Dear Sir, This is with reference to THQ Hospital, Shujabad Tehsil, Multan District's Tender Notice published in "The Nation" on 15th September, 2017. It is observed that the advertisement is in violation of the Punjab PRA 2014. As per the advertisement, "The THQ purchase committee reserves the right to accept or reject to reject all at any stage without assigning any reason". However, it is not complying with, PPRA 2014 Rule No. 35, which requires that reason should be communicated to bidders. Therefore the advertisement is in violation of Rule No. 35 ofPPRA Rules 2014. Stated as under; 35. Rejection of Bids:- (I) the procuring agency may reject all bids or proposals at any time prior to the acceptance ofa bid or proposal. (2) the procuring agency shall upon request communicate to any bidder, the grounds for its rejection ofall bids or proposals, but shall not be required to justify those grounds. Both consumers and invaders, played their part in the acculturation of this city from ancient times to the modern era.This research paperinvestigates the existing as well as the vanishing popular culture of the Old-city Lahore. The cuisine, crafts, kites, music, painting and couture of Lahore advocate the assimilation of varied tastes, patterns and colours, with dissimilar origins, within the narrow streets of the Old- city. This document will cover the food, vendors, artisans, artists and the red-light area, not only according to their locations and existence, butin terms of cultural relations too.The paper also covers the distinct standing of Lahore in the South Asia and its popularity among, not only its inhabitants, but also those who ever visited Lahore. PREFACE Soil erosion is called the 'creeping death' of the soil. It is a world-wide problem, but it is much more assertive in under developed countries where the modern discoveries in scientific know ledge have not been applied commensurate with their needs in agriculture. It works out its serious effects through this process : loss of surface soil, plant-food and sub-soil water, silting up of water channels, disruption of communications, reduction in productivity of land and ultimately lowering the already low standard of living of the peasantry. Soil erosion has affected vast areas of our fertile land, rendering them completely unfit for cultivation. In Rawalpindi Division alone about 5 lakh acres of productive land have become uncultivable while another 10 Jakh acres are seriously affected. The menace of soil erosion is fast spreading. 1t needs effective measures for combating it. It need hardly be emphasiseC: that soil is a basic national resource and its conservation is the prime necessity. For, without ita due care, we may not be left with enough land to raise food and commercial crops for our growing economy. -
