    CITY OF KODIAK ORDINANCE NUMBER 1327 AN ORDINANCE OF THE COUNCIL OF THE CITY OF KODIAK AUTHORIZING FIRE AND RESCUE MUTUAL AID AGREEMENTS BETWEEN THE CITY OF KODIAK AND THE KODIAK ISLAND BOROUGH AND THE UNITED STATES COAST GUARD BASE KODIAK WHEREAS, Alaska Statutes 18.70.150-160, Article X, §13 of the Alaska Constitution, and Section XII-1 of the Kodiak City Charter authorize the City to enter into agreements, including those for cooperative or joint administration of any function or power, with other governmental units; and WHEREAS, Fire and Rescue Mutual Aid Agreements between the City and each of the Kodiak Island Borough Fire Protection Areas, which include Fire Protection Area No. 1 (Bayside Fire Station) and Womens Bay Service Area, and the United States Coast Guard Base · Kodiak have been presented to this meeting; and WHEREAS, it is in the best interest of the City and its residents to enter into agreements for mutual aid with other firefighting agencies in the vicinity of the City. With: Jonathan Butzke Francine Lastufka-Taylor Talking Circle Media April 2015 ACKNOWLEDGEMENTS This project was carried out through the efforts of many people. Foremost, Mark. S. Ridgway, Alaskan LORAN-C Closure Program Manager, was responsible for managing the complex logistics and aggressive schedule to complete Section 106 documentation while closing remote stations, even when constrained by unforgiving weather. Robert Glascott, the U.S. Army Corps of Engineers Project Manager, oversaw contracting and facilitated a joint team of government employees and contractors to achieve base closure without compromising safety or the environment. Michael Dombkowski, Environmental Manager and Wray Smith, Project Manager for mothballing the LORAN-C Stations, provided direct oversight and coordination with the U.S. Coast Guard. Aaron Wilson with the U.S. Army Corps of Engineers worked with the Alaska State Historic Preservation Officer, Judith Bittner, to write the Programmatic Agreement and provided direct technical oversight and accountability to the researchers. Aaron was a significant player in the development and execution of these investigations, and losing him near the completion of the manuscript left an emotional void in the team that can never be completely filled. Most importantly, the study team would like to acknowledge those stalwart individuals who staffed the U.S. Coast Guard's LORAN stations from the 1940s until the program's termination in 2010, especially the personnel on the LORAN stations Attu and Shoal Cove, and a few other bases that consented to being interviewed for this study.

    Contents How To Use Volume 4: Resource Manual A resource manual is included in this plan to aid the members of the Incident Management Team in locating critical resources from the public sector within their jurisdiction. This manual lists governmental and public agency resources, facilities that may be utilized as mass care shelters, and food stores available within the city. This manual also contains survey forms that may be distributed during an event to assess exact resource availability (i.e. number of personnel, equipment, consumables, etc.) While it might be preferable to include precise inventory information into one comprehensive resource manual, it is difficult to effectively capture and update such information. Therefore, this plan lists agency resource availability in general terms only. The information listed in the Resource Manual should always be verified before it is considered “available” to the response. This manual also contains limited information about private sector resources, to facilitate the procurement of additional resources, if necessary, to supplement public sector equipment and personnel. Private vendor and contract services/equipment may not necessarily be available at the time of the emergency. Information in this manual may be supplemented with resource location and ownership information from local (city and borough) tax assessment records and with the local telephone book.
