The main objective of Border Area Development Programme (BADP) is to meet the special developmental needs and well being of the people living in remote and inaccessible areas situated near the international border and to saturate the border areas with the entire essential infrastructure through convergence of Central/State/BADP/Local schemes and participatory approach. With effect from 2016-17, this programme has been converted into 60:40 (GoI:State).The programme will cover all the villages which are located within the 0-10 Km of International Border and then 0-20 Km, 0-30 Km, 0-40 Km and then 0-50 Km of International Border, irrespective of border block abutting on the International Border or not (Detailed guidelines at Annexure-I). Allocation 2019-20: Ministry of Home Affairs, Government of India vide its letter dated 30th May, 2019 (Annexure II) has allocated an amount of Rs 42.95 Cr (CS: 25.77 Cr + SS: Rs 17.18 Cr.) for the year 2019-20 for the State of Punjab under the programme. Criteria for District wise Allocation of Funds The funds allocated by Government of India are distributed among the border districts on the basis of: (i) Length of the International Border; (ii) Population of the Border Blocks; (iii) Areas of the Border Block (All the three criteria shall equal weightage). Besides, to facilitate the sector-wise allocation the guidelines also suggest the maximum/minimum limit. This suggested limit is for guidance only and not mandatory for the State Governments. Agenda Item 2 Review of Submission of UCs of previous years A. Financial Year 2011-12 to 2015-16 Utilisation Certificates to the extent of 100% released amount has been sent to Government of India upto 2011-12. UCs of meagre amount of Rs 1.75 lakh of District Pathankot is pending for 2012-13 on account of misappropriation for which FIR has been registered. UCs to the extent of 100% amount has also been submitted for 2013-14 to 2015-16. B. State Share State matching share for the year 2016-17 was released to the concerned border districts in the month of July 2018. For the release of State Matching Share i.e Rs. 1867.00 lakh of the year 2017-18, the file is pending with F.D. C. Financial Year 2018-19 During 2018-19, an amount of Rs 19.60 Cr was released by GOI out of which Rs 17.81 Cr was released by the State in March, 2019.
