SABINAM 2001 LITTERÆ PROMULGATIONIS Mis queridos hermanos en Santo Domingo: Santo Domingo no “inventó” sus Constituciones. Domingo es semejante al dueño (dominus) de una casa que se hace discípulo del Reino y saca de su tesoro cosas nuevas y viejas (Mateo 13, 52). Por ello se parece al buen padre de familia (pater familias), otra expresión muy evangélica usada también en la tradición canónica (CIC can. 1284 § 1) y en nuestro vocabulario dominicano, pues a Domingo lo llamamos nuestro Padre. Es verdad: él supo aprovechar lo antiguo e intuir lo nuevo al fundar una Orden que fuese y se llamase “de Predicadores”. Santo Domingo nos legó tradiciones antiguas que él fue tejiendo sabiamente al mismo tiempo con un estilo de vida del todo original. La Iglesia acababa de promulgar con el IV Concilio de Letrán novedosas leyes referidas a la predicación, la enseñanza de la teología, la organización de capítulos generales y regionales y el uso de reglas e instituciones de religiones ya aprobadas para emprender nuevas fundaciones. Él conocía experiencias de vida religiosa monástica de raíz benedictina, particularmente los aportes jurídicos de la organización Cluniacense y del Císter. Como canónigo en Osma experimentó las riquezas de las Órdenes de Canónigos regulares, en especial la Premonstratense. Contempló de cerca el efervescente mundo de las asociaciones universitarias –de profesores y estudiantes- y las nacientes agrupaciones de artesanos que crecían y se multiplicaban en las ciudades con su particular modo comunitario de ejercitar derechos y deberes. Finalmente, aun en los mismos cátaros supo distinguir y discernir elementos valiosos y evangélicos, lo que los signos de los tiempos pedían a la Iglesia. A esta verdadera policromía, o mejor aún “sinfonía - policromática” insertó la novedad de la predicación y el estudio, la pobreza y la itinerancia. He allí la originalidad de la Orden que intentamos siempre reconocer, profundizar y revitalizar en cada Capítulo General. Quizás por ello, en cierto sentido, podríamos decir sin exagerar que el mejor modo para conocer la historia de la Orden es la lectura de las Actas de los Capítulos Generales desde 1220 a 2001. Cada Capítulo, como el que acabamos de celebrar, evalúa, trata y define; incoa, aprueba y confirma leyes; ordena, exhorta, proyecta. Cada Capítulo “llora con los que lloran” las heridas del mundo y de los hombres, lucha contra lo que se constituye como un obstáculo a la predicación de la Buena Noticia de Jesús; “ríe con los que ríen”, se alegra y goza con los gozos y esperanzas del mundo, de la Iglesia y de la Orden. El Capítulo General de Providence, primero del nuevo milenio, no ha sido la excepción, y nos presenta el desafío de predicar la Palabra contemplada, rezada, leída, estudiada ¡profesada! en el contexto de un mundo globalizado. Todo Capítulo general provoca, mucho antes incluso de la carta oficial de convocatoria, una suerte de movimiento o corriente que apunta y se dirige hacia el evento capitular mismo. A ese movimiento que trajo a Providence los gozos y esperanzas de los frailes, preparado -como un movimiento “centrípeto” de “inspiración”- a partir de capítulos conventuales, capítulos provinciales y encuentros regionales, sigue ahora un movimiento “centrífugo” de “espiración” que se expande hacia toda la Orden, hacia las provincias y entidades análogas, a cada comunidad, a cada fraile. A través del testimonio directo de los capitulares, en la lectura, el estudio, y la puesta en práctica de las presentes actas, las comunidades, nuevos Capítulos provinciales… generarán a su vez una dinámica renovadora. Todo lleva su tiempo e implica un ritmo contemplativo de las decisiones. ¡No sabríamos ni podríamos hacerlo de otro modo! No somos managers, somos frailes y nos expresamos desde 1220 a través de este movimiento de inspiración y espiración de los Capítulos generales, provinciales y locales. Hemos querido ofrecer exhortaciones, ordenaciones y constituciones que modifican algunos aspectos de nuestra vida. Cada texto lleva consigo un mensaje vivo, un alma. Me refiero al espíritu que está detrás de toda discusión en el aula. Inspiración y espiración que vuelven a su vez a inspirar a la Orden. Por esto podría concluir ¡estos textos son una verdadera predicación! y como toda predicación quisiera que movilizara la inteligencia y corazón ¡el alma! de cada fraile, de cada comunidad local y provincial, la vida de toda la Orden. Finalmente, quisiera agradecer a todos los hermanos y hermanas que han hecho posible la ¡celebración! de este Capítulo General. Agradezco a fr. Norman Haddad, Prior Provincial, a fr. Philip Smith, Presidente del “Providence College” y a todos los frailes de la Provincia de Saint Joseph en los Estados Unidos por la generosidad en haber querido acoger la celebración del Capítulo General. En estos momentos tan tristes para los Estados Unidos vaya todo nuestro afecto y la oración. Parece mentira haber celebrado juntos con tanta alegría el don de la vida fraterna en común en Providence y tener ahora que llorar el odio y tantas muertes inútiles. Que estas páginas sean también una invitación a la misericordia, el perdón, y la paz. Volviendo al Capítulo, quiero expresar una palabra sincera de particular gratitud y afecto para fr. George Schommer, Secretario general, quien nos ha ofrecido a todos el don de su fraterna delicadeza. Gracias también a sus asistentes, fr. John Langlois y fr. Carlos Quijano. Agradezco particularmente el testimonio jovial y alegre de los hermanos estudiantes de la Provincia de Saint Joseph presentes en el Capítulo. Cada Capítulo exige un especial esfuerzo para que la palabra rezada, dialogada, pronunciada y escrita pueda ser escuchada, leída, comprendida y así llegar a otros –a cada capitular y aun al mundo entero- de un modo claro y eficaz. Agradezco por ello el servicio de todos los hermanos y hermanas traductores e intérpretes; al equipo de secretariado. Muchas gracias en particular también a fr. José López Legido, fr. Philippe Cochinaux y fr. Quirico Pedregosa, que han debido batirse en el difícil arte de moderar las sesiones plenarias del Capítulo. A este esfuerzo por favorecer la comunicación se han sumado fr. First of all, I express my gratitude for the direction and encouragement that the Order has received over the years from Your Holiness. Since following the footsteps of St. Dominic, St. Hyacinth and many other saints of the Order, we see ourselves as called to preach the Word of God to the extremities of the Church, we have found in Your words and example a powerful source of inspiration. Our brother Pierre Claverie, OP, the Martyr-Bishop of Oran in Algeria had defined the Dominican charism as placing ourselves at the lignes de fracture du monde. The persistence with which you Your Holiness have continued to reach out in ecumenical and inter-religious dialogue to all the children of God, has been and is a confirmation for our Dominican brothers and sisters who in various parts of the world are engaged in theological research, in preaching, and in nurturing the hunger for God. Furthermore, I wish to thank you for your teaching, and in particular for the encyclicals Veritatis splendor and Fides et ratio, in which we have seen the marked influence of a renewed reading of St. Thomas Aquinas. This appreciation of our greatest theological master has been a signal for many Dominicans engaged in studies, that the synthesis of Aquinas can today as in previous periods of the history of the Church and Order be a major source for theological reflection. In the last decade we have seen the emergence of new interest and love for our theological tradition. And finally, I wish to thank you for the appreciation and confidence that the Order, and I myself, have received over the years from the Holy See. I end my term of office with hope as I see a renewed dynamism being born in provinces of the Order which in the recent past had been through a phase of purification and I witness the flourishing of the Order in other provinces.

The New York State Education Department (NYSED) collects a tremendous amount of information on New York State (NYS) schools. For the purposes of this study, quantitative NYSED data on enrollment and English Language and Mathematics Regents Examination scores are analyzed. Fifteen high schools in Long Island, New York, have a minimum 80% minority rate. Most of the minority subgroups in the schools under analysis are Black or African American and Hispanic or Latin American. Four Long Island high schools were chosen because most of their minority students are Black or African American and Hispanic or Latin American and scored in the top 33% on their Common Core English Language Arts and Algebra Regents Examinations compared to the other 11 high-minority high schools.

They understand the emotional roller coaster that process can be. We can start with “vain” plans of demonstrating our success to neighbors and relatives and quickly degenerate, in the face of delays, cost overruns, and shoddy workmanship, into taking the names of various contractors, craftsmen, and inspectors “in vain” in another sense of that word! I am happy to report that the labor of building the Lord’s own house through Catholic educa - Brother James Butler, FSC tion in our Baltimore District has continued in earnest, not in vain, this past year. So many of our Provincial pro tem schools, Central Catholic, La Salle High, La Salle University, Calvert Hall, and St. John’s, to name a few, have undertaken extensive renovations.
