(202) 234-4433 Washington DC www.nealrgross.com 3 1 P-R-O-C-E-E-D-I-N-G-S 2 1:02 p.m. 3 VICE CHAIRMAN GALLAS: (presiding) 4 Good afternoon, and welcome to the National 5 Capital Planning Commission's March 7th, 2019 6 public meeting. 7 Would you all please rise and join me 8 in the Pledge of Allegiance? 9 (Pledge of Allegiance.) 10 For all in attendance, today's meeting 11 is livestreamed and will be available as a video. 12 Noting the presence of a quorum, I 13 would like to call this meeting to order. 14 Elect Commissioner to Run the 15 Open Session Meeting 16 VICE CHAIRMAN GALLAS: Before we 17 proceed with the agenda, there is procedural 18 matter. As you know, Chairman Bryant's term as 19 Chairman of the Commission expired on January 1, 20 2019. And as of yet, the President has not 21 appointed a replacement. The Bylaws require the 22 Commission to elect one of its members to perform Neal R. Gross and Co., Inc. (202) 234-4433 Washington DC www.nealrgross.com 4 1 the function of Chairman at the start of each 2 meeting, with the understanding that the Vice 3 Chairman is the likely person to be elected to 4 run the meeting. Thus, to officially convene the 5 open session, the Commission must nominate and 6 vote on selecting someone who would run the March 7 open session. 8 Can I have a motion for that? 9 MEMBER DIXON: I move that the 10 Commission elect Mr. Gallas, the Commission's 11 Vice Chair, to run the March 7th, 2019, 12 Commission meeting. 13 VICE CHAIRMAN GALLAS: Is there a 14 second? 15 MEMBER WHITE: Second. 16 VICE CHAIRMAN GALLAS: I've heard a 17 motion and a second. All in favor say aye. 18 (Chorus of ayes.) 19 Any opposed? 20 (No response.) 21 Thank you. The motion that I, as Vice 22 Chairman, would run our meeting has been moved Neal R. Gross and Co., Inc. And I thank you, 2 Fellow Commissioners, for electing me to run this 3 meeting. 4 Report of the Vice-Chairman 5 VICE CHAIRMAN GALLAS: Okay. Agenda 6 Item 2 is a Report of the Vice-Chairman. That's 7 me. 8 (Laughter.) 9 At last month's meeting, we recognized 10 the past service of Commissioner Rhodes, who 11 served for nine years on the Commission on behalf 12 of the Secretary of Defense. Mr. Rhodes sent a 13 great response back thanking the Commissioner 14 members and staff. And I would like to read a 15 short excerpt from his note. 16 "The Commission is exceptionally 17 blessed to have the tremendous professional staff 18 that supports them, starting with the Executive 19 on down. They are exceptionally effective. They 20 are distinctive skilled and knowledgeable in 21 their disciplines. They consistently consider 22 all the sides of an issue as they develop Neal R. Gross and Co., Inc. (202) 234-4433 Washington DC www.nealrgross.com 6 1 positions. They are creative and accommodating. 2 Truly, they are everything one would want from a 3 planning staff. It was a privilege to experience 4 their work and support. 5 "I also must share what a true 6 pleasure it was working with the Commission 7 members." That's us. "A governing body like 8 this represents various organizations, various 9 perspectives, and brings to the discussions many 10 individual experiences. Yet, we do so with the 11 common charge of the Commission Charter. I was 12 consistently struck by the thoughtful discussions 13 and questions of the Commissioners and the 14 respectful, professional discourse. It was a 15 professional and a personal pleasure to be 16 afforded the privilege of working with each 17 Commissioner." 18 So, we really thank former 19 Commissioner Rhodes for his kind and 20 complimentary words. 21 I also would like to welcome back 22 Commissioner White who has been absent for too Neal R. Moving 4 to Agenda Item 3, is the report of the Executive 5 Director, Mr. Acosta. 6 MR. ACOSTA: Thank you, Mr. Chairman, 7 and thank you to Mr. Rhodes for those very kind 8 comments. And also, welcome back to Commissioner 9 White. 10 I'd like to congratulate our Office of 11 Public Engagement staff for recently winning 12 three different national awards for the work on 13 our revamped agency website. I'll note that this 14 website was done totally in-house and by our 15 staff, and it was implemented by Steve Morgan, 16 Paul Jutton, Stephen Staudigl, led by Julia 17 Koster. So, thank you for your great work there. 18 I would also like to take this 19 opportunity to thank the staff for their work on 20 the Small Cell Guidelines analysis. That is on 21 today's agenda. They did field work out on the monumental 2 core. That kind of led to the recommendations in 3 the dead of winter. 4 And I do thank them for their great 5 work on that. So, thanks very much, Diane 6 Sullivan, Matt Flis, Beth Miller, and Karin 7 Schierhold, for leading this effort. 8 And that concludes my report, Mr. 9 Chairman. Of these, 4 seven are Sprint Telecommunications facility 5 upgrades to provide smaller antennas, submitted 6 by the General Services Administration for 7 preliminary and final approval at the following 8 federal buildings in Washington. So, allow me to 9 read this long list. 10 No. 1, the Export-Import Bank, 11 Lafayette Federal Building at 811 Vermont Avenue, 12 Northwest; 13 The U.S. Office of Personnel 14 Management, Theodore Roosevelt Building, located 15 at 1900 E Street, Northwest; 16 The U.S. Department of Housing and 17 Urban Development, Robert C. Weaver Building, at 18 451 7th Street, Northwest; 19 The U.S. Department of Energy, James 20 Forrestal Building, 1000 Independence Avenue, 21 Southwest; 22 The U.S. Department of Labor, Frances Neal R. Gross and Co., Inc. (202) 234-4433 Washington DC www.nealrgross.com 10 1 Perkins Building, 200 Constitution Avenue, 2 Northwest; 3 The U.S. Department of Health and 4 Human Services, Hubert Humphrey Building, at 200 5 Independence Avenue, 6 And the U.S. Department of Commerce, 7 Herbert Hoover Building, at 1401 Constitution 8 Avenue. 9 Those are the seven from GSA. And 10 there are three other Consent Calendar items as 11 well, including, No. 1, the continuation of 12 Meridian Hill Park preservation, phases V and VI, 13 submitted by the National Park Service for 14 preliminary site plan approval.
