges in the past year. Ringing farewell to the old and ushering in the new, we have cleaned up the works we had done in 2010 into collection and present it to people of all circles in a yearly report form. We expect that we may work together to blaze a marvelous trail with a down- to-earth attitude in the coming new year. Vice President and Secretary General of Shanghai International Culture Association Zheng Jiayao December, 2010 「Fluidoe en la urbe」(detail) NAVARRO, Miquel From Exhibition of Spanish Art in IVAM Collection 2010年报 Overview Annual Report PART1 1 Overview In 2010, SICA has carried out all-level and all-range non-governmental foreign culture exchanges under the leadership of the Propaganda Department of CPC Shanghai Municipal Committee with the outlook of scientific development as guidance and service to 2010 Shanghai World Expo the mainstay. The association has sponsored and supported a variety of over 70 programs, which tops the record of SICA, among which over 20 projects are directly concerned with Shanghai World Expo. Those programs are made up of 59 art and culture ones and 17 exchanges concerning social science, economy, finance, and technology. It had received over 500 person-time visits of well-known foreign scholars, artists and cultural institutions and agencies in the past year. Some briefings and cases of SICA’s events have been used by the publications or periodicals of the Propaganda Department and/or the Foreign Affairs Office, in which theChildren’s Paintings on World Expo Album won the first prize Silver Dove Award of Publication Category by Shanghai Publicity Office. Some cultural exhibition and performances of distinctive characters sponsored by SICA have also been listed into Shanghai’s important international cultural festivals and art exhibitions. I. Adding luster to the success of World Expo with ceaseless efforts This year witnesses the holding of Shanghai World Expo, which is the focus in SICA’s foreign exchange. The association attached great importance to the publicity and service to Shanghai World Expo and kept in exploring the connotation by successfully holding over 20 cultural programs concerned the exposition. Firstly, it emphasizes the interaction between programs held within and without the World Expo Park. Shanghai World Expo embodies the cultural integration as its “soul” that SICA has played the cultural symphony of different countries via organizing various cultural exchanges within and without the Park. For example, SICA has cooperated with Shanghai Bureau of World Expo Coordination and other relevant authorities in Shanghai to cosponsor the initiatives of Young World Expo—World Music Week, African Students in World Expo—Performances by Yuantong Primary School Students from Malawi, Expo in Children’s Eyes—Children’s Painting Exhibition at World Expo Museum, and Greeting to World Expo—Baolv Cup Couplet Competition at Public Participation Pavilion. The ‘World Music Week” event has gathered P_008+009 Overview 24 troupes and bands home and overseas to present audiences and visitors 55 performances from June to October at the largest outdoor stage Green Square in the Park. The endless exhibition of human being’s intangible culture heritage enjoyed the visitors with voices and vocals from every part of the world and idea of integrating Chinese and Western cultures and elements on the World Expo stage. The one-month recital of Chinese poems, singing of Chinese songs and performance of Chinese Wushu by primary students from Malawi, Africa, have gained thundering applauses from visitors and audiences, showcasing the international influence of Chinese culture. In the meanwhile, SICA has also cooperated with some state pavilions at the World Expo and foreign agencies at Shanghai to hold various exhibitions outside the Park, including Uffizi Collection Exhibition, Spanish Art Exhibition from IVAM Collection, Japanese Anime Characters Exhibition, City and Architecture Exhibition, Musing on World Expo—Children’s Photography Exhibition, Observing City—International Printmaking Exhibition, and the publication of SICA-aided Shanghai-style Culture, a panoramic and all-rang view of Shanghai with about 7 million characters in 33 volumes. The interaction within and without the Park has created an atmosphere of communication and integration of Chinese and foreign cultures during the magnificent World Expo. Secondly, it stresses on the concerting effort made both home and abroad. In addition to the exchange activities held within the World Expo Park, SICA has meticulously organized many publicity initiatives overseas. For example, Greeting to World Expo—Fan Calligraphy and Painting Exhibition of Shanghai Aged in Hong Kong, which showcases the idea that “the aged people still can make achievements” and “the aged people still can have fun”, and Expo in Children’s Eyes—Tour Exhibition of Children’s Paintings in Singapore and Tunisia, which, in particular the exhibition in Tunisia, won high praises from Chinese Embassy in Tunisia and witnessed the presence of Wang Zhaoguo, Member of the Political Bureau of the Central Committee of the CPC and Vice Chairman of the standing committee of the NPC at the opening ceremony and his inscription of “Musing on World Expo” and “Enhancing Communication, Strengthening Friendship”, who also presented the Children’s Painting on World Expo Album that wins the first prize Silver Dove in foreign publicity publications to the Tunisian side as gift and expressed that he would carry the album as gift to other countries following his visit as part of participation in the World Expo. Those efforts in publicizing World Expo to the foreign countries and regions have won great success. Thirdly, it endeavors to attach equal importance to cultural exchange and academic seminar. Featuring in wide-range communication, SICA has planned the symposium of Shanghai World Expo in Foreign Reporters’ Eyes, which introduces to the foreign media the relevant information and policies of Shanghai World Expo and pilots to objective and square reports on World Expo by foreign media, and the international meeting of Shanghai Expo Security, on which SICA organized many scholars and experts from home and abroad to exchange and learn from the security experience of large-scaled event held in other countries 2010年报 上海市对外文化交流协会 Shanghai International Culture Association ANNUAL REPORT Annual Report PART1 1 through discussion and communication since “security” is the prerequisite to a “successful, wonderful, and unforgettable” 2010 Shanghai World Expo. The role of academic activities serving World Expo has been exerted to full play. II. Keeping on the strategy of Going Out to enhance the international influence of Chinese Culture SICA has also tried its utmost to align with the cultural diplomacy strategy to push forward the introduction of Chinese culture to the rest of the world despite the strenuous task of serving Shanghai World Expo. Firstly, it keeps close communication between Mainland China, Taiwan, Hong Kong and Macau. In the wake of the successful holding Shanghai-Hong Kong- Macau-Taiwan Joint Exhibition of Contemporary Wash and Ink Painting in Shanghai last year, the exhibitions at Hong Kong, Macau, and Taiwan have been successively organized to promote the artistic exchange between the four places and showed the recent development of painting, especially the Shanghai-styled painting in the mainland. Secondly, it keeps in enhancing the interaction with sister cities. SICA has organized with Shanghai Federation of Literary and Art Circles (SFLAA) Shanghai Time Culture Week series events at the China Time held at Hamburg, Germany. The exhibitions and performances of Shanghai photography, contemporary wash and ink works, folk music and dance by the young artists from Shanghai have not only showcased the rich elements of China and Shanghai-styled culture, but also interpreted the theme of World Expo “Better City, Better Life”, and enjoyed high praise from German visitors, the mainstream society in Hamburg in particular, and received wide-ranged reports by local media. The Consul General of Chinese Consulate General at Hamburg said the event has won glory for China. In the meanwhile, SICA has provided the Children’s Palace of Shanghai Municipality an exchanging platform for holding German-Chinese Children’s Photography Joint Exhibition at Hamburg, sister city of Shanghai. Moreover, at the recommendation of the Foreign Office and the approval of Mayor of Shanghai Han Zheng, a SICA-led delegation visited Valparaiso to participate the 3rd International Culture Forum and 2010 Valparaiso

Over the past 70 years, the Chinese culture has forged ahead regardless of trials and hardships. In the course of its inheritance and development, the Chinese culture has stepped onto the world stage and found her way under spotlight. The SICA, established in the golden age of reform and opening-up, has been adhering to its mission of “strengthening mutual understanding and friendly cooperation between Shanghai and other countries or regions through international cultural exchanges in various areas, so as to promote the economic development, scientific progress and cultural prosperity of the city” for more than 30 years. It has been exploring new modes of international exchange and has been actively engaging in a variety of international culture exchanges on different levels in broad fields. On behalf of the entire staff of the SICA, I hereby would like to extend our sincere gratitude for the concern and support offered by various levels of government departments, Council members of the SICA, partner agencies and cultural institutions, people from all circles of life, and friends from both home and abroad.     Shanghai, China Overview Introduction The name Shanghai still conjures images of romance, mystery and adventure, but for decades it was an austere backwater. After the success of Mao Zedong's communist revolution in 1949, the authorities clamped down hard on Shanghai, castigating China's second city for its prewar status as a playground of gangsters and colonial adventurers. And so it was. In its heyday, the 1920s and '30s, cosmopolitan Shanghai was a dynamic melting pot for people, ideas and money from all over the planet. Business boomed, fortunes were made, and everything seemed possible. It was a time of breakneck industrial progress, swaggering confidence and smoky jazz venues. It was first founded in 1879 under the name of ‘Shanghai Public Band’ and was later, in 1907, developed into an orchestra with 33 members under the baton of German conductor Rudolf Buck. Since Mario Paci—an Italian pianist—became its conductor in 1919, the Orchestra developed swiftly and was crowned ‘the best in the Far East’ 远东第一 by a Japanese musician Tanabe Hisao 田边尚雄 in 1923. At that time, Shanghai was semi-colonized by the International Settlement and the French Concession controlled by the Shanghai Municipal Council and the French Council respectively. They were both exempt from local Chinese authority. The Orchestra was an affiliated organization of the former: the Shanghai Municipal Council. When the Chinese Communist Party took over mainland China in 1949, the Orchestra underwent dramatic transformations. It was applied as a political propaganda tool performing music by composers from the socialist camp and adapting folk Chinese songs to Western classical instruments in order to serve the masses.

By studying the audiences, I intend to explore the reasons behind the popularity of this cultural consuming practice in a market economy with Chinese characteristics. Situated in Shanghai, a 'global city’ in making, I also view this phenomenon from a post-colonial perspective – given the city’s semi-colonial history in the early 20th century. In this paper, I try to bridge Foucaultian governmentality in the sense of self-cultivation and governmental intervention in the cultural market, with Bourdieu’s capital conversions by illustrating how urbanites in Shanghai appropriate high-cultural consumption in the process of their identity (re)production. I argue that Shanghairen’s attendance at, and interest in, Western classical music concerts is an epitome of the local’s response or coping mechanism when encountering the ‘modern’ global in its historical and contemporary forms. This cultural consumption practice promoted by the municipal government – based on its manipulation of Shanghairen’s aspiration towards the modern West – in reality contributes to the formation of both the local residents’ identities, and the urban culture. Furthermore, the appreciation of Western classical music concerts closes up the perceived distance between Shanghai and the advanced West, meanwhile, enlarges the ‘quality’ (suzhi) gap between Shanghairen and people from the rest of China.

The triangle emblem consists of graphics of a white magnolia flower, a large junk and a propeller. The propeller symbolizes the continuous advancement of the city; the large junk, one of the oldest vessels plying the Shanghai harbor, represents the long history of the port; and the large junk is set against a background of a white magnolia flower blossoming in the early spring, forecasting a bright future of the city. Back to >> C ontents The City Flower In 1986, the Standing Committee of the Shanghai Municipal People's Congress passed a resolution to adopt the white magnolia as the city flower. White magnolia is among the few spring heralding flowers in the Shanghai area. It is in full blossom in the early spring and before the Clear and Bright Festival, which usually falls on April 5 every year.
